A proposal to investigate new sources of federal aid in cooperation with
the Village of Groton will be given further consideration. Mr. Rankin
suggested the Board appoint someone next month.
There being no further business, Mr. Walpole moved.

GROT014 TOWN BOARD SPECIAL MEETING HELD THURSDAY, DECEMBER 28, 1978 @ 1:00 P. Zl.
Present: Teresa M. Robinson, Supervisor
Ellard L. Sovocool, Councilman
Robert F. Walpole, Town Justice
Gordon C. VanBenschoten, Councilman
Absent: Verl Rankin, Jr., Councilman
Also present: Leland Cornelius, Highway Superintendent
Claims 7277 to #284 of the Highway Department and , #339 to #368 of the General.
Fund were presented for audit. Mr. Walpole moved that the bills be paid and
the clerk instructed to draw warrant for them. Seconded. by Mr. Sovocool.

Supervisor Robinson indiciated we have $8000 coming from State on Highway
Road Project. We need this for pay-roll and bills. Highway spent a lot of
money this year due to more projects. Supervisor Robinson stated she could
justify for money spent.
RESOLUTION NO. )— - SPECIAL RESERVE FUND

RESOLVED, that the ':I'own Board establish a Special Reserve for unemployment
insurance, the total maximum amount riot to exceed $25,000.00,
FURTHER RESOLVED, that the Supervisor is hereby directed to appropriate
$2,500.00 from the 1978 budget to this -reserve and invest these monies
in a separate account.

WHEREAS, it is the intent of the Town Board to use surplus funds and
surplus,revenues from Highway DM Item 3, for partial payment of a truck,
wing and plow and for partial payment of a front end tractor loader,
NOW THEREFORE, be it resolved that the surplus find balance and surplus
revenues in the amount of $48,000.00 be appropriated as a budget amendment,
and allocated to the following accounts:

FURTHER RESOLVED, that account DP15130.4 and DP95010.8 be amended to
record purchase of front end loader and transfer of funds to balance
accounts.
Supervisor Robinson indicated that Anti- Recession money was put in General
Fund to pay for utilities. Title was changed from State and Federal Anti -
Recession to General Fund,
Supervisor Robinson also indicated -that the $10,000 Certificate of Deposit
for the Highway Fund now belongs to the General Fund.
Problems with the new truck were discussed. It has 600 miles on it and plow
wing caught in dirt and buckled. beam. Also it had a noise in rear end which
is now being torn clown to find the problem.

RESOLVED, that the Town of Groton would part'icipat'e in the
Supplemental Youth Development/Delinquency Program in the
amount of $355.56 reimbursed by the State with no matching
funds from the Town. These monies are not to supplement
existing programs.
