Minutes of the ( 2 ) special meetings , ( 1 ) in Groton City 11 / 17 / 71
and the other in the Groton Central School 12 / 1 /71 , were passed
out by George Totman .
Hicks Dow : As of January 1 , 1972 , I will become the Town
Supervisor and ; therefore , I will nolonger 'be
able to be a member of this fine group . Now ,
in order to make my resignation official , I have to
submit it in writing at a Town Board Meeting of
which I will do at their next meeting .
At this time I feel it would be advisable to
submit our recommendations to theWown Board for
my replacement . Now , should we have another lady
to serve along with Zana . . . just a thought to
ponder . . .
• I have the final draft of the Zoning Commission
report , except for the changes that were made at
the pu'blicinformation meetings , they are penciled
in and new pages will have to be typed and then
about 75 copies made .
Now getting back to someone to replace me , do you
have any suggestions ?
George Totman :
I would like to have Don Payne ' s name resubmitted .
He lives on the Cortland -Groton road and is
employed by SCM as a Methods Engineer .
Ronald Cotanch :
How about the fellow you submitted before that
lives in a mobile home on the Cortland -McLean road .
George Totman :
I still have him in mind , 'but at this time I feel
that I would rather go for Zana ' s suggestion of
Mr . Payne . The man we are referring to is
• Mr . John McMullen .

• Hicks Dowee I ' d like to spend a minute or so here and talk
about the Board of Appeals . This Board as I
see it , will be a very important factor in the
future of our zoning ordinance . Would each
of you please set down when you get home or
some time over the weekend - - maybe discuss it
with your family and neighbors - - then jot the
name or names down on a ;postcard along with
some information on this individual and send it
to me .
Ed McLaughlin :
How much time would 'be involved to serve on this ,
Board ?
Hicks Dow : It ' s really hard to foresee . There could be
times when the load could be quite heavy and
then again there might be times when it could
go quite a spell without much happening in
the nature of appeals .
Ben Buckoe The Board of Appeals will not come into existance
until after the Town Board passes on the Zoning
Ordinance .
• ( At this time Ben presented to Hicks Dow the
proper pages of titles , violations , and
penalities to be inserted in the proper places
of the final draft . )
Let me explain the steps that now have to be
taken to formalize the zoning ordinance .
1 ) Zoning Commission adopt the final
draft .
2 ) Letter of transmittal and presentation
of zoning ordinance to Town Board .
3 ) • • • • • Town Board accept the final draft .
( At this time the Zoning Commission
will have completed its obligations ) .
4 ) . . . . . Town Board to consider Zoning
Ordinance as presented by Zoning
Commission .
5 ) . . . . . Contract for publication of notice to
media in general terms of ordinance .
6 ) . . . . . Publication of notice for hearing
• at least 10 days prior to said hearing .
7 ) . ease Submission of copy of final draft to
the Tompkins County Planning Board ,
Village of Groton and the Stat & , .
Regional Planning Board .

8 ) Public hearing - - if the Town Board wishes
• to consider it - - has to 'be at least 30
days after the above copies have been delivered
and the official publication has to 'be at
least 10 days prior to public hearing .
Hicks Dow : I will personally take a copy to the
chairman of the County Planning Board .
I would like to at this time express my feelings
on the importance of cooperation 'between these
two boards .
He stated that nothing is gained 'but a lot is
loss when two 'branches of government pull in
different directions .
Ron Cotanch : I move that the final draft as compiled by
members of the zoning commission after the last
four public meetings ,

Hicks Dow : Let me once again ask for the postcards for your
suggestions for prospective members of the Board
of Appeals . I want the Town Board to have time
to study the names so that when the time comes
for a decision , it can 'be a well thought out one .
Ben Bucko : The Board of Appeals can make or 'break a zoning
ordia.nce . So this .person has to be first one
who believes in an ordinance and of such character
to 'be able to accept criticism , etc .
Frank Scheffler :
Asked about submitting the name of George Lawrence
to replace Hicks Dow on the Planning Board .
He lives in a mobile home with his family in
West Groton and is some sort of an engineer .
George Totman :
Brought the question of the final map designating
• the different zones , etc .
It was noted that the map that we have now is
not the final one . Mr . Niederkorn will present
us with all the necessary and final maps upon

• the completion of his work .
Ronald Cotanch :
Question : The Town Board will 'be meeting before
we have our next meeting and then Hicks will be
the Town Supervisor and then we will be without
a chairman .
Hicks Dow : This is when the Vice Chairman takes over .
Mr . Dow said that he has received a letter from
the Groton Community Health , Housing , and
Nursing Home and Company , Inc of which he read
aloud and following are some of the note - worthy
points .
The complete project will cost approximately
4 . 5 million . To be located on a 50 acre tract
now owned by the Finger Lakes Honey Corporation .
Phase I will consist of the Nursing complex .
A 80 bed structure which will .provide 40
extended care 'beds and 40 health related beds ;
a clinic which will provide doctors '. offices
with the necessary examination and treatment
• rooms ; necessary space and equipment to provide
the needed therapy programs ; administration
area to 'be in the chapel .
Phase II is not to be started until Phase I
is operating efficiently . 80 to 100 garden
style apartments , recreation areas , offices and
administration area .
The proposal has received local , county , regional
and State approval .
The funding will be 97% State and Federal 3% from
local sources .
1 ) The Groton home for aged has passed
resolutions committing its total liquid
assets in excess of $ 60 , 000 upon completion
of the ,project .
2 ) The facility is designed to 'be self - supported .
3 ) Contributions locally to be not ,less than
$ 100 , 000 .
4 ) There has been $ 25 , 000 already collected .
• Hicks Dow : At the January meeting of the Town Board the
Vice Chairman of the Planning should present the
final draft of the zoning ordinance .
George Totman :
___ Could I have a copy of the final draft before ( 4 )
that meeting and also enough copies so that I
could give one to each Planning Board member ?
Hicks Dow : I will see that you get a copy before that night ,
