Lewis Sovocool Zoning - Verl Rankin, Jr. Federal Revenue - Robert Walpole Highway - Entire Town Board Light Districts - Gordon VanBenschoten Fixed Assets - Teresa Robinson Senior Citizens - Teresa Robinson Planning Board - George Totman & Members Appeals Board - Gordon Hoy & Members There will be a joint meeting of Town Board, Planning Board, Appeals Board and Zoning Officer on Tuesday, January 17, at ?:30 P.M. to discuss current zoning and enforcement plus meet the members of all Boards. Motion was made by Mr. Sovocool, seconded by Mr. Rankin, to set fees for Town services as follows: (All ayes) 1 Master List for Excavating Purposes - $2.00 2 Fee for Certification of Taxes - $1.00 3 Photocopies - $1000 4 Verified Transcripts of Marriage - $2.00 5 Town, Village & County Maps - $.50 ea. 6 Mileage for Town Officials - $.12/mi. Some discussion was held an the McLean Ambulance Contract. Mr. George Totman stated that the $2500 per year amounted to over $100/call. Supervisor Robinson stated that it is now being considered to base 1979 rate on assessment basis in order to make it equal for everyone. There is nothing the Town cando about McLean's Ambulance Contract with the Groton Fire Department. All officials and appointees present took oath of office. Clerk will call County to see if newly elected officials are required to take oath in County. (Yes they are - each year their term is up.) Moved by Mr. VanBenschoten that Mrs. Robinson, Mr. Walpole, and Mr. Bucko be permitted to attend School for Fixed Assets and Unemployment Insurance to be held January 13 at the Hilton in Syracuse. Seconded by Mr. Sovocool. Ayes - Sovocool, VanBenschoten, Rankin. Discussed retirement dinner for Claude Holden. Tentative date is January 21. Air. Walpole will handle arrangements. Mr. Robert Brown,. Zoning Officer, gave report of all activities for the year 1977. Supervisor Robinson requested that names be on Zoning Officers' monthly report. Bucko, Town Attorney Also present were: Mr. Kevin Rorke & Mr. Robert Skinner of ATC, Leland Cornelius, Highway Superintendent Mr. Walpole moved to accept minutes of previous meeting. Seconded by Air. Mr. Rankin moved that the bills be paid and. the Clerk instructed, to draw the warrant for them. Seconded by Mr. Walpole. Previously Town and Village were paying double. If an accident should happen on Cobb and Spring Street inter- section, who is responsible? Mr. Bucko commented that according to law the Town is, and. we already have protection under the Town's Umbrella Policy. Moved by Mr. Sovocool that the 1978 Fire Contract in the amount of $13,700 be approved.. Seconded by IsIr.. Rankin. Ayes - Walpole, VanBenschoten, Sovocool, Rankin, Robinson No monthly reports were received from the Zoning Officer, Planning Board or Appeals Board, Mr. Frank Satterly, County Representative, reported that the County adopted Resolution No. 210 on September 12, 1977, to increase limit of income to $7200 for those 65 years of age or over. He also reported. that the Board 5.s presently considering further funding of the BBC Program; Human Services Coalition- -$3100 to tie over CHORES PROGRAM (Recommendation that they advance money if Federal Government would reimburse), abandoned LVRR tressel in McLean is plugged with debris and. residents are conderned about flooding- -it's the Town of Drydens problem right now; considering allowing off' -track betting with 83% of receipts going to winners & 17% general operations (no stipulations)- - should, come back to Town not School; organization of Transportation System in Tompkins County; Fall Creek flooding and complete management plan; Need a person to serve on Hospital Board of Managers from Groton; Need a person to serge on Library Board, Mr. Tom Eldred, Cayuga County Historian, was not able to attend due to weather conditions. Mr. Kevin Rorke, General Manager of Cera.cche Television, and Mr. Robert Skinner, presented two documents for consideration: 1) To provide the option of subscription programming in the form of Home Box Office, and 2) Increase in basic rate from $5.50 to $6.00 per month. Much discussion was held. Cayuga Heights pays $5.001mo.; City of Ithaca pays $5.50�mo.; other areas $6.00/mo. They are trying to make rate uniform. The Town of Groton has 109 customers at present. Amendment to franchise would. extend term of franchise to ten yeazes. Further, ATC has merged with Time, Inc, and asked that the Torn approve same. Mr. Walpole moved to table merger until further recommendations from Tompkins County CATV Commission since we are unable to formulate any questions based on information supplied by Cera.cche. Discussed problems of cars being parked on highways hampering snow removal by the Town Highway Department. Mr. Walpole will make out information which tia ck drivers will fill out and sign axed. turn over to Sheriffs Department or State Police, Mr. Lyle Raymond. and Mr. L. Kenneth Wood will represent the Town at a meeting in Auburn on February 22 in connection with the Owasco Lake Watershed, Program. Town will consider increase in limit of income for those 65 years of age or older at next meeting. Town, Village and School are currently at $6000 with ® County increasing from $6500 to $7200. Our tentative equalization rate is 40.66 down from 47.43. On March 3, 1978, the Town Clerk received by certified mail "Notice of Abandonment of the Lehigh Valley Railroad between .Dryden (Mile Post 321.2) and Locke (Mile Post 335.4) effective 12:01 A.M. on April 4, 1978. Some discussion was held as -to official position as far as ConRail taking over Line, who is responsible for culverts, etc. Also discussed. abandoned LVRR in McLean. Mr. Satterly reported that the County Public Works Committee discussed this railroad and are having a meeting on March 27 on whether to retain or revert back to landowners. Howard Stevenson indicated, initial cost of maintenance would be $60,000 plus approxi- mately $6000/year. On the question of who is responsible for culverts, flooding conditions, etc., Mr. Satterly indicated that Town Attorneys would be receiving a Flood Emergency Statement from Frank Liguori and Howard Stevenson. It is Mr. Satterly's understanding that whoever gets title to it is responsible. 0 0
