VanBenschoten, Councilman Jack Fitzgerald, Attorney Also present: Leland Cornelius Mr. Rankin moved that the ,milnutes of August 9 be approved as mailed. Seconded by Mr. Sovocool. Ayes - Sovocool, Rankin, Carey, Robinson, Absent - VanBenschoten. 4 Highway Claim Nos, 231 to 267 in the amount of $36,201.44 and General Fund Claim Nos. 243 to 260 in the amount of $2,` 90.84 were presented for audit. Mr. Rankin moved that the bills be paid and the clerk instructed to draw warrant for them. Seconded by Mr. VanBenschoten. Ayes - Sovocool, Rankin, VanBenschoten, Carey, Robinson. Monthly reports from Town Clerk and Town Justice Heffron were reviewed. Annual report of Town Clerk was also reviewed. Correspondence was reviewed: Ag District Program Workshop and Senior Citizens Recreation Workshop. Mr. VanBenschoten moved that board authorize Leland Cornelius to attend Annual NYS Association of Town Superintendent of Highways Convention at Swan Lake on September 28 , October 1. Seconded by Mr. Rankin. Ayes - Sovocool, Rankin, VanBenschoten, Carey, Robinson, Mr. Rankin moved that board authorize Robert Walpole to attend Association of Magistrates at Ellenville on October 10. Seconded by Mr. Sovocool. Ayes Sovocool, Rankin, VanBenschoten, Carey, Robinson, Highway negotiations were set for 12:00 o'clock on Thursday, September 16, At 8:00 P.M. Clerk read legal notice to bidders for a used Model 8-12 Ton Tandem Roller. Supervisor Robinson opened only bid received. Cayuga Leasing, Inc. , 1003 Coddington Road, Ithaca, N.Y. submitted a bid for a used Galion Roll-O-Static Model 8-12 Ton Tandem Roller for $12,000.00. Highway Sup erintemdent and Attorney inspected bid documents and found that the bid met specifications and all documents were in order. RESOLUTION NO, 16 ACCEPT BID FROM CA GA LEASING, INC. FOR A USED GALION ROLL-O-STATIC MODEL 8-12 TON TANDEM ROLLER Moved by Mr, VanBenschoten, seconded by Mr. Rankin Ayes - Sovocool, Rankin, VanBenschoten, Carey, Robinson RESOLVED, that the Town of Groton accept bid from Cayuga Leasing, Inc. for a used Galion Roll-O-Static Model 8-12 Ton Tandem Roller, Serial No, TH8-12D56446, for a price of $12,000.00, Supervisor Robinson has learned that the Gad-A-Bout program is in danger of being discontinued. It is Grotons only means of transportation for the elderly. She urged each board member to do what they could to see that Gad-A-Bout services are continued. Supervisor will talk with Board of Reps Chairman Harris Dates, Supervisor has received information and prices for Fire Code Enforcement Officer from three sources; 1) Carl Kinkel, Atlantic Inland - $500 - $600 xT per year with no charge to churches - one visit plus follow up; � j 2) Richard Mestler - $44.00 per building. Second inspection $9.80 per hour plus,-200 per mile; 3) Robert Walpole .0" $8.00 per hour plus mileage, RESOLUTION NO. 17 RETAIN THE SERVICES OF ROBERT WALPOLE AS STATE FIRE PREVENTION CODE ENFORCEMENT OFFICER Moved by Mr. Carey, seconded by Mr. Rankin Ayes - Sovocool, Rankin, VanBenschoten, Carey, Robinson RESOLVED, that the Town of Groton retain the services of Robert Walpole as State Fire Prevention Code Enforcement Of at a-fee of $8.00 per hour plus mileage. Board discussed fees for a Dog Enumerator. Enumerator would be compensated at the rate of 750 per dog enumerated plus mileage. Also discussed apportion- ment of surplus dog monies received- from the County for 1980 and 1981 in the amount of $1,182.05, Town Attorney was asked to review 1980 and 1981 dog contracts to see whether this money belongs to Town Dog Fund or to the SPCA for Dog Control Services. Moved by Mr. Rankin, seconded by Mr. Sovocool, to table until next meeting. Ayes - Sovocool, Rankin, VanBenschoten, Carey, Robinson. Moved by Mr. Rankin to authorize Leland Cornelius, Highway Superintendent, to let bids for a 10,000 gallon steel fuel storage tank with bid opening set for October 11, 1982 at 8.#00 P.M. Seconded by Mr. Sovocool. Ayes - Sovocool, Rankin, VanBenschoten, Carey, Robinson, Highway Superintendent asked boards approval to purchase 30' of 30" used culvert From Karlton Phelps of Cortland, N.Y. at a cost of $210.00. Culvert will be used on Town Line Road project. Moved by Mr. VanBenschoten, seconded by Mr. Sovocool to approve purchase of 30' of 30" used culvert from Karlton Phelps for $210.00, Ayes - Sovocool, Rankin, VariBenschoten, Carey, Robinson. Moved by Mrs. Robinson, seconded by Mr. Rankin, to hold Federal Revenue Sharing Proposed Use Nearing on October 11, 1982 at 8:15 P.M. Ayes - Sovocool, Rankin, VanBenschoten, Carey, Robinson, Supervisor and board discussed a central filing system for Zoning Officer. All correspondence will be kept in Town Hall. Moved by Mr. Rankin to purchase a filing cabinet for use by Zoning Officer in Town Hall, seconded by Mr. Sovocool. Unanimous, Supervisor will work things out with Mr. Robert Brown, Zoning Officer, There being no further business, Mr. Rankin moved to adjourn meeting, seconded by Mr. Sovocool, at 9:25 f.M. Pierson Town Clerk MINUTES - TOWN BOARD MEMBERS AND HIGHWAY EMPLOYEES FOR 1983 NEGOTIATIONS HELD ON THURS DAY, SEPTEMBER 16, 1982 AT NOON. Those present: Teresa M. Robinson, Supervisor Ellard L. Sovocool, Councilman Verl Rankin, Jr. , Councilman Francis P. Carey, Councilman Absent: Gordon C. VanBenschoten Also present: Leland Cornelius, Harold Cargill, Wayne Wheeler, Calvin Bush, Judson Holl, Frank Miner, Kenneth Marks, Frank Parker Absent - John Walpole Purpose of meeting was 1983 highway negotiations. Highway employees asked for 500 an hour pay increase and one day per month sick leave. Board discussed request and offered 200 per hour increase and no additional sick days, Offer was not acceptable to highway employees. They asked for 300 per hour increase and forget the six sick days requested. Board discussed request and offered 250 per hour Highway employees agreed to accept board's offer of 250 per hour increase for 983* Colleen D. Pierson Town Clerk
