Proposed Dog Daycare and Boarding (dba Puppy Trails)
The Public Hearing was opened a 7:30 p.m. by Chairman Ed Neuhauser who then read aloud the Legal
Notice as published on 10 September in The Groton Independent; proof of publication has been placed
on file for the record.
Chair Neuhauser recognized the applicant and asked she address the public. The applicant explained
she was seeking approval to have a dog daycare business in her home where she would take in no
more than 4 dogs at any one time.
Chairman Neuhauser asked if there were any comments from the Public; there were none, Town
Board; there were none, Planning Board; there were none. He then recognized the petition that the
applicant supplied from her neighbors.
With everyone heard who wished to be heard, the Public Hearing
was closed at 7:37 p.m.
REGULAR MEETING
The Regular Meeting of the Town of Groton Planning Board was called to order by
Chair Edward Neuhauser at 7:38 p.m.
APPROVAL OF MINUTES - 21 AUGUST 2014
A motion was made by Member Lisa Maloney Hahn to approve the Minutes of the 21 August
2014 Planning Board meeting, with the corrections that Member Barbara Clark was present and
Member Brett Wyllie was absent. The motion was seconded by Member Barbara Clark, with the
vote recorded as follows:

Lisa Colby, Applicant/Owner of Record - 62 Pleasant Valley Road - TM #36.-1-5 - Final Site Plan
Review for Proposed Dog Day Care & Boarding (dba Puppy Trails)
Chair Neuhauser asked if there were any questions regarding the Final Site Plan; there were none.
A motion was then made by Member John Morey that the Town of Groton Planning Board
declares itself as Lead Agency under SEQRA for the proposed Final Site Plan. The motion was
seconded by Member Brett Wyllie, with the vote recorded as follows:

This becomes Action #64 of 2014.
Chair Neuhauser then read aloud Part II of the Short Environmental Assessment Form. Negative
responses were obtained to all questions in Part II.
A motion was then made by Member Barbara Clark that, based on the information and analysis
of the SEQR concerning this application, the Town of Groton Planning Board has determined
that the proposed action will not result in any significant adverse environmental impact,
resulting in a Negative Declaration. The motion was seconded by Member John Morey, with the
vote recorded as follows:

Chair Neuhasuer added one modification to the site plan that if the applicant plans to have dogs stay
overnight, outside, that she would come back before the Planning Board to hold a Public Hearing.
With no further discussion, a motion was then made by Member Maloney Hahn to approve the
Final Site Plan, with the requested modification. The motion was seconded by Member John
Morey, with the vote recorded as follows:

OLD BUSINESS
McLean Fire District, Applicant/Owner of Record - 2 Stevens Road - TM #38.-8-9 - Proposed Fire
Station Expansion
Chair Neuhauser noted the board has received a resolution from the McLean Fire District to withdraw
the proposed Site Plan application to expand the fire station. Having been withdrawn, a new
application will be required for future site plans.
No Action Taken.
NEW BUSINESS
Steven Morse & Deborah Atwood/ Owners of Record - 261 Chipman Corners Rd. - TM #16.-1-
7.21 - Preliminary Site Plan Review Construction and Contractor office, equipment & material
storage area (dba All Seasons Excavation LLC)
Chair Neuhauser recognized the applicant Deborah Atwood, who explained that her husband owns an
excavating business where the equipment is mostly at the job site and the parcel is used as a home
base. They have some pickup/dump trucks stored there when they are not in use, with some minor
repairs to the equipment being done on site. They would not be doing any fabricating in the "shop",
which was a pole barn that they had built. Member Morey asked if the trucks would be stored in the
"shop" on the site and Ms. Atwood agreed that they would. With no more questions from the board,
A motion was then made by Member Barbara Clark that the Town of Groton Planning Board
approve the Preliminary Site Plan and to set the Public Hearing for 16 October at 7:30 pm. The
motion was seconded by Member Brett Wyllie, with the vote recorded as follows:

Steven & Judy Kern Applicant/Owners of Record- 295 Pleasant Valley Rd. -TM #'s 35.-1-11.31
& 35.-1-11.32 - Proposed Boundary Line Change and Consolidation of Parcels
Chair Neuhauser recognized the applicant, Steve Kern, and asked he explain to the board his request
for a boundary line change. Mr. Kern stated they were selling their house and in the last minute of
closing they learned they had to have Planning Board approval to take two parcels they own and make
them one. With no questions from the board,

A motion was then made by Member Lisa Maloney Hahn that the Town of Groton Planning Board

OTHER DISCUSSION
• Training-A training opportunity will be held at Tompkins Cortland Community College on
October 30, 2014. Board members should sign themselves up and get a receipt to be
reimbursed.
• Extra Fee for Map Filing-The Assessment Department sent a letter that County Legislation
will require them to review all maps to be filed with the County Clerk first, for a fee.

• DEC Fishing Areas - Chair Neuhauser wanted the board to be aware that the DEC has
informed the Town they will be seeking fishing areas off Fall Creek through land owner lease
agreements or by buying the land outright as time and money allows. Town Board member
Sheldon Clark informed the board that they have already started a spot by Joe Urda's place
and by what was Demond's Farm.
• Cut off Time for Applications -There was a brief discussion concerning applications being
submitted the same day it would be reviewed. The CEO and the applicant had contacted the
Board Chair who allowed this particular request as the application was not complicated or
required any legal notification.
ADJOURNMENT
At 7:52 p.m., a motion was made by Member Clark to adjourn the meeting. The motion was seconded
by Member Maloney Hahn, with all members present voting in favor.
