Thursday , May 31 , 1973 at 8 : 30 P . M .

D . Payne : Since tnere was no objection during the public hearing to the
minor subdivision , I will entertain a motion to approve Mrs .
Lyons ' s minor subdivision .
G . Totman : I move we accept the application of Erma Lyons for a minor
subdivision on Sovocool Hill Road .
D . Payne : This is for final approval .
G . Totman : Yes , - - sne has complied with all the rules and regulations and
nothing nas changed since our last meeting and since there
were no adverse comments I feel we are within our rights in
approving this .
D . Payne : Do I hear a second ?
D . Chase : I second the motion .
D . Payne : In favor ? Opposed ?
The motion is carried .
D . Payne : We nave one other thing to cover tonight . Mrs . Blatchly the
chairman of the Village Planning Board contacted George con -
cerning a joint meeting between the Village and Town Planning
Boards . Now as I understand it the purpose of this meeting
is more or less to discuss their zoning ordinance and regula -
tions .
G . Totman : What she really wanted to do was have it before tneir public
hearing last night but wnat she has in mind is to nave this
Board and the Village Board get together and discuss our

G . Totman : zoning ordinance as it pertains to the land adjacent . to the
Village and see if they are compatible and also this proposed
trailer park they are discussing - 30 odd acres and 16 of them
are within the village and the rest in the Town .
The thought is to get the Village approval first and then go
to % the Town for a variance to put in a park and because that
area of the Town right now doesn ' t allow trailer parks Mrs .
Blatchly thought it might be a good idea to get together and
discuss things that relate both to the Town and the Village .
D . Payne : The tentative date for this is June 6th . This will be an
informal type meeting .
About a week ago Roger Gleason called me and let me know he
feels he is going to subdivide :
F . Scheffler : His farm?
D . Payne : Not the whole thing , apparently just portions of it . He was
supposed to be here tonight with his preliminary plans but
phoned Zana earlier and said couldn ' t make it so this is
something to keep in mind . We ' ll probably be hearing from
Roger in the near future .
Some discussion was _ held on this by G . Totman , D . Payne
and others .
Z . Kane : Are we supposed to do anything about a new member for our
planning board ?
D . Payne : I have talked with Ron Cotanch and Ron has resigned from the
Planning Board . Since talking with Ron have talked with Hicks
Dow and he advised me that they still had the names we submitted
prior to Don ' s appointment to the Planning Board and they are
going to contact the folks on that list and see if they can draw
a member .
Z . Kane : Did they promise it wouldn ' t be more than a year ?
D . Payne : Hicks told me they would act on this at their next board meeting .
Is there any further business ?
Z . Kane : Yes , I move that the meeting be adjourned .
D . Chase : I second the motion .
The motion was carried .

D . Payne : As advertised in the Groton Journal and Courier a public hearing
is being held tonight for the purpose of discussing the minor
subdivision proposed by Mrs . Erma. Lyons on Sovocool Hill Road .
This subdivision has been given preliminary approval by the
Planning Board and Mrs . Lyons is here tonight to answer any
questions anyone might have and the Planning Board members
are here to answer any questions you folks might have concern -
ing this subdivision . It consists of two lots . One house is
currently under construction with the foundation partially in .
The lots are approximately 11 ft . short on frontage but they
are excessive in depth . For this reason , the Planning Board
would agree to a variance providing the County Board of Health
approved for water and septic systems .
The Board of Health has given Mrs . Lyons approval providing
she puts in a sand filter and pump .
E . Lyons : That ' s for this first house . I don ' t know if there will be
any difference when I put the second house in .
D . Payne : Mrs . Lyons has complied with all the requirements concerning
minor subdivision to the Planning Board . A minor subdivision
consists of two to four lots or dwellings , anything in excess
of that would be considered a major subdivision and would
come under completely different requirements .
Do any of you folks have any questions ?
Mr . Smith , Sr . I wondered what a minor subdivision was but you gave me the
answer .
Z . Kane : You plan then to put just a house for a single family ?
E . Lyons : Yes , just single family dwellings .

Z . Kane : That ' s why it has to be done this way . You people are the
ones who received the letters ?
Mr . Smith , Sr . : In other words there will be two houses built ?
Z . Kane : Yes , there is one started there . You probably know just
right where it is .
Mr . Smith , Sr . Yes .
D . Payne : Mrs . Lyons would you like to exp&nd , 4on anything we ' ve said ?
E . Lyons : I think you have covered it very well . That ' s about it , I
think .
Mr . Eaton : That ' s about all I was going to ask .
Z . Kane : They still have to comply with zoning ordinance rules .
D . Payne : Yes , even in a subdivision have to meet the zoning regulations .,
Mr . Smith , Sr . : That '- s about 4 acres ?
E . Lyons : Dividing them up would be about two and two =tentns acres each .
More discussion was held on the lot frontage and
variance .
Z . Kane : The reason lot frontage is important is to give ample lot
space for each home but she has it in depth which makes up
for the shortage in the frontage .
Mr . Smith , Sr . : Yes , - -our corner goes 20 x 40 .
E . Lyons : I think your corner is drier .
Mr . Smith , Sr . If you had asked me could have told you all about it before
you started . We did a lot of work on our corner .
D . Payne : Any more questions or comments ?
Z . Kane : or problems ?
D . Payne : Would anyone on the Board like to make any comments ?
Then , since there are no more questions or comments from the
floor or the Board , I declare this public hearing closed .
