you will be notified whether it has been approved or disapproved. If
disapproved, a statement setting forth the reasons for disapproval will be
provided.
5. Applications must be fully completed and properly executed. All questions
must be answered and Medical Certification must accompany the Application.
Incomplete Applications or failure to attach the Medical Certification will
result in disapproval.
6. Applications and other notices shall be mailed or delivered personally

MINUTES OF SPECIAL TOWN BOARD MEETING HELD SEPTMkIBER 11, 1978 AT 7:3Q P.M.
Those present were: Teresa M. Robinson, Supervisor
Verl Rankin, Jr., Councilman
Robert F. Walpole, Town Justice
Ellard L. Sovocool, Councilman
Gordon C. VanBenschoten, Councilman
Benjamin J. Bucko, Town Attorney
Supervisor Robinson read notice of Tompkins County Municipal Officials'
Meeting to be held September 20 at %:00 P.M. at the Lehigh Valley Restauxant.
Sam MacNeil will be the speaker and. also new dog ligislation will be discussed,
Supervisor Robinson reported there was going to be a meeting on the Owasco
Valley Water Shed project, but has been postponed. She indicated the Town
should have someone present, possibly Mr. Lyle Raymond, even though County
will have some control over project.
Robert Chapma.ns has accepted appointment as dog enumerator, Board felt he
should be briefed on new law and importance of accuracy. Also T.D. badge
should be worn by him#
Supervisor Robinson indicated she had spoken with Frank Liquori regarding
LVR,R. He suggested we write letter possibly jointly with village to
Mr. Robert Halderman of 'the L'[RR indicating our interest and asking for
descriptions of property, deed restrictions, etc. Supervisor Robinson will
check with vi'l'lage and send letter.
Dogs - Discussed new law and fees of $4.00 for neutered males and spayed
females and $9.00 for unneutered. males and.un spayed females that the town
could impose this year. Fees have to be used for Dog Control Officer whose
duties would be handling change of ownership, not licensing dog, harboring
at SPCA, etc. After much discussion on what the law actually is at this
time, it was decided that Attorney Bucko would call The Department of
Agriculture and Markets to find out before we can proceed. Discussed
Criminal Penalties or Civil Penalties of $25.00 for not licensing dog.
Leash Law would stay as it is now.
Attorney Bucko explained procedure for permits for repair shops: 1) applicant
picks up application for special permit from Town Clerk; 2) applicant completes
and turns over to Board of Appeals for hearing. They collect fee and. issue
permit and turn over to Town Clerk. Zoning Officers job is to see that shop
owners comply.
There being no further business, 1o1r. Sovocool moved for adjournment, seconded
by Mr. Rankin, at 9:45 P.M.
