Town of Groton. It was the consensus of the Board that we can't give it to
them this year or next. Have to have in prior to May. After board gets a
truer picture they will discuss later on.

granted a 350 per hour increase for their 19'79 Agreement.

RESOLVED, that Dennis VanBerkom will receive a 350 per hour raise as
a permanent part -time employee.
RESOLUTION NO. - 1979 YOUTH RECREATION PROJECT

RESOLVED, that -the Town of Groton will participate in the Youth Recreation
Project fox 1979 in the amount of $3200 with $1600 being reimbursed 'by the
State.
Discussed Youth Service Projects for the Town. It was suggested that we
appropriate $1000 for Local Drug Problem. Many drug problems in school
among young boys and girls. Possibly drug education or films could be used
in school with their approval. There is ample money sitting in Albany for
this service that is not being used.

RESOLVED, that the Town of Groton will participate in the Youth Service
Project for 1979 in the amount of $1000 with $500 being reimbursed by
the State. Primary use will be for local drug education or films to be
used in the school with their approval.
There being no further business, the board meeting adjourned at 8 :45 P.M*
to work on budget.

Mr. Walpole moved to accept minutes of October 2 and 23 meetings as mailed.

Claims #237 to #262 of the Highway Department and #258 to #287 of the General
Fund. were presented for audit. Mr. Walpole moved that the bills be paid and
the Clerk instructed to draw warrant for them. Seconded. by Mr. Sovocool.

Zoning Officer reported that six building permits were issued during October.
Fire report for October was read by Supervisor Robinson,
Discussed action on John Anderson's junkyard.. 'Attorney Bucko will get
together with Zoning Officer and start proceedings.'Thr6e Special permit
Applications for Motor Vehicle Repair Shops have been picked up.
Frank Satterly reported the Following; RR meeting very informative; as a
Tom we should register a complaint to the Ithaca Journal on Grotton's football
coverage; County budget heating will be on the 16th'at 7:30 P.Pl.; County
received $24,839 in 1977 for dogs with 75% going back to Towns - 41939.63
returned to Groton -- 10% to Dept, of Ago & !Markets ($2399) -- Ago & Markets
Research $993) -- Damages ($1939) -- Clerks ($4.490) -- Wardens & Peace
Officers $495); Bill Mobbs of the County Highway Department has preliminary
plans to repair Old Peru Road plus two others in the Town of Groton; SPCA
wants additional funding from the County to put on additional man for 40
hours perweek. Air. Satterl.y wanted to know Town's feeling: 1) 9 - 5 is not
a problem, 2) Mr. Walpole is in favor of it if it covered our leash law,
3) Attorney Bucko stated that we could use additional fees to contract with
SPCA. Discussed RR and general uses we indicated. Revexter rights would
break up line.
Supervisor read letter of resignation from L. Kenneth Wood from the
Environmental Management Council. to become effective November 30, Mr.' Walpole
moved to accept resignation and send letter of regret and appreciation for
his dedicated service.
Correspondence from Cerrache regarding cable to McLean- Cortland Road
residents was read by supervisor Robinson. There are 27 homes in 1.2 miles
that signed a petition for cable. Total of $10,290 to put cable plant in --
$8,300 materials and labor for one mile or $9,960 for 1.2 miles. Cost to set
one new pole is $300. A minimum of 42 homes is required for Ceraache to bear
total cost. If all 27 homes committed to subscribing, cerrache's share would
be 64.3% of $10,260 or $6,597. Subscribers would share remaining cost of
$3,663 or $136.00 each paid. in advance.
The State Cable TV Commission sent approval of amendmant of price increase
but denied 10 year extention of franchise. Oar's' will expire in 1984 and is
renewable to five years after that.
Status of Elm Street Cable TV is that Cerrache will get to it as soon as
they can.
Mining information is up to date and has been transfered from Cortland to
Syracuse Office.

November 15 at 7:00 PoMe at the Lehigh Valley Restaurant.
Received letter from Human Services Coalition requesting $283.22 from the
Town for 1979. Mr. Walpole said we'll act on after. budget.
Mr. Walpole moved that a letter be written to the Ithaca Journal regarding
coverage of Groton's football. game with Dryden and all other sports.
