Board and residents of Route 38, Old Stage Road and Chipmans Corners had
of a pro-rated construction cost for Cable TV to be extended to them.
Estimated project cost (High) $29,569.32 and (Low) $22,969,32. , If there
are 30 subscribers, the high pro rata.share is $574.96 and the low $446.62.
This covers 2.06 miles from Route 222 around the triangle. Residents
objected to paying for trunk line along Cayuga Street in the Village.
Mr. Hall explained that the line in place is only a feeder line to Trailer
-Park and is not sufficient to .,handle line extension to triangle. Mr. Hall,
Mr, Shurtliff, Mr. Fitzgerald and Mrs. Robinson will meet on April 28th or
29th to discuss project,
Annual road inspection was set for Monday,. April 19 at 10:00 A.M.
On Wednesday night the Planning Board, Atty, Jack Fitzgerald and Teresa
Robinson met to go over legal points' of zoning more than substance ofthe
law. Board discussed adopting as a Local Law instead of Ordinance and
publish reasonable summary. Clerk will look into cost, of publishing.
Photocopies of ordinance will be given to each board member next week.

Mr. Rankin moved that minutes of April 12 be approved as mailed. Seconded
by Mr. Carey. Ayes Sovocool, Rankin, VanBenschoten, Carey, Robinson,
Highway Fund Claim Nos. 128 to 153 in the amount of $6,208. 18 and General
Fund Claim Nos. 116 to 137 in the amount of $4,105.73 were presented for
audit. Mr. Carey moved that the bills be paid and the; clerk instructed to

Phil Shurtliff reported there was a vacancy on the Environmental Management
Council. Lyle Raymond was appointed previously to represent the town.
Official notification of the appointment will be mailed to the county.
Gypsy moth is the main county problem right now. Mr. Shurtliff asked
Leland Cornelius to accompany him and Mr. Mobbs on a sour 'of Groton on
Wednesday, May 12 at 1:00 *PM*
Hazel Hunter was present on behalf of the Senior Citizens to thank the Town
Board for their generous donations that made it possible for the Senior
Citizens to go on bus-trips. These trips are enjoyed by 70 75 people.
Mrs. Hunter plans to resign as of December 1982,
Wayne Hall, Manager of American Community Cablevision, spoke to board and
Route 38 residents, regarding Cable TV Line Extension, 'Area lies within
village 6/10 of a mile. Footages axe correct -- did follow pole line when
measuring total length of 1.48 mil.tes. He had prepared some options for
consideration: 1) spread cost evenly over entire town; 2) low rate 26.72
and high side 34.92 -- simple payback analysis with project payoff in three
years or 20.06 and 26.00 in four years; 3) spread whole thing over entire
town - Present rate $6,00 extra to all subscribers would be $4,41;
4) half aid and construction spread over town - $13.98/mo. for Rt. 38 w/
$1*76 or $1,37 .rate ,increase 5) ask- Village to .pick up $5000 cost of trunk
line on Cayuga Street,
On prior line extension projects money had to be paid in full before project
was started. Mr. Hall arrived at a more reasonable agreement -- signing
of petition (non-binding), notice of meeting and sign a bonding promissory
note, will order materials based on signatures,,Ionce material is in half of
money is forthcoming. After project is built and service is active,
remainder of money is collected,
Supervisor Robinson said 'she had heard that another company from Cayuga County
would provide cable at a cost not as high. Mr. Hall asked basis of estimate
dish to dish, tower to tower - How are they going to get signalhere's What
method of deliver? Will they guarantee price-r Cost are $8000-$10,000 per
construction mile, 'Town has a non-exclusive franchise and can authorize
another franchise-, Mr. Hall explained that- telephone and power rates
determine low side and high side. Time to complete project is 10�12 months,

Appointments to the Appeals Board will be made after- checking with those
interested. Janet Bell will be acting chairman for the present,
Attorney Fitzgerald checked into Opinion of Comptroller May 1970
regarding Local Law superceding publishing verbatum. Town can pass local law
and then publish only changes to zoning ordinance. Some changes have to be
made before a public hearing is held,

There will be a meeting on Wednesday, May 19th at 7.430 P.M. of the Town Board
Planning Board, Appeals Board, Zoning Officer, Town Clerk and Deputy, Highway
Superintendent and Attorney to get an overall philosophy of what everyone
should d6 and normal procedures, to follow regarding, zoning,
Supervisor Robinson asked board for permission to amend.,budget personnel
to contractural- - no change in dollar amounts -- only to get items in proper
classification and code numbers,
