that has been going on for the past year ?" Supervisor Robinson indicated -that

MINUTES OF THE TOWN BOARD MEETING HELD ON MONDAY, AUGUST 7, 1978 AT 7:30 P.M.

Mr. Rankin moved. to accept minutes of July 10th meeting as mailed. Seconded by
Mr. Walpole. Ayes - Walpole, Rankin, Robinson
Claims #172 to #194 of the Highway Department and #187 to #206 of the General
Fund were presented for audit. Mr. Walpole moved that the bills be paid and
the Clerk instructed. to draw warrant for them. Seconded by Mr. Rankin.

RESOLUTION N0. 12 - LOCAL LAW NO. 1 - 1978, UNSAFE BUILDINGS LAW
Moved by Mr. Walpole, seconded by Mr. Rankin

RESOLVED, that the Town of Groton adopt and pass a local lair providing
for the repair or remo•lral of unsafe buildings and collapsed. structures.
Refer to Local Law Book for complete contents of law.
Mr. Walpole moved the Town Board go into executive session after tonights
meeting to discuss with the Town Attorney, zoning amendment for "Motorized
Vehicle Repair Shops." Mr. Rankin seconded the motion. Ayes - Walpole,

A motion was made by PIr. Rankin to Change September Board Meeting date from
Monday, September 4hth to Tuesday, September 5th. Seconded. by Mr. Walpole.

Mx. Cornelius informed the `down Board that initial application for Mining
Permit was accepted. The town is now *,siting for further information from
the New York State Department of Environmental Conservation,
The Town Board discussed the report from Municipal Official's Meeting on dogs.
It was decided to have County Board of Representatives make inquiries regarding
mileage, how many times SPCA visited municipalities on dog complaints, etc. and
any other questions on the subject. Mr. Sam McNeil (Board. of Reps.) will
direct questions to Mr. Bill Brothers of the SPCA who t.Till draw up report of
services performed for each municipality they serve.

Meeting was held for the purpose of voting on two amendments, 601.47 Motorized
Vehicle Repair Shops and 1004.8 Motarized Vehicle Repair Shops, to be added to
the Zoning Ordinance off' the Town of Groton,
A brief discussion was held before the voting began - Charles Volbrecht and.
Joseph Hora are non - conforming. They will have to conforxi ifi'th Junkyard
Ordinance. All nori- oonfoxming arjtorized vehicle repair -shops in the Town of
Groton will have to get permits. The board also discussed making action
against Sherry O'Brien as his busines's does not comply with Zoning Ordinance.

1004.8 motorized Vehicle Repair Shops
Fermitted when
1, Applicant (owner) be licensed by the State of New York,
. A motorized vehicle repair shop shall be defined as an o.Kner
of property who repaix2 motorized. vehicles of any nature,
stores and sells parts, appraises arid, does body work. The
applicant (own=) does not arid. will not be permitted to
puzchase damaged vehicles, repair them acid, sell them.
Off , stareet parking ,'must be provided so that cu2�5tomers to
not block looadway with three parking spaces az defined ar�d
ordered under the zoning ordinance for each bay in workshop.
4. Wo junk caxs will be stored on the prejUses for purposes
of obtaining pants.
. All parts of any motorized vehicle of any nature shall be
stared inside of the garage or building used in the
business.
