E. Deripsey, R. Bxoem, D. Berlew, N. MCGuexty, Carol Eisenberg, P. Finger Mr. Walpole moved to accept minutes of November 6 and 17 meetings as mailed. Seconded by Mr. Sovocool. Ayes - Rankin, Walpole, Sovocool, Robinson Claims #265 to #274 of the Highway Department and #288 to #338 of the • General Fund were presented for audit. Mr. Walpole moved. that the bills be paid and the clerk instructed. to draw warrant for them. Seconded by Mr. VanBenschoten. Action will be taken at January Town Board Meeting, Monthly reports from Town Clerk, fire Dept., Town .Justice and Zoning Officer were submitted and read. Special permits were discussed, also the Public Hearing being held December 18, 1978 for Neil Morris and Eric Hewitt. Mr. Brown, Zoning Officer agreed to come into office at Town Hall sometime during the week to discuss zoning problems with Tovm residents. Specific day and time has not been finalized. Paul Finger, of the Tompkins County Planning Board gave a short presentation explaining LVRR right -of -ways and alternatives for land development. His presentation included slides anti. maps. Alternatives included a roadway, utility lines, sewage lines, and a reexeational strip fox horseback riding, hiking, snowmob:i.ling, etc. There are 43.62 acreas of railroad land in the Town of Groton. Purchase price for one acrea. of undeveloped land was estimated at $100. Punds would be available for development from the county. J..'oifn officials should consider the cost of liability insurance and main- tenance. Liability costs for abandoned land along the railroad in Tompkins County would run about $60 a mile. Developed land would be considerably higher. The only person named as interested in becoming Town Representative to the Environmental ManagementCouncil was Russell DeMond. • Mr. David Lee of Ceracche 11.'V will meet with 27 people on the McLean- Cortland Rd. in either December or early January. Eleven (11) people along Elm St. Ext. would like a meeting with Mr. Lee. If any changes are made, a public hearing on both will be held and, submitted to the State Cable TV Commission for approval. The Board approved to have David Bacon strip, clean, re -wax floors and clean radiators at the cost of $150. RESOLUTION V0. 28 - MEDICAL CEN'ITR SUPPORT LETTER FOR NURSING HOME Moved by Mr. Walpole, seconded by Mr. Sovocool Ayes - VanBenschoten, Rankin, Walpole, Sovocool, Robinson RESOLVED, that the Town Board. seed a letter to the Medical Center indicating their support for proposed Nursing Home. u RESOLUTION NO. 29 - TRANSFER $7700 FROM MORTGAGE TAX IN GENERAL ACCOUNT TO HIGHWAY ACCOUNT ITEM III {REFER TO RESOLUTION NO, 27 ATTACHED.) Moved by Mr. Walpole, seconded by I61r. Rankin Ayes - VanBenschoten, Rankin, Walpole, Sovocool, Robinson A proposal to investigate new sources of federal aid in cooperation with the Tillage of Groton will be given further consideration. Mr. Rankin suggested the Board appoint someone next month. There being no further business, Mr. Walpole moved 8:30 P.M. Mr. Sovocool seconded the motion. VanBenschoten, Councilman Absent: Verl Rankin, Jr., Councilman Also present: Leland Cornelius, Highway Superintendent Claims #277 to #284 of the Highway Department and x339 to #368 of the General Fund were presented for audit. Mr. Walpole moved that the bills be paid and the clerk instructed to d. :caw warrant for them. Seconded by Mr. Sovocool. Ayes - Sovocool, Walpole, VanBenschoten, Robinson Supervisor Robinson indicated we have $8000 coming from State on Highway Road Project. We need this for payroll and bills. Highway spent a lot of money this yeas due to more projects. Supervisor Robinson stated she could justify for money spent. RESOLUTIONV NO, 30 _ - SPECIAL RESERVE FUND Moved by Mr. Walpole, Seconded by Mr. VanBenschoten Ayes - Sovocool, Walpole, VanBenschoteri, Robinson RESOLVED, that the Town Board establish a Special Reserve for unemployment insurance, the total maximum amount not to exceed $25,000.00, FURTHER RESOLVED, that the Supervisor a.s hereby directed to appropriate $2,500.00 from the 1978 budget to this reserve and invest these monies in a separate account. RESOLUTION NO, 31 - HIGHWAY ITEM 3 FUNDS Moved by Mr. VanBenschoten, Seconded by Mr. Sovocool Ayes - Sovocool, Walpole, VanBenschoten, Robinson WHEREAS, it is the intent of the Town Board to use surplus funds and surplus,revenues from Highway DM Item 3, for partial payment of a truck, wing and plow and for partial payment of a front end tractor loader, NOW THEREFORE, be it resolved that the surplus find balance and surplus revenues in the amount of $48,000.00 be appropriated as a budget amendment, and allo- Gated to the following accounts: DM 5130.1 $ 2,000.00 DM 5130.4 $459275900 DM 9010.8 $ 725.00 RESOLUTION P.O. 32 - TRANSFERS II'i GENERAL FtrdD Moved by Mr. Sovocool, Seconded. by Mr. VanBenschoter_ Ayes - Sovocool, Walpole, VanBenschoten, Robinson WHEREAS, it is the desire of the Supervisor to balance the appropriation Accounts in the Bookkeeping System, NOW THEREFORE, be it resolved the following transfers within FROM TO 9 0 AT431. 1 that the Supervisor is authorized to make each fund* AMOUNT 00 r•r 5a
