Attorney Fitzgerald had Supervisor and Zoning Officer sign contempt of court
proceeding against John and Luella Anderson for operating a junkyard in violation
of the Town of Groton Junkyard Ordinance, -Town Constable will serve notice on
the Andersons. Attorney hopes to bring before Judge Bryant on Dec. 2 or 16.
There being no further business, Mr. Sovocool. moved to adjourn meeting,

MINUTES OF TOWN BOARD MEETING HELD MOEDAY, DECEYBER 13 1982 AT 7 Q0 P.M.
Those present: Teresa M. Robinson, Supervisor
Ellard L. Sovocool, Councilman
Frardz P. Carey, Councilman
Gordon C. VanBenschoten, Councilman
Jack Fitzgerald, Attorney
Arrived Late:Verl Rankin, Jr. , Councilman
Also present: Leland Cornelius, Phil Shurtliff, Fred Tanner
Mr. VanBenschoten moved that the minutes of November 8 be approved as mailed.
Seconded by Mr. Sovocool. Ayes - Sovocool, VanBenschoten, Carey, Robinson.,
Rankin - Absent,
Highway Claims No. 320 to 349 in the amount of $15,803-97 and General Fund
Claims No. 363 to 391 in the amount of $4,07. .82 were presented for audit.
Mr. Sovocool moved that the bills be paid and the clerk *instructed to draw
warrant for them. Seconded by Mr. Carey. Ayes - Sovocool, VanBenschoten,
Rankin, Carey, Robinson.
Monthly reports from the Fire Department, Town Justice, Town Clerk and Zoning
Officer were reviewed. Zoning Officer is to send renewal applications at time
special permits are to be renewed, Zoning Officer sent letter to Edson Jacobs
regarding reapplying for a temporary trailer permit. Health Department is
concerned over allowing the trailer to be put in without a sewer system.
Matter will go before appeals board,
Phil Shurtliff, County Representative, reported that County Budget passed,
but he didn't vote for it since they raised budget less than reserves
one mi 011ion increase in budget and 1.2 million increase in reserves, Also
discussed was moving of the Office of Aging to the Old Hospital site.
Mr. Shurtliff reported that Walpole Road-bridge is being reinforced now,
Mr. Fred Tanner of McLean asked board status of road between Lafayette and
Stevens Road, Has it been officially abandoned or not. He is trying to buy
a small piece of land between him and Glen Munson. Road has not been used for
many years, residents have seeded. He would like to get it abandoned legally
to join two parcels, Board and Attorney discussed procedures to legally
abandoned road. . Board will let 'Planning Board review prior to hearing,
RESOLUTION NO. AUTHORIZE TOWN PLANNING BOARD TO REVIEW
POSSIBLE ABANDONMENT OF ROAD IN MCLEAN
BETWEEN LAFAYETTE AND STEVENS ROAD

RESOLVED, that the Town Board authorize the Planning Board to
review and submit report to Town Board for final action on the
abandonment of Town Highway in McLean lying between Lafayette
Road and Stevens Road.
Supervisor Robinson, Attorney Fitzgerald, George Totman and Gary Evans
will meet December 14 at 10:00 A.M. to discuss zoning regulations,
Attorney Fitzgerald reviewed proposed 1983 Dog Contract. It's the same
as 1982 with the exception of the addendums. The same addendum used in
.1982 will be used for 1983 contract,
RESOLUTION NO. 23 - APPROVAL OF 1983 DOG CONTRACT

RESOLVED, that the Town of Groton enter into Contract for Dog Control
Services for 1983 with the SPCA per Contract plus addendums,
Discussed paying LVRR annual rentca-1 of $25.00 or paying a lump sum of
$500 to buy easement back. Mr. VanBenschoten moved the Board authorize
Attorney Fitzgerald to negotiate LVRR fee. Seconded by Mr, Rankin,
Ayes - Sovocool, VanBenschoten, Rankin, Carey, Robinson,
.Highway Superintendent, Leland Cornelius, reported new fuel tank was in and
8,402 gallons of fuel oil was delived at a cost of approximately $1.07/gal.
He requested boards approval to pay bill as soon as received. Mr. Sovocool
moved that fuel oil voucher be paid upon receipt. Seconded by Mr. VanBenschoten.

RESOLUTION NO. 24 - 1983 YOUTH RECREATION AND YOUTH SERVICES PROJECTS

RESOLVED, that the Town of Groton will participate jointly with the e.
Village of Groton in, the Youth Recreation and Youth Services (Learning
Web) Projects for 1983 with Town share being $3200 and $2800, respectively,
RESOLUTION NO. 2_5 - TOWN POLICY ON HIGHWAY EMPLOYEES VACATION
Moved by Mr. Carey, seconded by Mr. Rankin
Ayes - Sovocool, VanBenschoten, Rankin, Carey, Robinson,
RESOLVED, that Highway employees shall not be entitled to three (3)
weeks vacation until the calandar year following their 10th
anniversary of service.
Moved by Mrs. Robinson, 'seconded by Mr. Sovocool, to set Special Town Board
Meeting on Thursday, December 30, 1982 at 10.30 A.M. to close out year end
business and perform annual accounting of all town records. Ayes - Sovocool,
VanBenschoten, Rankin, Carey, Robinson.
Atty. Fitzgerald reported on status of Anderson case. Personal service of
Certified copy of Judgement has been completed. Judge Bryant will be available
in January,
There being no further business, Mr. Rankin moved to adjourn meeting, seconded
by Mr. Sovocool, at 9:20 P.M. Unanimous.
