Discussed "Open Meetings Law" that became effective January 1, 1977. Need a
resolution to incorporate law in minutes. Ben Bucko will look into how to-
adopt local law and legalities for resolution.
Discussed dog problem - Board of Representatives have increased redemption
fee for unlicensed or untagged dogs to $15.00 and a redemption fee for un-
leashed dogs to $7.00 to be effective immediately (Jan. 5. 1977). The Town
and Village must look into leash law. Town will ask William Brothers of the
SPCA to speak at Board Meeting in February or March on the leash law, and also
will invite representatives from the Village to attend meeting. -
Discussed having Robert Dempsey of the Dempsey Insurance Agency come in to
.ro over Town's Policy with Board Members. I
Major goals and objectives of the Town Board for 1977 are to establish a
liaison between State Legislature and let our woes be known= support our
County Board of Representativest extend an open invitation to Claude Holden
to attend Town Board Meetings.

Those present were: Hicks Be Dow, Supervisor
Verl Rankin, Jr., Councilman
Ellard L. Sovocool, Councilman

Also present were: Claude Holden, Robert Dempsey, Mary, Evelyn Dempsey,
Gurdon Lockwood, Frank Satterly, Karl Stamm, Leonard Proper
Mr. Sovocool moved.to accept the minutes of the Town Board Meeting held
January 3, 1977, as mailed. Seconded by Mr. Walpole. Upon vote carried
unanimously.
Claims #1 to #40 of the Highway Fund and #1 to #34 of the General Fund were
presented for audit. Mr. Walpole moved that the bills be paid and the Clerk
instructed to draw a warrant for them. This was seconded by Mr. Rankin and
upon vote carried unanimously.

WHEREAS, Teresa Robinson served as doting Town Clerk from June i
through December 31, 1976, and
WHEMSr she served the difficult dual role as Bookkeeper, now there -
fore be it
RESOLVED, UNANIMOUSLY, that this Board express its sincere gratitude
to Teresa for her excellent work as Acting Tcyvn Clerk during our past
re- arganizational period and her concern and hardwoxk in serving a
most difficult dual role.
It was moved by Mr. Walpole that Mr. Sovocool and her. Hof'fro. serve as a
liaison committee to represent our lboard with the firemen. Seconded by
Mr. Rankin. Upon vote carried unanimously,

Discussed Open PQeeiing Law. Was decided to hold off on resolution until
after New York City Convention which may shed new light on possible changes

Mr. Dow, Mrs Walpole and Mr. Heffron expressed interest in attending meeting
in Binghamton, Saturday, February 19 at 9130 A.M. on the "F ature of Mobile
Homes."
Nr, 13111 Brothers from the SPCA spoke on the benefits of haying a leash law
in the Town and Village of Groton. He also informed us of County action
and action by other Municipalities. At this time, it appears that the
county is reluctant to provide additional manpower, increase facilities, eta.
until it gets the reaction from towns and villages through a resolution to
the County Board of Representatives expressing their interest in the leash
law. It was mentioned that the Town Attorney come up with a rough draft of
a leash law for the Town and vi- lia,ge of Oroton. Matter will be brought
before the County Municipal's Association Meeting in March.
Discussed delinquent dog list preparation to begin on the 10th of February,
prePa►rationt of summons, foes, appearance dates, etc.
Mr. Buckc volunteered to serve on the Testimonial Dinner Committee for
Drs Short's retirement.
Ir# Walpole moved that a special thank you be extended to the Highway
Superintendent and his employees far the fine ,fob done during the past
storms.. Seconded by Mrs Heffron. Carried unanimously (Type letter from
'down Board and put on Bulletin Board.)
