A move was made to seek approval of the northerly route for Rt . 13 by the Department of
Transportation recently to take advantage of the Federal funds mentioned- in the article .
The Central New York Regional Planning Board has the lower of review over all plans for
the region by public agenriess they reviewed the Department of Transportation ' s proposal last week
and returned the proposal to the Department of Transportation for further work on alternatives .
Essentially , this means that the Regional Planning Board has turned down the proposal as it now
stands :
2hmnbdh= Cortland County , as you know , is a member of the Central New York Regional
Planning Boards Tompkins County is not . I am informed by Extension sources that the reason for the
Regional Planning Board ' s refusal to accept the highway plan is largely due to dissatisfaction with
the northerly route (the one coming into Groton and ending at the Homer interchange with Rt . 81 )
:)y Cortland County, which favors the southerly route connecting with Rt . 81 south of Cortland .
According to the reports on routes published in the newspapers last year $ selection of a
southerly route would probably remove proposed Rt . 13 from Groton entirely , or at least greatly
liminish its effect on Groton , depending upon a number of alternatives chosen.
I am also informed that the farm of Martin Beck near McLean would be heavily affected by
Selection of the northerly route for Rt . 139 and that he has kept informed of developments . Some
Ldvice for the concerned farmers of Groton was given to me to pass on to you : Groton farmers have
iot involved themselves strongly enough with the Tompkins County Planning Board, i . e , made their
views known strongly , when the Board makes decisions and approves plans for Rt . 13 :
What happens nowt' The Department of Transportation will probably make the next move by
;uggesti#g alternative routes which they feel may reduce objections to the present route and seek
approval of the planning boards concerned once again. How long this will take , no one knows .
..he State still must come up with 34 of the cost , according to the article . Even tf the plans are
Lpproved, no one seems to kno if Albany will pay even 30 % at this time .
