Carey, Councilman Ellard L. Sovocool, Councilman Verl Rankin, Jr. , Councilman Jack Fitzgerald., Attorney Also present: Leland Cornelius i Mr. Rankin moved that the minutes of September 13 be approved as mailed. I Seconded by Mr. Sovocool. Ages - Sovocool, VanBenschoten, Rankin, Carey, Robinson, Highway Claim Nos., 270 to #295 in the amount of $53,038.89 and General Fund Claim Nos. 276 to 293 in the amount of $1,633.44 were presented for audit. Mr. Rankin moved that. the bills be paid and the clerk instructed to draw warrant for them. Seconded by Mr. VanBenschoten. Ayes - Sovocool, VanBenschoten, Rankin, Carey, Robinson, Monthly reports from Town Clerk, Fire Department, Town' Justice and Zoning Officer were reviewed. Supervisor Robinson thanked George Totman for filling in as Acting Zoning officer. Correspondence included: 1) Received a revised equalization rate of 109.62; 2) Federal grant available to Town omitted from Federal Registrar; Groton Business Association is meeting to discuss existing monies available to Town; ) Dept. of Environmental Conservation granted permit to Spencer Moon to place stones along creek bank near his home; 4) Association of Towns received Town of Groton's dues for 1983; 5) Additional information on census was received. Tompkins County Cable TV Commission will meet in the Groton Town Hall on Thursday, October 21 at 7:30 P.M. On September 16, the board met With highway employees-,to negotiate wages for � 1983. As a result of this meeting, the following resolution was made RESOLUTION NO. 18 1983 Highway Negotiations Moved by Mr. Carey, seconded by Mr. VanBenschoten Ayes - Sovocool, VanBenschoten, Rankin, Carey, Robinson RESOLVED, that the Town of Groton highway employees be granted a 250 per hour increase across the board with the exception of new part-time or temporary laborer which remains the same No other changes in Agreement. Moved by Mrs. Robinson, seconded by Mr. Sovocool, to hold Preliminary Budget Hearing, Federal Revenue Sharing Rearing, and Fire Depaxtment Budget Hearing on Monday, October 25th at 7;30 P.M. Ayes ovocool, VanBenschoten, Rankin, Carey, Robinson. Discussed finding someone to do dog enumeration. Board members will be looking for someone. We might have to run ad in shopper. Town Justice, Robert Walpole, asked board to pass resolution in support of increasing fees Town receives from Justice Court, I RESOLUTION NO. 19 SUPPORT SENATE BILL NO. 2 18 Fee Structure I For Justice Court Moved by Mrs. Robinson, seconded by Mr. Sovocool Ayes -- Sovocool, VanB enscho ten, Rankin, Carey, Robinson RESOLVED, that the Town of Groton hereby supports Senate Bill. No. --2188 changing the fee structure for Justice Courts - re structuring the revenues to local municipalities. At 8:00 P.M. Clerk read Legal. Notice to bidders for a 10,000 gallon under- ground steel fuel storage tank. Two bids were receivedAD 1) Clemett & Company, Inc. of Syracuse bid $3POWPA 2) Edward S. Miller Electric of Cortland bid $3,7 0. Attorney and Highway Superintendent inspected bid documents and found that all, documents were in order, RESOLUTION NO, 20 - ACCEPT BID FROM CLEMETT & CO. , INC, FOR FUEL STORAGE TANK Moved by Mr. VanBenschoten, seconded by Mr. Rankin Ayes - Sovocool, VanBenschoten, Rankin, Carey, Robinson RESOLVED THAT The Town of Groton accept low bid of $3,097 for a 10,000 gallon underground steel fuel storage tank from Clemett & Co. , Inc. of Syracuse providing it meets specifications. Meeting recessed at 8:15 P.M. for Federal Revenue Sharing Proposed use Hearing. Clerk read Legal Notice of FRS Proposed Use Heaxing, Supervisor Robinson stated that the Town *anticipates receiving $36,.184 in Federal Revenue Sharing monies, Our proposed use is, Machinery - $15tOOO Oil & Stone - $16,o00 Day Care - $ 2tOOO Signs - $ r.1,284 Gad-A-Bout $ 1P500 Human Services -$ 400 There is approximately $1,500 left in FRS Fund which is interest money. Would like to use for energy conservation in Town Hall. Since there was no one present at hearing, and board had no comments, Supervisor closed hearing at 8.P25 P.M. Board meeting reconvened at 8:25 P,M, Supervisor Robinson asked Attorney to review performance bonds for Cable TV Franchise. American Community Cablevision has changed bonding insurance companies, Information received from Chubb Group of Insurance Companies indicates they are replacing Seabord Surety Company on all existing bonds to be effective 10/6/82. They indicate we have two Franchise Bonds in the sum of $1000 each. Town Clerk will check to see why there are two bond numbers. There being no further business, Supervisor Robinson moved to adjourn meeting at 8:30 P.M. to work on budget. Seconded by Mr. Sovocool.. Unanimous, Colleen D. Carey, Councilman Jack Fitzgerald, Attorney Absent: Verl Rankin, Jr. , Councilman Also present: Leland Cornelius, Phil Shurtliff, Donald & Mary Adams, Nancy McGuerty Mr. Carey moved that the minutes of October 11 be approved as mailed. Seconded by Mr. VanBenschoten. Ayes - Sovocool, VanBenschoten, Carey, Robinson, Highway Claim Nos, 298 to 317 in the amount of $10,631,56 and General Fund Claim Nos. 302 to 353 in the amount of $9,911.52 were presented for audit. Mr.' Carey moved that thebills be paid and the clerk instructed to draw warrant for them. Seconded by Mr. Sovocool, Ayes - Sovocool, VanBenschoten, Carey, Robinson. Mr. Shurtliff, County Representative, informed board County had been working on budget since August. It has been one year since flood. County has 105 bridges they are responsible for. Seven or eight were destroyed which County is working on, County has been paving roads in the Town of Groton. Paving is done in Peruville, Mr, Shurtliff will try to get fair share for Groton,
