MINUTES OF SPECIAL TOWN BOARD MEETING HELD ON FRIDAY, AUGUST 11, 1978 @ 9:30 A.P9.
Those present were: Teresa M. Robinson, Supervisor
Verl Rankin, Jr., Councilman
Gordon VanBenschoten, Councilman
Robert F. Walpole, Town Justice
Meeting was held for the purpose of voting on two amendments, 601.47 Motorized
Vehicle Repair Shops and 1004.8 Motorized. Vehicle Repair Shops, to be added to
the Zoning Ordinance of the Torn of Groton.
A brief discussion was held, before the voting began - Charles Volbrecht and
Joseph Hora are non - conforming. They will have to conform with Junkyard
Ordinance. All non - conforming motorized vehicle repair shops in the Town of
Groton will have to get permits. The board also discussed taking action
against Sherry O'Brien as his busines -s does not comply with Zoning Ordinance,

RESOLVED, that we adopt amendment to our Zoning Ordinance, sections 641.47
Motorized Vehicle Repair Shops and 1004.8 Motorized Vehicle Repair Shops
as published in public hearing notice.

1004.8 Motorized Vehicle Repair Shops
Permitted when*
1. Applicant (owner) be licensed by the State of New York.
2. A motorized vehicle repair shop shall be defined as an owner
of property who repairs motorized. vehicles of any nature,
stores and, sells parts, appraises and does body work. The
applicant (owm er) does not and will not be permitted to
purchase damaged vehicles, repair them and sell them.
3. Off.street parking must be provided so that customers to
not block roadway with three parking spaces as defined and
ordered under the zoning ordinance for each bay in workshop.
4. No junk cars will be stored on the premises for purposes
of obtaining parts.
5. All parts of any motorized vehicle of any nature shall be
stored inside of the garage or building used in the
business.
6. Signs advertising the repair shop shall be in accordance
with Article XII of the ordinance as amended.
7. All other requirements of the Zoning Ordinance pertaining
to Agriculture District shall apply and be complied with
at all times.
8. Compliance with these provisions and with all other
provisions of Article XII of this ordinance as amended shall
be completed within b months from the effective date of this
ordinance.
9. An annual fee of $12.00 shall be paid by the applicant for
the permit.
10. The permit shall be valid for a period of one year from the
date of issuance and shall 'be renewed upon the anniversary
date of each and every year upon application and payment of
fee.

Mr. Walpole moved to aceept mirtzi•tes of August 7 and 11 meetings as
mailed, Seconded by Mr. Rankin. Ayes - Sov0000l, Rankin, Walpole,

Claims 7#'198 to #216.of the Highway Department and 0213 to #225 of the
General. Fund were presented for audit. Mar. Rankin Moved that the bills
be paid and the Clerk instructed to draw warrant for them. Seconded by
MT. VanBenschoten. Ayes Sovocool, Rankin,' Walpole, VanBensclloter►.,

Town Clerk's monthly report was reviewed,
Robert BroKn, Zoning Officer, read his monthly report of aotivities and
several cases were discussed. Namely, Jahn Anderson is operating Juhkya,rd
with no license. He sent check in Jurse with no application. Application
form was mailed and several letters. IToim 2oning Officer. Still has not
complied. Board felt action should be taken. Mr. Sovocool Loved that
Zoning Offlcar be instructed to file criminal charges against John - Anderson
for violation of the Junkyard Ordinance and the Town Attorne }F is instructed
to file Civil Action to prohibit Jahn Anderson from having a Juiik.Yaxd.
Seconded by Mr. Rankin. Ayes - Sovocool, RanUn, VanBenschoten, Robinson.

on chassis which is not legal according to new soning, He was a,waxe
that he could not operate tbis, type of business. He applied for permit
after repair shop meetings and hearings were in progress.

AT 8 :00 P4M6 the highway Employees (Parker, Cargill, Holl, Marks & Wheeler)
were present to present their request far 1979 which is: thxee () weeks
vacation after ten (10) years service; one 1) sick day per month; and 404
per hour increase in wages. According to spokesmand Judson Holl, this woiild
bring the Motor Equipment Operators ir1 line with other towns,

Board meeting reconvened.
Supervisor Robinson ;hated. the board was taking Highway employees. request
and going to work over and have a meeting at a later datua after they look
at the budget.
Mr. Walpole moved to appoint. Colleen Pierson, Town Clerk, as issuing agent
of. Handicapped' Parking Permits for the Townt of Groton.
