Supervisor Robinson, Attorney Fitzgerald, George Totman and Gaxy Evans will
meet Thursday, June 17, to discuss zoning changes in preparation for hearing.
Highway Superintendent, Leland Cornelius, discussed with board bidding for
Fuel oil which is a state requirement, We will have to consider putting in
a larger storage tank. Board authorized Mr. Cornelius to get prices on tanks,
Locks on town building are so worn that they should be replaced. Cook's Lock
Service left samples and prices for board to consider.
Moved by Mr. Rankin, seconded by Mr. Carey, to purchase new locks for entire

MINUTES OF TOWN BOARD MEETING HELD MON
Those present: Teresa M. Robinson, Supervisor

Absent: Jack Fitzgerald, Attorney

Mr. Carey moved that the minutes of June 14 be approved as mailed. Seconded
by Mr. VanBenschoten. Ayes - Sovocool, VanBenschoten, Rankin, Carey, Robinson.
Will hold off paying bill for Railroad Grossing since Village now ors property.
Railroad property is being' re-negotiated. Board wishes to leave as is with
property owners having the option to purchase. Cleo Lucas will check with
Atty. Perkins to find out where property owners stand.
Highway'Fund Claim Nos. 183 to 206 in the amount of $62,432, 12 and General Fund
Claim Nos, 185 to 207 in the amount of $4,870.66 were presented for audit.
Mr. Rankin moved that the bills be paid and the clerk instructed to draw warrant

Supervisor Robinson-has had four complaints on Phil Shurtliff's junk cars on
Route 222. After contacting Mr. Shurtliff he stated that caxs have been sold
to junk dealer and will be removed soon. Also tJohn Anderson is working for
Ithaca Scrap and has a contract with County Dump to removed items from dump,,
He is dumping on Brown Road in violation of the Town of Groton Zoning Ordinance,
Supervisor will talk with Mr. Mobbs to see what the situation is,
Received a report from Human Services Coalition on Learning Web program, Project
is just getting going. Needs more time to evaluate before a decision is made
whether to continue or not, Board will be kept informed of project.
Board discussed summer job program for youth. Consensus was that the To has
very few jobs that youths could do. Also, supervision would tie up an individual
thus creating a shortage of manpower. Supervisor will contact Learning Web
to see if they will supervise. She will also look into Village hiring Town kids
and supervise and Town will pay.
No action was taken on a Fire Code Inspector since Supervisor received no
communication from either source,

Planning Board will meet with Attorney to discuss changes in zoning and then
re-submit to Town. Board 'ortheir,approval prior to scheduling hearing,
RESOLUTION NO. 12 COMBINE DISTRICTS 1, 2 AND 3 FOR REGISTRATION DAY

Day (October 16) at the Town Hall. Registration fort-District A4 will

Discussed SPCA's request for $1.00 inctease- in Dog License Fee for 19830
Our delinquent dog%4 list contains people who 'have not -renewed for December 1980
through May 1982. $PCA and Town Justices are responsible for taking action
against delinquent dog owners, Town Board is responsible to see that this is
done. Consensus of Board was to tell Justices 'to clamp down on dog license
offenders,

Discussed putting collision ton two new Autocax trucks with $1000 deductible
at a cost of $3_50 for both for the remainder of 1982 and $350 per truck
for 1983,
RESOLUTION NO, 14 - PLACE COLLISION INSURANCE ON TWO AUTOCAR TRUCKS

RESOLVED THAT the two new Autocar trucks be insured for collision
with a $1000 deductible.

Mr. Carey moved that the minutes of July 12 be approved as mailed. Seconded
by Mr. VanBenschoten. Ayes - Carey, VanBenschoten, Robinson, Absent - Rankin
and Sovocool.
Frank Carey reported that Mr. Vassolotti felt that main objective of Learning
Web was not accomplished. Appaxently industry',wasn't interested in hiring
young people at this time, Human Services said:..same thing plus there wasn't
sufficient time to work on project. Program will continue to be re-evaluated.

Mr. VanRenschoten moved that the bills be paid after a correction of Cayuga
