The Public Hearing was opened a 7:30 p.m. by Chairman Ed Neuhauser who then read aloud the Legal
Notice as published on 8 October in The Groton Independent; proof of publication has been placed on
file for the record.
Chair Neuhauser recognized the applicants and asked that they address the public. Deborah Atwood
explained that her husband owns an excavating business where the equipment is mostly at the job site
and the parcel is used as a home base. They have some pickup/dump trucks stored there when they
are not in use, with some minor repairs to the equipment being done on site.
Chairman Neuhauser asked if there were any comments from the Public; there were none.
With everyone heard who wished to be heard, the Public Hearing
was closed at 7:32 p.m.
REGULAR MEETING
The Regular Meeting of the Town of Groton Planning Board was called to order by
Chair Edward Neuhauser at 7:32 p.m.
APPROVAL OF MINUTES - 18 SEPTEMBER 2014
A motion was made by Member Bret Wyllie to approve the Minutes of the 18 September 2014
Planning Board meeting, as submitted. The motion was seconded by Member Monica Carey,
with the vote recorded as follows:

Storage Area
A motion was made by Member John Morey that the Town of Groton Planning Board declares
itself as Lead Agency under SEQRA for the proposed Final Site Plan. The motion was seconded
by Member Barbara Clark, with the vote recorded as follows:

Motion carried.
This becomes Action #72 of 2014.
Chair Neuhauser then read aloud Part II of the Short Environmental Assessment Form. Negative
responses were obtained to all questions in Part II.
A motion was then made by Member Mark Baxendell that, based on the information and analysis
of the SEQR concerning this application, the Town of Groton Planning Board has determined
that the proposed action will not result in any significant adverse environmental impact,
resulting in a Negative Declaration. The motion was seconded by Member Wyllie, with the vote
recorded as follows:

Motion carried.
This becomes Action #73 of 2014.
With no further discussion, a motion was then made by Member Clark to approve the Final Site

Proposed Boundary Line Change & Consolidation of Parcels
Chair Neuhauser recognized the applicant who explained that he owned the subject adjoining parcels
and wished to combine them, as shown on the maps accompanying the application.
A motion was made by Member Maloney Hahn that the Town of Groton Planning Board declares
itself as Lead Agency under SEQRA for the proposed Boundary Line Change and Consolidation of
Parcels. The motion was seconded by Member Clark, with the vote recorded as follows:
Ayes: Chairman Neuhauser Nays: None

Motion carried.

OTHER MATTERS
• McLean Fire Station - Chair Neuhauser met with Ed regarding a proposed new fire station.
Wetlands discussed.
• Town Board Issue - CEO Coats reported that Town Board had asked that the ZBA and
Planning Board be advised of website where a grant is available for software to run a lot of
programs the Town would use (up to $5,000). But in order to apply, we have to open Zoning
Code with regard to solar energy, electric refueling stations (both commercial and residential);
Groton does not have this covered in our Code. While Code is being revised, it's a good time to
correct those issues discovered over the past. The Town Board wants the Planning Board's
input. CEO Coats handed out a list of suggested changes for the Board's review, asking them
to provide input to Deputy Clerk Cargian by next month.
• CEO Report- CEO Coats reported that there was nothing coming up right now.
• Supervisor Report- Supervisor Morey had nothing to report.
• Training- Chair Neuhauser reminded everyone of the October 301h training at TC3.
ADJOURNMENT
At 8 p.m., a motion was made by Member Clark to adjourn the meeting. The motion was seconded by
Member Maloney Hahn, with all members present voting in favor.
