HomeMy WebLinkAbout2013-03-12 TOWN OF GROTON -MINUTES OF TOWN BOARD MEETING TU ESDAY, MARCH 12, 2013 AT 7:30 PM THE TOWN HALL, 101 CONGER BOULEVARD Those present: Glenn E. Morey, Supervisor Ellard L. Sovocool, Councilman Donald F. Scheffler, Councilman Richard B. Gamel, Councilman Sheldon C. Clark, Councilman Victoria Monty, Attorney for the Town Also present: Barbara Clark, Ed Neuhauser, Kat Clement, Elizabeth Snyder, Rick Neville, Sr., Jen Schwade, Gary Coats, Charles Rankin, Richard C. Case, Jr., April Scheffler. MOVED by Councilman Sovocool, seconded by Councilman Scheffler, to approve the minutes of the February 12, 2013 meeting as presented. Ayes - Sovocool, Scheffler, Gamel, Clark, Morey. Claim Numbers 24 - 41 of the Highway Fund in the amount of $46,696.42 were presented for audit. MOVED by Councilman Gamel, seconded by Councilman Clark, to approve the Highway Bills for payment. Ayes - Sovocool, Scheffler, Gamel, Clark, Morey. Claim Numbers 58 - 89 of the General Fund in the amount of $81,004.63 were presented for audit. MOVED by Councilman Clark, seconded by Councilman Scheffler, to approve the General Bills for payment. Ayes - Sovocool, Scheffler, Gamel, Clark, Morey. Monthly Reports: Charles Rankin, Bookkeeper - Submitted monthly reports for the Board's review. Is looking into updating his computer programs from the old DOS versions to Windows as the DOS will no longer be supported. There had been no meeting on Cable TV. Gary Coats, Code/Fire Enforcement Officer - Submitted monthly reports for the Board's review. We have three new houses going up already this year. Bob Walpole says there is a shortage of building lots, so Mr. Coats expects that we may see more subdivisions. Complaint work is way down and construction is way up. He will be in training the first week of April but will be in contact with the office by phone. Last week an application had been received for a cell tower and they hope to be on the agenda for the April Town Board Minutes Page 2 March 12,2013 Planning Board meeting. Mr. Coats will get it to the Planning Board members in the next day or so. Supervisor Morey asked if it was the same company that had submitted, and then withdrawn, an application several years ago. Mr. Coats said that it was a different company. Richard C. Case, Jr., Highway Superintendent - Said that the Highway Department is still dealing with snow and ice removal. There are places that need cleaning up. They have been repairing signs that had winter damage and have a patching crew out on the roads when weather allows. Discussion had taken place at budget time about purchasing a new pick-up truck and Mr. Case explained that he wants to go through a new municipal purchasing organization called National Joint Powers Alliance rather than the New York State Office of General Services. NYSOGS has decided to do away with vendors and has chosen one truck that is pretty much "cookie-cutter" for the whole state. Mr. Case has attempted to standardize the Town's fleet over the years, so that parts are interchangeable, and the truck being offered does not match anything in our fleet. Purchasing through National Joint Powers Alliance gives him the option to purchase the truck that he wants and possibly at a slightly less price. RESOLUTION #13-028 - PURCHASE 2013 CHEVROLET PICK-UP MOVED by Supervisor Morey, seconded by Councilman Gamel Ayes - Sovocool, Scheffler, Gamel, Clark, Morey RESOLVED, that the Town Board hereby approves the purchase of one new 2013 Chevrolet Silverado, 2500 Heavy Duty, 4-Wheel Drive, Extended Cab, 144.2 Inches LT, and delivery for the purchase price of $34,005.60 from National Joint Powers Alliance, Contract #10281 1 . April L. Scheffler, RMC, Town Clerk/Tax Collector - Submitted monthly reports for the Board's review. She had the 2013 agreement with the Cemetery Association for storage of their records, which needs the Supervisor's signature. RESOLUTION #13-029 - APPROVE 2013 AGREEMENT WITH GROTON RURAL CEMETERY MOVED by Supervisor Morey, seconded by Councilman Sovocool Ayes - Sovocool, Scheffler, Gamel, Clark, Morey RESOLVED, that the Town Board hereby approves the 2013 Groton Rural Cemetery Records Deposit Agreement for storage of cemetery records in the Town Clerk's vault and authorizes the Town Supervisor to sign said agreement. Victoria Monty, Attorney for the Town - Had nothing to report. Councilman Donald Scheffler, as Representative to Joint Youth Program - Had nothing to report. Town Board Minutes Page 3 March 12,2013 Privilege of the Floor: Liz Snyder - Gave the Board information pertaining to a workshop on how to craft local and adopt local laws to protect land and natural resources to be held in Tully on April 5th Jen Schwade - Told the Board about the next forum on road use laws to be held in Caroline on March 21St. SET DATE FOR WORK SESSION - Supervisor Morey set a date of Tuesday, March 19 at 6:00 pm for a Work Session to discuss with department heads and highway employees, the proposed local law to establish a Board of Ethics. RESOLUTION #13-030 - APPOINT DAN CERRETANI TO ZONING BOARD OF APPEALS MOVED by Supervisor Morey, seconded by Councilman Gamel Ayes - Sovocool, Scheffler, Gamel, Clark, Morey RESOLVED, that the Town Board hereby appoints Dan Cerretani to fill a vacancy on the Town of Groton Zoning Board of Appeals for a term to expire December 31, 2017. RESOLUTION #13-031 - TOWN HISTORIAN TO ATTEND CONFERENCE MOVED by Supervisor Morey, seconded by Councilman Sovocool Ayes - Sovocool, Scheffler, Gamel, Clark, Morey RESOLVED, that the Town Board hereby approves the payment of expenses for the Town Historian to attend the 2013 Conference of the Association of Public Historians, April 16 - 19 in Liverpool, NY. Announcements: ➢ Planning Board Meeting - March 21 at 7:30 PM ➢ Zoning Board of Appeals Meeting - March 27 at 7:00 PM ➢ "Future of Farming - Land Use and Policy", March 13, 10:00 AM - 2:30 PM at Dryden VFW. ➢ Groton Business Association - March 20 at 6:00 PM at the American Legion There being no further business, Councilman Gamel moved to adjourn, seconded by Councilman Scheffler, at 7:58 PM.
