ing ambulance service. They are taxed doubly on service. In 1979 rate will
be set up so everyone pays same amount. Air. Walpole indicated.this would be
a line item in budget for Town of Groton.
Attorney Bucko indicated he has SEU regulations for all Boards. Law goes
into effect September 1, 1978. He suggested all Boards and related personnel
meet at once to discuss SEU regulations.
Mr. Frank Satterly gave a report on projects the Board of Representatives are
working on which include: SDt - If Environmental. Management Council people
have their way, we sill not have any construction in county. County Planning
Board would, be willing to sit down with our Boards when they meet; Nicholas
Amato was appointed as representative on Tompkins County Hospital Board;
Phil Frey-tag was appointed. to the County Library Board; Nuclear waste disposal
is being discussed; and Oa,Tasco Valley Watershed should be watched carefully
as proposals could be very restrictive.
Mr. Cornelius reported, that Mr. Hodgson found four bad spots on Town Building •
roof that need patching at an approximate cost of $200.00 to repair spots and
fix flashing. Moved by Air. Walpole, seconded by Mr. VanBenschoten, that
repairs be done. Ayes - Walpole, VanBenschoten, Sovocool, Rankin, Robinson.
Mr. Walpole reported that nine people on Elm Street Extension from Village
limits to A. J. Bennetts are interested in having Cable TV. Could they tie
on Village Cable? Yes, but Town would have to extend franchise and be
approved after all legal documents. Supervisor Robinson will look into and
find out what has to be done.
Mr. Walpole asked if speed limit signs are up in McLean. Air. Sovocool said
ours are up but Drydens are down. Mr. Cornelius indicated it is an "Area
Speed Limit of 35 mph that starts and. ends at a certain point with no signs
in between and was approved by the State."
Received letter from the Association of Towns seeking each board member to
immediately write to their State Senator and Assemblyman urging the defeat
of S. No. 9365 -A and A. No. 12713 -A which proposes amendments to-the Taylor
Law. This legislation would provide in disputes between a Town on a public
employee union over the terms of a labor contract (1) that4a presumption
would exist in favor of arbitrating the dispute, unless the contract had
expressly excluded the disputed item from arbritration, and (2) that the
arbitrator would initially be the sole judge as to whether the matter is
in his jurisdiction. If this bill is passed and approved into law, the
whole concept of local government control could be eroded to such.an extent
as to discourage any responsible person from running for public office because
the public employer's hands would be tied. In addition, this ball would add.
about $50,000,000 annually to the cost of 'local government.

Mr. Rankin moved to accept minutes of June 5th meeting as mailed. Seconded

reviewed.

Supervisor Robinson reminded board members of meeting on July 11 at 8000 P.AI.
with Planning :Board at which Frank Liguori will talk on SEQR and how it
relates to our town.
Mr. Rankin moved -to hold. Public Hearin, on July 31, 1978 at 7:30 P.M. on Local
Law No. 1 providing for the repair or removal of unsafe buildings and collapsed

Supervisor Robinson reported that the Human Services Coalition would. like their
money. She recommended we pay them this time. At their meetings they tend to
forget about us when doing evaluating. We also need a representative to the

Mr. Frank Satterly reported on activities of the County Board of Representatives.
They met with assessors last week -- Those people grieved should be hearing in
mid August of any changes; LVRR error in paper -= procedure is: 1st - Town and
Village have preferential rights, 2nd - County, and 3rd - Landowners; Tompkins
County Hospital is 83% finished and hope to be in use by the first of the year;
Airport renovation is going on -- a 2 million dollar project; Light by Peruville
Corners -- wheels are turning,

Claims #172 to 4/194 of the Highway Department and #187 to #206 of the General
Fund were presented for audit. Mr. Walpole moved. that the bills be paid and
the Clerk instructed to draw warrant for them. Seconded by Mr. Rankin.

RESOLVED, that the Town of Groton adopt and pass a local law providing
for the repair or removal of unsafe buildings and collapsed structures.

Mr. Walpole moved the Town Board go into executive session after tonights
meeting to discuss with the Town Attorney, zoning amendment for "Motorized
Vehicle Repair Shops." Mr. Rankin seconded the motion. Ayes - Walpole,
Rankin, Robinson
Mr. Cornelius and Town Attorney Bucko set bid opening date for Loader,
Monday, August 21, 1973 at 8 *00 P.M.
A motion was made by Mr. Rankin to Change September Board Meeting date from
Monday, September l hth to Tuesday, September 5th. Seconded. by Mr. Walpole.

Mr. Cornelius informed the Town Board that initial application for Mining
Permit was accepted. The town is now waiting for further information from
the New York State Department of Environmental Conservation.
The Town Board discussed the report from Municipal Official's Meeting on dogs.
It was decided to have County Board of Representatives make inquiries regarding
mileage, how many times SPCA visited municipalities on dog complaints, etc. and
any other questions on the subject. Mr. Sam McNeil (Board of Reps.) will
direct questions to Mr. Bill Brothers of the SPCA who will draw up report of
services performed for each municipality they serve.
There being no further business, Mr. Rankin moved to recess this meeting to
