Robison, Charles Rankin, April Scheffler.
MOVED by Councilman Scheffler, seconded by Councilman Gamel, to approve the
minutes of the March]2, 2013 meeting as presented.
Ayes - Sovocool, Scheffler, Gamel, Clark, Morey.
MOVED by Councilman Sovocool, seconded by Councilman Clark, to approve the
minutes of the February 19, 2013 Work Session as presented.
Ayes - Sovocool, Scheffler, Gamel, Clark, Morey.
Claim Numbers 90 - 121 of the General Fund in the amount of $27,497.69 were
presented for audit.
MOVED by Councilman Gamel, seconded by Councilman Scheffler, to approve the
General Bills for payment.
Ayes - Sovocool, Scheffler, Gamel, Clark, Morey.
Claim Numbers 42 - 65 of the Highway Fund in the amount of $24,421 .91 were
presented for audit.
MOVED by Councilman Clark, seconded by Councilman Sovocool, to approve the
Highway Bills for payment.

Monthly Reports:
Charles Rankin, Bookkeeper - Presented monthly reports for the Board's review. He has
received quotes to update his computer programs for accounting and payroll for DOS
to Windows and will be moving forward with that. He had been to a meeting on Cable
TV. The proposed franchise that Time Warner has sent was 18 pages and the guy from
Ithaca turned it into 55 pages. There are certain things that some municipalities want.

Mr. Rankin thinks that we should have the person come in that reviews these things to
make sure it is what we want.
RESOLUTION #13-033 - 2013 BUDGET TRANSFER
MOVED by Supervisor Morey, seconded by Councilman Gamel

RESOLVED, that the Town Board hereby approves the follow 2013 Budget Transfer:

RESOLUTION #13-034 - 2013 BUDGET TRANSFER
MOVED by Supervisor Morey, seconded by Councilman Scheffler

RESOLVED, that the Town Board hereby approves the following 2013 Budget Transfer:
General Fund - Whole Town:
From: Contingency Fund, Al 990.4..........$225.00
To: Youth Program, County Program.....225.00
Gary Coats, Code/Fire Enforcement Officer - Was not present but had submitted
monthly reports for the Board's review.
Richard C. Case, Jr, Highway Superintendent- Was not present.
April L. Scheffler, Town Clerk/Tax Collector - Submitted monthly reports for the Board's
review. Had the Gadabout contract that needed approval from the Board and the
Supervisor's signature. She had talked to the Board about the planned dog
enumeration. She thinks that she has someone who will do it. Attorney Monty had
reviewed the contract used for the last enumeration and she felt that it would be
sufficient to use the same wording again. Clerk Scheffler suggested that they pay $2.50
for each dog counted and asked the Board for a resolution to that effect.
RESOLUTION #13-035 - SET PAYMENT FOR DOG ENUMERATOR

RESOLVED, that the Town Board hereby approves the hiring of a Dog Enumerator to be
paid $2.50 for each dog counted.
RESOLUTION #13 - 036 - APPROVE 2013 GADABOUT CONTRACT

RESOLVED, that the Town Board hereby approves the 2013 Gadabout Contract in the
amount of $5,100.00.
Victoria Monty, Attorney for the Town - Had nothing to report.
John Norman and A. D. Dawson, Town Justices - Were not present.
Councilman Donald Scheffler, Representative to Joint Youth Program - The summer
concert series has been set up. One night will be a car and bike show night and they
are also adding light concessions, like popcorn and sodas to see how it goes. There will
be four outdoor movie nights this summer and the dates and times will be in the summer
brochure, which will be out shortly.
Brian Robison, County Legislator - Had an email from Jeff Smith saying that the County
will be starting construction work on Old Peruville Road within the next couple weeks,
which will include culvert installation and replacement, under-drain installation along
shoulders, ditch cleaning, tree and brush trimming, and a full-depth reclamation
process of the entire road with cold asphalt mixed top. They are not widening the
road. With regards to the Groton City Bridge, they have poured abutments at both
ends. They continue to call NYSEG for an idea for their schedule for moving the pole.
They have called the district engineer in Auburn three times and have not received a
call back. Mr. Robison had asked Mr. Smith to take a ride down Old Peruville Road
after which, the project was moved ahead of another project to do this year.
Additional CHIPS funding has also helped make this happen.
Richard Neville asked if the section of Old Peruville Road to the East of Route 38 was
also going to be included in the project as it is also in very bad shape. Mr. Robison said
that he didn't know, but would find about it.
Privilege of the Floor:
Jen Schwade asked if anyone had attended the road use law workshop in Caroline
and urged the Board to consider a road use law.
A Work Session was set for Tuesday, April 16, 2013, at 7:00 pm, to discuss the proposed
local law pertaining to Code of Ethics and Board of Ethics.
RESOLUTION #13-037 - SET DATE FOR LOCAL ASSESSMENT REVIEW
MOVED by Supervisor Morey, seconded by Councilman Scheffler

RESOLVED, that the Town Board hereby set Thursday, May 9, 2013, from 3:00 pm - 6:00
pm, for the Local Assessment Review (Grievance Day).
RESOLUTION #13-038 - APPOINT LOCAL BOARD OF ASSESSMENT REVIEW

RESOLVED, that the Town Board hereby appoints Jean Morey, Fran Sovocool, Jack
Miller, Elizabeth Conger, and Glenn Morey as the Local Board of Assessment Review.
RESOLUTION #13-039 - DECLARE FAIR HOUSING MONTH
MOVED by Supervisor Morey, seconded by Councilman Gamel
Ayes - Sovocool, Scheffler, Gamel, Clark, Morey
WHEREAS, in accordance with the Title VIII Fair Housing Policy of the Civil Rights Act of1968
and the Fair Housing Amendments Act of 1988 and,
WHEREAS, the Month of April 2013 has been designated by the U.S. Department of
Housing and Urban Development's Office as Fair Housing and Equal Opportunity as Fair
Housing Month,
NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Groton hereby
declares and proclaims April 2013 as Fair Housing Month in the Town of Groton.
RESOLUTION #13-040 - PROCLAMATION OF POPPY TIME IN THE TOWN OF GROTON
MOVED by Supervisor Morey, seconded by Councilman Sovocool
WHEREAS, the Carrington-Fuller American Legion Post #800 Auxiliary works unselfishly
throughout the Town of Groton, and
WHEREAS, the American Legion Auxiliary annually sponsors the traditional offering of the
"POPPIES" to the Groton area, and
WHEREAS, by offering these "POPPIES" the Auxiliary helps to benefit the needs of the
disable American Veterans by providing workshops and therapy for them through the
Veteran's Hospitals,
NOW THEREFORE, I, Glenn E. Morey, Supervisor of the Town of Groton, DO HEREBY
PROCLAIM, the month of May 2013 to be "POPPY TIME" in the Town of Groton and
respectfully encourage all members of the Groton Community to generously support
the Legion Auxiliary during "POPPY TIME',
