MOVED by Councilman Sovocool, seconded by Councilman Scheffler, to approve the
minutes of the September 10, 2013 meeting as presented.

MOVED by Councilman Gamel, seconded by Councilman Clark, to approve the
minutes of the October 2, 2013 Special Meeting as presented.

Claim Numbers 278 - 307 of the General Fund in the amount of $36,955.56 were
presented for audit.
MOVED by Councilman Sovocool, seconded by Councilman Scheffler, to approve the
General Bills for payment.

Claim Numbers 144 - 159 of the Highway Fund in the amount of $29,344.06 were
presented for audit.

Monthly Reports:
Charles Rankin, Bookkeeper - Submitted monthly reports for the Board's review. He

Gary Coats, Code/Fire Enforcement Officer - Submitted monthly reports for the Board's
review. We've been extremely busy. Complaint work is way down and construction is
way up, two houses just today in fact that are going in before winter. One is on Stevens
Road and one on Locke Road. There is one Life Safety Inspection left and that's
Stonehedge's Golf Course, which is an easy one.
Supervisor Morey- The report is a little different.
Mr. Coats - Robin decided to do it a little different to save some paper and make it
more understandable.
Richard C. Case, Jr., Highway Superintendent - We finished up Brown Road and sealed
that and shoulders are all in. So, if you get a chance, take a ride on it. We are still
working on Lick Street due to the flooding. We've got concrete blocks and are shoring

up, making the roadway a little wider and reclaiming the right-of-way. The house that
Gary is talking about on Stevens Road, we started there last Thursday and hope to get
the ditch work and right-of-way cleared before they jump into the housing project.
Councilman Gamel said that the job of repaving the Town Hall parking lot looked
fantastic. Mr. Case said that through municipal cooperation, that the Village helped
with the parking lot and our highway crew had helped with the extension of the road in
the Village's industrial park.
Jen Schwade asked how Mr. Case was doing on the road survey and what his timeline
was for a road use law. Mr. Case answered that the gathering of information on the
roads has been and continues to be ongoing. Supervisor Morey told her that we have
money in the budget to hire an engineer to help with the law next year. Mr. Case told
her that she really didn't want him writing the law, but that he will have information on
the roads.
April L. Scheffler, Town Clerk/Tax Collector - Submitted monthly reports for the Board's
review. There were also copies of Ag & Markets inspection reports on Country Acres Pet
Services. She has recently received the final contract and by-laws from the County for
the electronic records program. It is also going to the County Legislature for their final
approval. DEC no longer has a contract with Verizon for the DECALS conservation
license program and will be going with a new company. The old DEC computer and
equipment will have to be replaced. There will be a new contract, training, a new
program, and a new fee structure. Our other counter computer has died and the tech
from Paragon was able to resurrect my old computer for the time being, but we will
need to have a new computer there, as well as one for DECALS, soon. They will be
basic, work station type computers.
A. D. Dawson, Town Justice - Submitted monthly reports for himself and Judge Norman
for the Board's review. Cindy is at conference this week, getting educated, and will be
back better than she already is. She's the one who makes the place go. I'd also like to
say that it was an absolutely great experience at budget time this year. You guys did a
great job.
Francis Casullo - Attorney for the Town - Had nothing to report.
Councilman Donald Scheffler, as Representative to Joint Youth Program - Had nothing
to report.

RESOLUTION #13-065- ACCEPT 2012 FISCAL YEAR AUDIT

RESOLVED, that the Town Board hereby accepts the 2012 Fiscal Year Audit of the Town
of Groton financial statements as presented by Ciaschi, Dietershagen, Little, Mickelson
& Company, LLP.

RESOLUTION #13-066 - ACCEPT 2012 FISCAL YEAR AUDIT OF
THE TOWN OF GROTON JUSTICE COURT.
MOVED by Supervisor Morey, seconded by Councilman Gamel

RESOLVED, that the Town Board hereby accepts the 2012 Fiscal Year Audit of the Town
of Groton Justice Court as presented by Ciaschi, Dietershagen, Little, Mickelson &
Company, LLP.

There being no further business, Councilman Sovocool moved to adjourn, seconded by
Councilman Scheffler, at 7:47pm. Unanimous.
