MINUTES OF 'TOWN BOARD MEETLNG HELD MONDAY, SEPTEMBER 10, 1979 AT 7:30 P.M.

Moved by Mr. Walpole to.accept minutes of previous meeting as mailed. Seconded.
by Mr. Sovocool. Ayes - Sovocool, Walpole, VanBenschoten, Robinson.
Claims #208 to ##234 of the Highway Department and. 9202 to #224 of the General
Fund were presented for audit. Mr. Walpole moved that the bills be paid and
the Clerk instructed to draw warrant for them. Seconded by Mr. VanBenschoten.

Review of monthly reports: 1) Zoning Officers - 3 building permits issued and
a letter written to Francis White to apply for a Motor Vehicle Repair Shop
Permit. Supervisor Robinson indicated Attorney Bucko wanted a resolution from
1 board to file criminal complaint against John Anderson. Board wants to know
reason for filing criminal action. Moved by Mr. Walpole to table action until
we hear from Attorney Bucko. Seconded by ('•'lr. VanBenschoten. Ayes - Unanimous.
2) Fire report, Town Justice Report and Town Clerk's Report were reviewed.
Supervisor Robinson read. letter of resignation from Zana Kane who worked on the
Groton Youth Committee. Moved by Mr. Walpole to accept, seconded by Mr. Rankin
with clerk to send letter of thanks. Ayes - Sovocool, Walpole, VanBenschoten,
Rankin, Robinson.
Discussed previous hearing held on income limitation for aged. Supervisor
Robinson stated it would. affect a very minimal amount of properties - 10 or 12.
Some discussion was held as to the amount to raise it to noting it will not
go into effect until. 1981.

No Youth Board Report was made by Don Cargian since he had another meeting.
Supervisor Robinson indicated she would get copies and send to board members.

of Pleasant Valley Road to represent the Town on the County Youth Board.

Supervisor Robinson read letter from Clint Cottexill on county wide meeting
with all Supervisors & Mayors on Dog Control. Board. of Reps will meet on
Sept. 13. Majority of Towns want one agreement. Must set hearing date
Z o increase fees to $5.00 for neutered dogs and $10.00 for un- neutered
dogs which hopefully will be the same fee county elide. Propose to keep
500 per license locally for clerical work. We are looking for County to •
contract with SPCA.
Frank Satterly reported on county projects: 1) County budge; proposals
from different agencies have been received; 2) He will. support dog proposal.
Supervisor Robinson stated City of Ithaca should. contribute approximately
$10,000 more because of more patrolling - - Court Fees must go to State; 3)
Advisory Boards are important and should be attended; 4) McLean project is
still -in limbo; 5) Hospital debt will have some affect on County taxes; 6)
Will keep Groton informed as to any openings on Hospital Board; 7) Will
bring a projected budget from County.
Mr. Walpole read correspondance regarding State of New York telling us
how to run our local government. He suggested. someone should represent
Groton in Binghamton on September 28 at 10:00 A.M. to show our displeasure.
Mr. VanBenschoten moved to approve Leland Cornelius to attend Annual Highway
Superintendents Conference at Kutchers on Sept. 11 -13. Seconded by Mr. Rankin.

Mr. Walpole moved that Arland Heffron attend Magistrates Conference at
Browns on September 16 -19. Seconded 'by Mr. Sovocool. Ayes - Sovocool,

Mr. Rankin moved to approve Teresa Robinson to attend Comptrollers Regional
Seminar either on Sept. 19 or 21. Seconded by Mr. VanBenschoien. Ayes -

Supervisor Robinson noted that McLean Lighting District Contract expires
December 1. Current fees are $925 per year -- new fees will be $1296 per
year. Board will budget $1300 for McLean Special Lighting District.
Board will meet Monday, September 17 at 7:30 P.M. to work on budget.
