MiDUTES OF THE TOWN BOARD MEETING HELD ON MONDAY, APRIL 3, 1978, AT 7:30 Pofile

?r. Walpole moved to accept minutes of previous meetings (March 6 & 16) as
mailed. Seconded, by Mr. Sovocool. Ayes - Walpole, VanBenschoten,- Sovocool,
Robinson
Claims #59 to ,1,431 of the Highway Department and #€71 to X96 of the General Fund
were presented for audit. Mr. Walpole moved that the bills be paid and the
Clerk instructed to draw the warrant for them. Seconded by Mr. VanBenschoten.

Mr. Totman, Chairman of the Planning Board, presented Board with information
in regards to an addition 'Lo the Zoning Ordinance -to include: Add, 601.47 -
"Motorized Vehicle Repair and Sales Under Special Permit" after meeting
certain criterion. Permit would be good for one year then Zoning Officer will
inspect. Questions were raised about firewood businesses and other businessess.
Any zone change should be made all at once. Mr. Walpole recommended. the Town
Board set up a meeting with Planning Board to discuss changes. Supervisor
Robinson agreed that Boards should act as soon as'possible. Board agreed to
meet with Planning Board on April 20th at 7:30 P.M. in the Town Hall,
Mr. Hank Bush was present to present his application for land use variance in
order to start his own auto repair business. Will wait and see what transpires
from above meeting.
Mr. Walpole moved to hold Public Hearing on merger of American Television &
Communications Corp. with Time, Inc. on Monday, May 19 1978, at 8 :00 'P.M.
Seconded by Mr. VanBenschoten. Ayes - Walpole, VanBenschoten, Sovocool,

Attorney Bucko will review information received on Fall Creek Management Project
and ;hake recommendations to Board at the next meeting. The Environmental
Management Council has planned a bus tour on April 29 of Fall Creek and. Route 13
Corridor which Ken Wood will report on.

and. submitted by Supervisor Robinson.
Tompkins County Municipal Officials' Association fleeting will be held April 19,
19789 at 7:00 P.M. at the Valley House Restaurant. Voting on nominated officers
will take place with remainder of meeting open for questions and discussion.
Frank Satterly briefly discussed Board of Representatives projects which
include EMC tour on April 29 for elected officials and representatives of
organization; Freeville to Ithaca Railroad; Court House parking problem;
Economic Advisory Board consisting of businesses, realtors, etc., need a person
to serve on Board and report on economic conditions in County; Flooding program.
Public Hearing -to be held Thursday at 7 :30 in Court ?louse by Health Committee
on Hospital Change. EOC is being Funded on a month to month basis. Under EOC's
Outreach Program, we don't know of those local people benefiting from the
program. County was over $100,000 budgeted for snow removal funds this winter.
Mr. Howard Stevenson complimented Mr. L. Cornelius for a fine job done on
clearing highways. The question arose if there was anything the Town Board
could do on County Railroad vote of 9 -6 which hampered relinquishing the County's
preferential rights to railroad and sell to landowners. Mr. Satterly advised
we let Mahlon Perkins and the Board. of Representatives know in writing our
feelings. Mr. Satterly will furnish us with names of those voting against.
Presentation of Photo Album was made to Claude Holden in recognition of his many
years of service. These photos were taken at the Retirement Dinner held in his
honor at Stonehedges.

Committee was.present to ask for assistance fIrom the Town in initial grading
and 6 inches of fill ( crushed stone to 'be hauled in. They have beery tanned
down four or. dive times #or State Funding because of insufficiorlt funds. InterLd

offered. to lo past of work and hopefully Town! will be able to contribute. Town
will take into consideration and let, KS 2s. Robison know in a couple of days.
Town_ Directory is finirhed and Post Office Ifs oing over for any changes.
Should be ready for printing in four o'r five days.
dogs Mr. Walpole recommended that Town Board take immediate action for
assistance in enforcing our Dog Control Law. Mr. Bill Brothers of the SPCA was
present to assist us in resolving our problem. MA's contract with county
allows their to pick up only untagged dog's. If we hire our okra Dog Warden, State
law does 'not permit both Local Wax%den and SPCA 7ervice, SPCA is understaffed
and cannot provide increased patrol ser-rices. 'Mr. $rothers suggested that the
Town consider a contra with the SPCA to pick up uritagged dogs, enforce leash
law and patrol certa2n hours in the Town of Groton. This would. 'be an additional
expense to Towri with C.ounty getting prooeed. . After an houar of discussion, no
solution to our proble% was reached. Attorney Bucko will meet with Mr. Brothers

Mr. VanBenschoten moved to put up for bids to sell one 1) 1963 Chevrolet ton
pickup txmck and one (1) 1967 Che,,rrolet ton pickup truck with bids being
opened May 17 1978, at 8:15 P.M. Seconded by Air. Sovocool. Ayes - Walpole,
