HomeMy WebLinkAbout1979-11-13�'7 Mr. Walpole moved to hold a Special Town Board meeting on November 13, 1979 at 7:30 P -Mv to adopt preliminary budget. Seconded by Mr. Sovocool. All Ayes Attorney Bucko reported that Mr. Shannon had sold property illegally after being denied a subdivision. Mr. Shannon should be penalized and not the purchasers. He felt, board should pass resolution that Mx. Shannon can't build because he didn't follow subdivision regulations. Attorney Bucko will look into further before taking any action. There-being no further business, Mr. Rankin moved to adjourn meeting, seconded by Mr. Walpole at 9 :30 P.I•i. Colleen D. Sovocool, Councilman Gordon C. VanBenschoten, Councilman Verl Rankin, Jr., Councilman Also present: Frank: Satterly, Leland Cornelius, Francis Carey Frank Satterly reviewed County Budget indicating total assessed value was up 12 million dollars in County. He also indicated. Groton would. be getting sales tax credit of about 50,070 or 1.381000 which will have to be shovm as a credit on Town and County taxes and cannot be used to lower Town taxes. Air. Satterly also had Dog Contract that was drawn up by all. interested Towns and Teresa Robinson had signed. it. Town Board reviewed Groton Fire Departments Fire Budget for 1980. Discussed Preliminary Budget Hearing held previously before staking the follovring resolution: RESOLUTUCN NO. 45 - ADOPT PRELIMINARY BUDGET AS 1980 TOWN BUDGET Moved by Mr. Walpole, seconded by Mr. VanBenschoten Ayes - Sovocool, Walpole, VanBenschoten, Rankin, Robinson. RESOLVED-THAT the Groton Town Board adopt Preliminary Budget as per hearing held November 5 as the Tovem Budget for 1980. After some discussion on -the 1979 Dog Contract, Air. Walpole moved to pay the SPCA $1579.55 per Contract and Voucher. Seconded by Mr. Rankin. Ayes - Sovocool, Walpole, VanBenschoten, Rankin, Robinson. Board again discussed purchasing drapes for Town Hall from Peck's. Air. Rankin moved to purchase drapes, seconded by Mr. Walpole, Ayes - Sovocool, Walpole, VanBenschoten, Rankin, Robinson. Mr. Walpole will look into reconstruction of entrance Tway to Clerk's Office. Attorney Bucko will check into dig limit and report back to board. Supervisor Robinson requested boards permission to have approximately 102 years of newspapers microfilmed tomorrow. Moved by Mr. Rankin that they be microfilmed, seconded by Air. Walpole with the request Supervisor look into Is insurance coverage. Ayes - Sovocool, Walpole, VanBenschoten, Rankin, Robinson. Air. Walpole discussed Burdick's pond which has no dart. Would like to have dame replaced with permission from landowners for fire use only. Consensus of board was to let Mr. Walpole see who is the present owner and his feelings and bring back to board information. All ayes. Supervisor Robinson read letter received from Human Services Coalition requesting Town's funding share based on estimated town population to entire county (9.64 %) or $283.22 for 1979 and $317.56 for 1980. It was felt that fine money . should be kept here for 'dog control protection. Appcaxance ticket8 *written, by vlillage- =fines should, go to village under their leash latir. Our contract would be with County and County cantmracts with SPCA. It was suggested Village should be named in our contract.. Attorney Buoko will clarify gray areas and get a memo out to Town Board members in a couple days. Discussed further what coverage we want !- West `- Groton., Mclean, Peruville, eUc.
