REGULAR MEETING
The Regular Meeting of the Town of Groton Planning Board was called to order by
Chair Edward Neuhauser at 7:30 p.m.
APPROVAL OF MINUTES - 16 OCTOBER 2014
Chair Neuhauser commented that on the last page of these Minutes, under "Other Matters - McLean
Fire Station," the Ed referred to was Ed Marx, Tompkins County Commissioner of Planning. With this
clarified, a motion was made by Member Monica Carey to approve the Minutes of the 16 October
2014 Planning Board meeting, as submitted. The motion was seconded by Member Lisa Maloney
Hahn, with the vote recorded as follows:

Motion carried.

OLD BUSINESS - NONE
NEW BUSINESS
Debrah Finton, Applicant/Reputed Owner - 280 Pleasant Valley Rd. - TM #32.-1-26 - Proposed
Minor Subdivision
Chair Neuhauser recognized the applicant who explained that she owned the subject 15.40± acre
parcel and would like to subdivide it into two parcels, one of 10.20± acres, which she would retain, and
the other containing 5.20± acres which she would be selling to Mark Rodee, her adjacent neighbor to
the east, all as shown on the survey map accompanying the application. He, in turn, planned to
combine this subdivided parcel with his.

A motion was made by Member John Morey that the Town of Groton Planning Board declares
itself as Lead Agency under SEQRA for the proposed Minor Subdivision. The motion was
seconded by Member Barbara Clark, with the vote recorded as follows:

Member Carey
Member Clark
Member Morey Absent: Member Baxendell
Member Maloney Hahn
Member Wyllie
Motion carried.
This becomes Action #82 of 2014.
Chair Neuhauser then read aloud Part II of the Short Environmental Assessment Form. Negative
responses were obtained to all questions in Part II.
A motion was then made by Member Clark that, based on the information and analysis of the
SEQR concerning this application, the Town of Groton Planning Board has determined that the
proposed action will not result in any significant adverse environmental impact, resulting in a
Negative Declaration. The motion was seconded by Member Maloney Hahn, with the vote
recorded as follows:

With no further discussion, a motion was then made by Member Maloney Hahn to waive the Public
Hearing and approve the Minor Subdivision, as requested. The motion was seconded by Member
Bret Wyllie, with the vote recorded as follows:

Mark Rodee, Applicant/Reputed Owner - Pleasant Valley Road - TM #32.-1-23.2 - Proposed
Boundary Line Change lis Consolidation of Parcels
Chair Neuhauser recognized the applicant who explained that he was purchasing a 5.20±-acre parcel
from his neighbor, Debrah Finton (TM #32.-1-26), as shown on the maps accompanying the
application. He was seeking approval to combine this 5.20±-acre parcel with the subject parcel.

A motion was made by Member Maloney Hahn that the Town of Groton Planning Board declares
itself as Lead Agency under SEQRA for the proposed Boundary Line Change and Consolidation of
Parcels. The motion was seconded by Member Clark, with the vote recorded as follows:

Thomas Ludgate, Applicant/Reputed Owner - 3 Stevens Road - TM #38.-4-5 - Proposed Retail
Antique Store
Chair Neuhauser recognized the applicant who explained that he was seeking approval to operate a
retail antique store at this location (former quilt shop/pie place), as described in the narrative and
shown on the maps accompanying the application. Member Carey asked about parking for the
proposed store, and Mr. Ludgate stated that there was ample parking behind the building, as shown.
Chair Neuhauser informed the applicant that a Public Hearing regarding his proposal was required.
In response to the Board's question, the applicant advised that his hours of operation would be from 8
a.m. to 9 p.m., seven days per week, but he wouldn't be there all the time.

With no further discussion, a motion was made by Member Clark to approve the Preliminary Site
Plan for the proposed retail antique store, as requested, with a Public Hearing to be held on 18
December 2014 at 7:30 p.m. The motion was seconded by Member Maloney Hahn, with the vote
recorded as follows:
