Board 'ortheir,approval prior to scheduling hearing, RESOLUTION NO. 12 COMBINE DISTRICTS 1, 2 AND 3 FOR REGISTRATION DAY Moved by Mr. Rankin, seconded by Mr. Sov0000l Ayes - Sovocool, VanB enschoten, Rankin, Carey, Robinson RESOLVED THAT Election Districts #1 2 and `3 be combined for Registration Day (October 16) at the Town Hall. Registration fort-District A4 will be -at the McLean Fire Station. RESOLUTION NO, 1 POLLING PLACES DESIGNATED FOR 1982 Moved by Mr. -VanBenschoten, seconded by Mr. Carey Ayes ,- Sovocool, VanBenschoten, Rankin, Carey, Robinson RESOLVED THAT 1982 Polling places be designated as follows: District #1 West'Croton Church, District #2 - West side of Town Hall District' #3 East side of Town Hall, District #4 - McLean Fire Station, Discussed SPCA's request for $1.00 inctease- in Dog License Fee for 19830 Our delinquent dog%4 list contains people who 'have not -renewed for December 1980 through May 1982. $PCA and Town Justices are responsible for taking action against delinquent dog owners, Town Board is responsible to see that this is done. Consensus of Board was to tell Justices 'to clamp down on dog license offenders, /Dog License Moved by Mr. Sovocool, seconded by, Mr. VanBenschoten, to stay with same/fee (no increase from the $5.00 and $10.00 fee) for 1983. Ayes - Sovocool, VanBenschoten, Rankin, Carey, Robinson, Discussed putting collision ton two new Autocax trucks with $1000 deductible at a cost of $3_50 for both for the remainder of 1982 and $350 per truck for 1983, RESOLUTION NO, 14 - PLACE COLLISION INSURANCE ON TWO AUTOCAR TRUCKS Moved by Mr. Rankin, seconded by Mr. VanBenschoten Ayes - Sovocool, VanBenschoten, Rankin, Carey, Robinson RESOLVED THAT the two new Autocar trucks be insured for collision with a $1000 deductible. Sovocool, Councilman Also Present,* Leland Cornelius, Nancy McGuerty Mr. Carey moved that the minutes of July 12 be approved as mailed. Seconded by Mr. VanBenschoten. Ayes - Carey, VanBenschoten, Robinson, Absent - Rankin and Sovocool. Frank Carey reported that Mr. Vassolotti felt that main objective of Learning Web was not accomplished. Appaxently industry',wasn't interested in hiring young people at this time, Human Services said:..same thing plus there wasn't sufficient time to work on project. Program will continue to be re-evaluated. Highway Claim Nos.' 183 to #206 in the amount of $29,384.80 and General Fund Claim Nos. 217 to tin the amount of $1,0 2.6 were presented for audit, Mr. VanRenschoten moved that the bills be paid after a correction of Cayuga Crushed Stone invoice, and the clerk instructed to draw warrant for them. Seconded by Mr. Carey. Ayes Carey, VanBenschoten, Robinson, Absent Rankin and Sovocool, Monthly reports from Town Clerk and Zoning Officer, were reviewed. Six building its and two trailer permits were issued. Zo perm ning Officer requested board to take action on cases indicated on report that have not acknowledged his correspondance. Mr. Rankin moved to recess for executive session to discuss personnel at 7,,*0 50 PM. Seconded by Mr. VanBenschoten. Unanimous Board meeting reconvened at 8:05 PM. Cases on Zoning Officers report should be followed through, Mr. Rankin moved that Attorney Fitzgerald proceed in accordance with Zoning Ordinance on cases of Lewis Thompson, Dennis Wood, Jon Stewart, Lacey Griep and George Tillotson. Seconded by Mr. Carey - Ayes - Carey, Rankin, VanBenschoten, Robinson. Absent - Sovocool. Equalization rate for 1981 assessment roll is 109.61, Supervisor Robinson received information and prices on Fire Code Inspection Services from Atlantic Inland and Robert Walpole. Atlantic Inland will do inspection of approximately 20 buildings for $ 00 - $600 per year. There will be no charge to churches. They will make one visit plus follow up. Robert Walpole proposed $8.00 per hour plus mileage to inspect buildings. After some discussion, Mr. Rank-in moved to table for this month, seconded by Mr. Carey. Unanimous Brenda Metzgar, Director of the Groton Child Development Center asked the boards consideration of a donation of $856 to renovate a basement room at the Health Care Center for the Center to provide care for up to 1 children 5 1 ages 6 - 10. They have been awarded a grant from the Appalachian Regional Commission contingent upon the Center's ability to raise $856 for their 20% matching money. Money cannot come from parent fees. After some discussion, board was advised by Town Attorney that we can't tamper with existing contract nor can Town "ake a donation. Moved by Mr. VanBenschoten to table until next meeting. Seconded by Mr. Rankin. Ayes - Carey, Rankin, VanBenschoten, Robinson. Absent - Sovocool. *Leland Cornelius presented inf ormation on f iberglass fuel storage tanks. He was instructed to look into steel tanks and present information at next meeting. Leland Cornelius would like to purchase a used roller for blacktop work. Old roller can't be used for blacktop. He has to borrow one for paving each year, Mr. VanBenschoten asked about funds. Supervisor Robinson said we have $6000 in machinery and we could transfer from contractual to make up difference. Moved by Mr. VanBenschoten to authorize Leland Cornelius, Highway Superintendent, to prepare specifications for a used tandem roller with bid opening set at 8:00 PM September 13, 1982.
