a year ago. Either enforce or get rid of ordinance. Supervisor Robinson
assurred Mr. Galbraith that the Town is working on it.
There being no further business, Mr. Rankin moved for adjournment, seconded by
Mr. Sovocool, at 10:00 P.M.

MINUTES OF SPEfCIAL 'T'OWN BOARD MEETING HELD ON MARCH 16, 1978 AT 8:)P.M.

1977 Annual Supervisor's Report to
the Board
for their. review.
Several items were
discussed. Supervisor Robinson
will
deliver Report to Albany on Monday and, discuss with them any matters that are
in question.
Discussed partial tax exemption for aged. There is currently 45 people exempt
in the Town of Groton. The County has raised the income rate 'to $7200, with
the Town,.Village and School rate currently at $6000. It was the consensus of
the Board to stay at the current rate of $6000 along with the Tillage and School.
Moved by Mr. Walpole -to retain rate of $6000, seconded by Mr. Rankin. Ayes -
Walpole, VanBenschoten, Rankin, Sovocool, Robinson
Discussed Youth Services - The County Youth Program has indicated to us that
we can get matching state funds of $1440 for Youth Services. Since Torn hasn't
budgeted extra money in 1978 budget, we cannot at this time participate in
program. In the meantime, Board will be considering possible programs for the
Torn .
Supervisor Robinson presented brochure on new copy machine for Boards consider-
ation. It is a, Canon Plain Paper Copier, NP50, which sells for $2559.006
Empire Photocopy will allow us $400.00 trade -in on our current machine. Would
save Town $7.00 per thousand sheets in addition to producing a copy that is on
bond and can be printed on both sides of sheet.. Our current machine is in
rough shape, needing repairs regularly. No action taken by Board.
Discussed Sherry O'Brien having a used car lot that is in violation of zoning
ordinance. Zoning Officer should take care of.
Mr. Walpole reported seeing 17 cases in the west section of the township that
are in violation of zoning ordinance. Of the 17 violations, four (4) were
businesses in an Agricultural District started after zoning.
Mr. Cornelius reported to Board that loader blew headgasket. Needs motor job.
Syracuse Supply quoted $4000 for job to include everything new. Loader is
now 10 years, old. New loader now costs between $90,000 & $95,000. Thinking
ahead, in two years we should be thinking about purchasing new loader. Paid
$32,000 in 1968 for loader - -Trill allow $35,000 on a new one.
