Among the many items discussed were: the dog situation purchasing of typewriter
for Town Clerk, Housing survey which the town and planning baaards will set up a
meeting for; writing village and town utility services for which petitions site
now being circulated; renovation of current town hall to include more privacy,
desk for Fawn Clerk, additional. room. for court, etc.�'�suggestian was made that
Supervisor appoint committee to study renovation of building.

Board of Representatives meeting held Monday, Marcy 28, 1977. passed a resolution
not to have S.E *Q,R, implemented, that there are many problems Presently with the
law az written, that there should be clarifications with many "poets of the law,
procedures are cumbersome and that the procedure is complicated, could be
expensive, etc.
Observations: That the local law being considered tonight haE3 tried to ooamply
with the provisions passes by the Mate Legislature but that because of the many
questions raised as to the enforceaaent, procedures to follow, and the areas of
which require impact studies and so forth, that the Board delay any further action
on pausing a local law to comply with the legislative mandate,

Mr. Walpole moved that a hearing on Mr. Sherry O'Brien's Application for a Junk
Yard License be held April 11, 1377 at 8:00 P-M. and to publish a notice.

Mr. Walpole questioned whether funds for Youth Recreation Program and Town Clerk's
typewriter were included in 1977 Town General Budget. The board was under the
impression that funds for the Town Clerk's typewriter was to come out-of the general
fund. The funds for the typewriter came from the interest account from Title II.
It was discussed if the board was allocating Mr. Basso and Youth Recreation Program
money out of Anti-Recession Bill (Title II). Mr. now indicated yes on Basso and no
on Youth Rec. The board agreed to replace money back into Anti- Recessional Fiscal
Assistance Fund or Title II that was spent on Town Clerk's typewriter as funds
should have come from the Town General Budget,
Mr. Sovocool moved to accept minutes of the Town Board Meeting held March 7. 1977
as mailed. Seconded by Mr. Rankin. Vote taken: Ayes - Walpole, Sovocool, Rankin,
Heffron, Dow.
Desk for Town Clerk was discussed and it was agreed by the Town Board to get
prices for the next meeting to be held Monday, May 2, 1977.
Claims #71 to #92 of the Highway Fund and #66 to #91 of the General Fund were
presented for audit. Mr. Walpole moved that the bills be paid and the Clerk
instructed to draw a warrant for them. Seconded by Mr. Rankin. Vote taken:
Ayes - Walpole, Sovocool, Rankin, Heffron, Dow.
A decision was made to postpone any discussion for a replacement for Fred Wilson
until the Town Board and Planning Board have a chance to meet. A committee with
Louis Sovocool as Chairman, was formed to consider replacements for combination
of Zoning Enforcement Officer, Dog Enumerator and Constable with an annual salary
of $2500. A letter of thanks to be written by Town Clerk and Sent to Mr. Snell
after June 1, 1977. A motion to accept Dana Snell's resignation as Enforcement
Officer was made by Mr. Walpole, Seconded by Mr. Heffron. Vote taken: Ayes -
Heffron, Sovocool, Rankin, Walpole, Dow. A motion to accept Ralph Mattoon's
resignation was made by Mr. Walpole, seconded by Mr. Sovocool. Vote taken:
Ayes - Heffron, Sovocool, Rankin, Walpole, Dow. A letter of thanks will be sent
to Mr. Mattoon also.
A motion was made by Mr. Sovocool to appoint Harvey Fink for a seven year term as
Chairman of the Planning Board for 1977 and re- elected to a term expiring March
1984. Seconded by Mr. Walpole. Vote taken: Ayes - Dow, Walpole, Sovocool,
Rankin, Heffron. Mr. Heffron made a motion to appoint Gordon Hoy for a five year
term as Chairman of the Appeals Board for 1977 and re- elected to a term expiring
March 1982. Seconded by Mr. Sovocool. Vote taken: Ayes - Dow, Walpole,
Sovocool, Rankin, Heffron.
Mrs. Jill Charboneau, Project Director for R.S.V.P. (Retired Senior Volunteer
Program) explained the program as It relates to Groton. Mrs. Charboneau hopes to
involve Groton's Senior Citizens in worthwhile assignments that will not only
benefit our community but help them feel needed. Mr. Heffron suggested Jill
attend a monthly meeting at Senior Citizens Nutrition Program to explain R.S.V.P.
and have residents at the Senior Citizens Complex fill out questionnaires to see
what they are best suited for and what their interests are.
A Resolution made by Mr. Walpole, seconded by Mr. Sovocool, to hold a public
hearing relating to liability coverage for Highway Department on May 2. 1977 @
8:00 P.M. at the Town Hall. Voted on: Ayes - Sovocool, Walpole, Rankin, Heffron,
Dow.
No bids were opened for bridge project. It was decided to readvertize for the
next board meeting regarding the bridge construction project. This project is to
cost $1,000 more and expand another 4' in width and 24' in length, additional
funds will come from Federal Revenue Sharing,
Mr. Dow read the letter he wrote dated April 4, 1977 to Judge Williamson
requesting him to come to a Town Board meeting to discuss E.O.C. funds. Board
briefly discussed the Senior Citizens Complex interest in purchasing a used
school bus for transporting its residents.
Representatives from "American Television & Communications Corp." and islr. Cerrachi
from Cerrachi Cable TV attended this meeting to discuss the purchase of Cerrachi
Cable TV and its affects on Groton under the Franchise Agreement with the town.
This corporation, based in Denver, Colorado, is the only system in New York State
since 1973, which is located in Albany. The New York State Cable Commission has
approved this company. No changes are contemplated as it will carry on where
Cherrachi left off. This cannot be changed as a matter of law. It will serve 10
municipalities in Tompkins County and each municipality will make its own decisions
rather than forming a Tompkins County Commission, Mr. Dow suggested Mr. Wiggins
and Town Attorney, Benjamin Bucko, meet before the next Board Meeting, May 2. 1977
or prior to June Town Board Meeting to construct a notice for a public hearing to
approve the transfer of Cerrachi Cable TV to "American Television & Communications
Corp."

Other business discussed: Mx. Walpole requested a quarterly up =date of Town Budget,
Mr, Kenneth Wood, Groton's representative to the Fall: Creek River Management Project
attended the latest Fall Creek rianagement neeting and came to up -date the Board on
the future plans regarding this project. One, to elect four council member`s, for
two year terms as representatives from Groton, Dryden, Freeville and McLean. Two,
to inform the hoard of a meeting being held at the Tompkins County Planning Board
offioe on .April 14, 1977 at 8:00 P.M, The Managements aim is to keep Fall Creek
the tray it is with no new growth. Discussed briefly action to pass a local law
for S.E.CJ.R. as it is Mate Law. Mr. Dow read'lettera he wrote to Gary Lee and
Bill. Smith, dated April Z, 1977s regarding the town's decision not to take action
to pass a local last.

Clerk read Public Notice of New Local Liability Law � Local Law No. 1, section
5A of Town Law, Mr. Rankin moved to table until next meeting, seconded by
Mr. Walpole. Vote taken: Ages - Walpole, Rankin, Heffron, Dow.
Clerk opened and read bid for bridge materials on Old Stage Road at 8 :00 P .M ,
Chumung Supply was the only bidder with a bid of $6577,60. Mr. Walpole moved
to accept bid if it meets Highway Specifications. Seconded by Mr. Rankin.
