TOWN OF GRO7 ON PLANNING BOARD
February 28 , 1973
8 : 00 P . M .

G . T . The meeting is called. to order . May we have a motion to approve
the minutes of the last meeting ?
R . C . I move the minutes be approved .
D . P . I second the Motion .
G . T . It ' s hard to follow a meeting as good and. informative as our
last one . One thing that meeting accomplished - - Adams got a
building permit . He also was granted a variance to build with
a frontage that is four feet shorter than required by the
zoning ordinance . The new building; will block two trailers .
These must be removed . Apparently someone informed Adams before
• the hearing , as he agreed to remove both trailers , one now ,
one when the house is finished .
D . P . One thing I don ' t understand - -we have no way of checking on
board of health approval ?
A . C . There is no direct contact between the board of health and the
zoning or subdivision ordinance .
D . P . He plans to use the safle septic system. he had for his trailer .
He has not gone to the board of health , but it ' s out of our
jurisdiction .
G . T . I . was talking to Hicks and asked him if the Town Board. wanted
anything froii us . He said. not now . He did ask if weld re -
submit some names or one name for the vacancy on our board . Were
to ask first if they ' ll accept .
There are many things a planning board should do , but from
talking to the Town Board I think we need. their approval before
we start . I have asked for suggestions , but so far nothing
has been suggested .
A . C . This attitude is related to the relatively small amount of growth
in the town .
D . P . Growth has to start soipewhere .
• G . T . We must get our other member , and there will be subdivision
requests . - Do ,you have any suggestions on what wex '•should do ,
and I ' ll take teem to the ToTan Board for their approval .

R . C . I have two or three things in mind. . We were discussing a man
near McLean who wanted to build two apartment buildings . What
• happened ?
G . T . Nothing - - I recontacted. him . It doesn ' t come under the sub -
division ordinance . I told him to deal with Dana Snell . His
frontage is short for two apartment houses . I suggested he
discuss this with Dana and the Town Attorney . He ' d need a
variance . Mr . Valentine said he is still interested and would
do only one if he can ' t do both . I ' ve heard no more since then .
R . C . Any words of wisdom from the New York trip ?
G . T . The meetings are always good. . I enjoy and profit from them .
There was nothing entirely new - - question and answer periods
and discussions were interesting . I learn from the other people
there as much . as the speakers . There was a lot of discussion
on cutbacks by Nixon . They really tools him over the coals .
There was nothing new like underground utility lines last year .
But it was well worth the time and the trip . Sorry more of you
did-n ' t go . Two members of the Zoning Board_ of Appeals went ,
Dick Bell and Laura Volpicelli . There are good meetings for
justices and councilmen . The fall planning meeting; is also
good . This one was good because we -net other townd sharing a
bus down and. back with nearby towns . Walter Schwann is an in -
teresting person . I might not agree with him always . . .
• A . C . I heard him last night at a meeting on Bolton Point .
R . C . I ' ve long been interested in cluster housing - - esperially in
701 this ca-�e up . Promotional planning - - cluster housing would
make better use of the land than trailers or modular housing .
There ' s pressure on some areas now . . A speaker or a film could
help us to make a suggestion to the Town Board to h $lp the tax
base more .
G . T . New York State has a film library on such as this .
Z . K . What exactly is cluster housing ?
( Discussion was. hold by R . C . and others explaining cluster
housing and citing Oak Hill in Ithaca as an example . R . C .
explainerl the Groton Development Corporation of 17 stockholders
planned to create - irore living; space to rent to college students
etc . built apartment houses . )
G . T . What comN� ents do you have about a speaker - - just ourselves or
a larger group ?
R . C . How about an invited group ?
G . T . Is this something we want ?
• Z . K . It would help those of us who can ' t go to the fall and spring
meetings .

G . T . Are we all in agreement then ? Dates cantt be definitely set now .
• F . S . One thing bothers me . Isntt cluster housing expensive ?
A . C . Construction should be lower .
F . S . $ 50 , 000 class ?
G . T . Not necessarily . The suggested plan usually includes a mix -
ture of different types , even multiple housing in separate
areas .
F . S . For anyone to start , someone has to buy . Do we have people
in this bracket ?
G . T . The Ithaca Town Board just passed one for 176 units by N .
Schickel . The ordinance had to be ch. anger9 for approval . The
extra land. will be owned by a homeowners ' association with each
homeowner having an interest in a park area .
F . S . Does it have to be near a village ?
R . G . Not necessarily .
R . C . There ' s one out toward Rochester .
• 4 . C . One for 18 , 000 people near Lysander .
G . T . There ' s a farm on Etna Road. ,
R . G . You mean the Van de Woert farm .
G . T . That ' s it . I heard - - itts just hearsay of course - - that there ' s
a possibility of a planned, development there to house 5000
people . That ' s more people than in the Town of Groton . I think
Taggint Wagging owns the land .
G . T . Ron will try to find an evening for cluster unit development
presentation , possibly from Cornell or Extension Service ,
R . G . Contact Glenn Cline .
F . S . I111 see him thisweek and ask about it .
G . T . I111 send for film listing and talk to the Town Board . How
about our meeting date ? Shall we decide now or have it on call ?
We should submit those names to the Town Board by next Monday
night .

G . T . We ' ll leave the March meeting open . We should meet in the first
part of April but leave March open . Zana will call .

D . P . How about a joint meeting of the Planning Board. and the Town
Board to discuss what we might do . Also we should all take
another look at the trailer ordinance . It doesn ► t seem to
cover skirting of double trailers and some other items .
G . T . I agree with your thoughts , but we tried this and not much
happened .
R . G . If we try this , legs have an agenda and get right on with it .
G . T . Legs do what Ron says first , then meet the Town Board .
R . C . Good. suggestion about the trailer ordinance recheck .
G . T . Is there a motion to adjourn ?
R . C . I move we adjourn .
Z . K . I second the motion .
