MINUTES OF SPECIAL TOWN BOARD MEETING HELD SEPTEMBER 12, 1977 @ 7 =30 P.M

Purpose of meeting was to act on a resolution to reimburse Federal Revenue Funds
for monies expended improperly for debt retirement in the amount of $14,000.
RESOLUTION N0, 24 WITHDRAWAL OF $100000 FROM TIME DEPOSIT ACCOUNT

RESOLVED, to withdraw $10,000 from the Time Deposit Account - General
Fund - A/C 121 #551 -000007 plus interest of $276.47.
RESOLUTION NO, 2,5 BUDGET NOTE TO REIMBURSE FEDERAL REVENUE FUND

BE IT RESOLVED this 12th day of September, 1977, by the Town Board of
The Town of Groton, Tompkins County, New York for the purpose of meeting
the obligations of'the Town of Groton to reimburse the Federal Revenue
Sharing Fund from the General Fund, shall issue and sell a Budget Note in
the amount of THREE THOUSAND SEVEN HUNDRED TWENTY THREE DOLLARS and
FIFTY THREE CENTS ($3.723.53) to mature on or before the 1st day of
March, 1978. The Deputy Supervisor shall borrow an amount of money
pursuant to this Note Resolution of an amount up to $3,723.53•
'2. That, except as herin specifically prescribed, said note shall
be of the date, terms, for, and contents and place of payment and at a
rate of interest not exceeding five 1/2 per centum (51/2) per annum,
as may be determined by the Supervisor of the Town of Groton consistent,
however, with the provisions of the said Local Finance Law of the State
of New York; and shall be executed in the name of the Town of Groton by
the Deputy Supervisor of the Town Board and Clerk and the seal of the
Town of Groton shall be attached thereto.
3. The Town Board has been advised that funds'from Federal Revenue
Sharing Funds were used by the Town of Groton for purposes not specified
in the Federal Revenue Sharing Program in the amount of FOURTEEN THOUSAND
DOLLARS ($14,000.00); that said amount must be refunded to the Federal
Revenue Sharing Fund; there being insufficient funds in the General Fund;
and that there is no other outstanding Budget Note issued in anticipation
of such expenditure.
4. That said note shall be sold at private sale by the Deputy
Supervisor of the Town of Groton at a price of not less than par value
and including interest, if any; and upon the due execution and sale of
said note, the same shall be delivered to the purchaser upon the payment
by him to the Deputy Supervisor of the Town of Groton of the purchase
price in cash; and the receipt of such Deputy Supervisor of the Town of
Groton shall be a full acquitance to such purchaser who shall not be
obliged to see to the obligation of the purchase money.
5. The full faith and credit of the Town of Groton, New York, is
pledged to the punctual payment of the principal and interest on said
note.
6. This resolution shall take effect immediately.
Other matters discussed were:
We must budget $7000 in the 1978 General Fund for monies expended improperly
for debt retirement in 1976.
Discussed Unemployment Insurance Benefits that are going into effect on January 1,
1978. Hugh Hurlbut, Commissioner of Personnel, advised Ben Bucko that this is a
Federal Mandate therefor, the State Legislature passed the new law making unemploy-
ment insurance benefits available to municipal employees. The exclusions are
elected officials, judiciary, national guard and persons hired for emergency
situations such as a catastrophy, etc. Based on our experience and based on our
payroll and the number of employees, he suggests that the benefit reimbursement

method wherein the municipality would be required to rejImburse the IAbor Department
for its actual benefits paid to farmer employees and charged to the Municipality
Account would be the best for the Town of Groton. To elect this option, the Town
mush advise the Department of Labor before April 30, 1978 that it elected the Benefit
Reimbursement option.
Mr. Walpole moored that tie set aside $2500 for unemployment insurance reserve only,
based on the opinion of Hugh Hurlbut. Seconded by Mr. Sovocool.

Moved by fir. Walpole, seconded by Mr. Sovoccol, not to put in sidewalk for West
Groton Polling Place since it was only a recommendation by the Commissioners of
elections. Ayes Walpole, Sovocool, Heffron, Rankin
Bob Walpole reported on County Planning Board Meeting regarding $750 million
Bond Issue with 1 (one) million earmarked for Tompkins County. Five projects were
submitted: i) Bathing area at Buttermilk, ) Bridge at Treman, ) Industrial Park
an Warren Road, 4} Reynolds Gate Farm, and 5) Village of Grogan Tennis Count. It
eras the consensus of opinion that money should be applied to something that would
benefit everyone in the crnxnty.
There being no further business, Air. Rankin moved for adjournment, seconded by
Mr. Sovocool.

Mr. Walpole moved to accept minutes after correction to rescind Resolution No. 1
which was snxperceded by Resolutions No. 24 and 25a Seconded by Mr. Sovocool.

Claims #242 � 264 of the Highway Department and #225 - 246 of the General Fund
were presented for audit. Mr. Walpole moved that the bills be paid and the Clerk
instructed to draw the warrant for them. Seconded by Mr. Heffron, Ayes - Walpole,
Sovocopl, Heffron, Rankin
Mr. Rankin appointed Mr. Heffron to see if any schools wanted McLean's voting machine.
He will report at the next meeting.
Resolution No. 23 - Federal -Aid Rail - Highway Crossing Program Project - will
remain as proposed by the Department of Traneportation:
Appointment of a custodian was tabled until Mr. Walpole & Mr. Sovocool have mere
info3tion.
Appointment of a Constable was tabled until next meeting.
Moved by Mr. Heffron, seconded. by Mr. Walpole to table appointing an interim
supervisor until after elections. Ayes - Walpole. Sovocool, Heffron, Rankin
Per. Walpole moved that Teresa Robinsons' resignation as Election Inspector be
accepted, with a letter of appreciation for all her years of faithful servioe.
Seconded by Mr. Heffron. Ayes - Walpole, Sovoccol, Heffron, Rankin
Mr. Sovocool roved to appoint Norma Neville as Election Inspectors. Seconded by
Mr. Walpole. Ayes � Walpole, Sovocool, Heffron, Rankin
