Supervisor Robinson discussed L,Ta ineeting to be held in Ithaoa tomorrow
night. Village refresentatives were ?resent. Znvixonmentalists ase
interested in property far a bike path. Supex+risor Eobiqson is unable to
attend, but ir-ants a. xepresealtative f'ron, Town to attend. She has written
letter stating Town and Ville are interested in property with possible
uses being land bank; recreation or parks. Seveibal questions arose regard-
ing use, upkeep, liability, etc., and also if Town takes title carp ire •turn
around and give back to landownerzs. Tomn Board members suggested' our la -kryer
attend meeting. Village is sending Gordon Lockwood as their spokesman and
he i,T7 -ll speak fox the Town if we don't have a representative there.

FOR 1979

RESOLVED, that the Tarn use Federal Revenue Sharing Funds as indicated
in Proposed Use Hearing of Federal Revenue Sharing monies which-are as
follows
1 $15,000 - Cat Wheel Loader
$ 1,000 - Signs
$12,000 - Road Oil

Discussed wages to be -paid to zleota.on Inspectors. Aocorc3.irig to the Labor

RESOLUTION CIO, 20 - ELECTION INSPECTOR'S HOURLY RATE

RESOLVED, that the Election Inspectors be paid. $2.65 the n1inirnum gage
for 1978 and $2.90 the ininimum wage in 1979.

Discussed Villages request for tax exemption for water works property in the
Town of Groton. It was the consensus of the Board that we can't give it to
them this year or next. Have 'to ha.ve in prior to May. After board gets a
truer picture they will discuss later on.
November Board Fleeting and Budget Hearing date - Moved by Air. Sovocool that
November's Board Meeting be held Wednesday, November 8th at 7:30 P.M. and
Budget Hearing be held same date at 8:00 P.M. Seconded by Air. VanBenschoten.

RESOLUTION N0. 21 - HIGHWAY HIEGOTIATIONS FOR 1979

RESOLVED, that the Town of Groton Highway Association Employees be
granted a 350 per hour increase for their 1979 Agreement.
RESOLUTION NO. 22 - DENNIS VANB ERKOM HOURLY RATE INCREASE

RESOLVED, that Dennis VanBerkom will receive a 35� per hour raise as
a permanent part -time employee.
RESOLUTION NO. 23 - 1979 YOUTH RECREATION PROJECT
Moved by Mr. VanBenschoten, seconded by Mr. Walpole
Ayes - Sovocool, VanBenschoten, Walpole, Rankin, Robinson
RESOLVED, that the Town of Groton will participate in the Youth Recreation
Project for 1979 in the amount of $3200 with $1600 being reimbursed by the
State.
Discussed Youth Service Projects for -the Town. It was suggested that we
appropriate $1000 for Local Drug Problem. Many drug problems in school
among young boys and girls. Possibly drug education or films could be used
in school with their approval. There is ample money sitting in Albany for
this service that is not being used.
RESOLUTION NO. 24 - YOUTH SERVICE PROJECT - $1000

Ayes - Sovocool, VanBenschoten, Walpole, Rankin, Robinson
RESOLVED, that the `lawn of Groton will participate in the Youth Service
Project for 1979 in the amount of $1000 with $500 being reimbursed by
the State. Primary use will be for local drug education or films to be
used in the school vedth their approval.
There being no further business, the board meeting adjourned at 8 :45 P.M.
to work on budget.

Mr. Walpole moved to accept minutes of October 2 and 23 meetings as mailed.

Claims #237 to #262 of the Highway Department and #258 to #287 of the General
Fend were presented for audit. Mr. Walpole moved that the bills be paid and
the Clerk instructed to draw warrant :I "or them. Seconded by Mr. Sovocool.
