"JANUARY '3, 1977 - MINUTES OF THE TOWN BOARD MEETING HELD MONDAY ® 7 :30 P. M.

Also present were, Mary Evelyn Dempsey, Arthur Clark & Kenneth Wood
Mr. Sovocool moved to accept the minutes of the Town Board Meeting held
December 6,.1976 and the special Town Board Meeting held December -28, 1976,
as mailed. Seconded by Mr. Walpole. Upon vote carried unanimously.
No action on warrants as this was done at the Special Town Board Meeting held
on December 28, 1976.
Moved by Mr. Rankin, seconded by Mr. Walpole. Adopted unanimously
RESOLVED, to surrender preferential rights to the potential purchase
of the Lehigh Valley•Rallroad Company properties, East Ithaca - Cortland
Branch, in the Counties of Cortland and Tompkins.
Discussed mandated adoption (April 1, 1977 deadline) of local government
regulation *of Department of Environmental Conservation involving Department of
Transportation environmental impact. Moved by Mr. Walpole, seconded by Mr.
Sovocool that a letter be sent by Mr. Dow to Assemblyman Gary Lee stating that
the Groton -Town Board is much opposed to many of the state mandates relating to
local autonomy -- specifically the requirement from the State Environmental Depart-
ment regarding,impact statements from Town Highway Departments. Upon vote
carried unanimously.
Discussed recent materials from Tompkins County Intergovernmental Relations
Study Committee on Cable Television Task Force. Since material was a second
draft, no action was taken until board members had a chance to read entire
draft which isl,to be photocopied by clerk and mailed to Board Members,
Discussed County Hearing on Business Investment Exemption to beheld January 12,
197 79 at 7 =30 P.M. in the Courthouse. If no action is taken locally, exemption
will be automatic. Board requested a copy of Memo from the State Board of
Equalization and Assessment be sent to them by the Clerk, along with a copy of
two possible techniques for apportioning costs among municipalities in Tompkins
County- based on assessed value or population.

RESOLVED, that the First National Bank of Groton be-designated as the
depository for all monies coming into the hands of the Supervisor and
Town Clerk of the Town of Groton.
b) Moved by6Mr. Walpole, seconded by Mr. Sovocool. Adopted unanimously
RESOLVED, that the Groton Journal & Courier be designated as the official
newspaper of the Town of Groton.
c) Moved by Mr. Walpole, seconded by Mr. Rankin. Adopted unanimously
RESOLVED, that Benjamin Bucko be appointed Town Attorney for the Town
of Groton.
d) Moved by Mr. Dow, seconded by Mr. Walpole, Adopted unanimously
RESOLVED, that Richard French and Ralph Mattoon be appointed as
Constables for the Town of Groton.
e) Moved by Mr. Dow, seconded by Mr. Walpole. Adopted unanimously
RESOLVED, that Verl Rankin, Jr. be appointed Deputy Supervisor for
the Town of Groton.
f) Moved by Mr. Rankin, seconded by Mr. Walpole, Adopted unanimously
RESOLVED, that Laura Haughn be appointed Deputy Town Clerk of the
Town of Groton.
g) Moved by Mr. Walpole, seconded by Mr. Heffron. Adopted unanimously
RESOLVED, that Dana Snell be appointed Enforcement Officer of Mobile
Homes, Zoning, Swimming Pools and Junkyard Ordinances for the Town of
Groton.
h). Moved by Mr. Sovocool, seconded by Mr. Heffron. Adopted unanimously
RESOLVED, that small tool expenditures of up to $500 by the Highway
Superintendent be authorized.
i) Moved by Mr. Walpole, seconded by Mr. Rankin. Adopted unanimously
RESOLVED, that "Slim" Cargill be appointed as Deputy Highway Super-
intendent for the Town of Groton..
J) Moved by Mr. Sovocool, seconded by Mr., Walpole. Adopted unanimously
RESOLVED, that Teresa Robinson be appointed as Bookkeeper to the
Supervisor for the Town of Groton..
k) Moved by Mr. Walpole, seconded by Mr. Sovocool. Adopted unanimously
RESOLVED, that.the Town Board does hereby fix the salaries of the•follow-
ing town officers and employees at the amounts,respectfully stated and
that such salaries shall be paid at the times respectively specified:

Teresa Robinson, Bookkeeper 2600.00 Monthly
Colleen D. Pierson, Town Clerk $ 7200.00 Monthly

Action taken to appoint Hicks Dow as Delegate and Robert Walpole as Alternate
to the Annual Association of Towns Meeting to be held February 21 -23, 1977-.
Discussed "Open Meetings Law" that became effective January 1, 19?7: Need•a
resolution to incorporate law in minutes. Ben Bucko will look into how to*
adopt local law and legalities for resolution.
Discussed dog problem -- Board of Representatives have increased redemption
fee for unlicensed or untagged dogs to $15.00 and a redemption fee for un-
leashed dogs to $7.00 to be effective immediately'(Jan. 59 1977). The Town
and Village must look into leash law. Town will ask William Brothers of the
SPCA to speak at Board Meeting in February or March on the leash law, and also
will invite representatives from the Village to attend meeting..
Discussed having Robert Dempsey of the Dempsey Insurance Agency come in to
go over Town's Policy with Board Members.
Major goals and objectives of the Town Board for 1977 are to establish a
liaison between State Legislature and let our woes be known; support our
County Board of Representatives; extend an open invitation to Claude Holden
to attend Town Board Meetings.

Gurdon Lockwood, Frank Satterly, Karl Stamm, Leonard Proper
Mr. Sovocool moved to accept the minutes of the Town Board Meeting held
January 39 1977, as mailed. Seconded by Mr. Walpole. Upon vote carried
unanimously.
Claims #1 to #40 of the Highway Fund and #1 to #34 of the General Fund were
presented for audit. Mr. Walpole moved that the bills be paid and the Clerk
instructed to draw a warrant for them. This was seconded by Mr. Rankin and
upon vote carried unanimously.
