SPECIAL MEETING
A Special Meeting of the Town of Groton Planning Board was called to order by
Chair Edward Neuhauser at 7:30 p.m.
Mathew Allen, Applicant/Reputed Owner - 21 Bossard Road - TM #22.-1-23.2 - Proposed Minor
Subdivision of Land
Chair Neuhauser recognized the applicant who explained he wished to subdivide his 20.28±-acre
parcel into two lots: One of 15.24± acres (Parcel 1) and one of 5.04± acres (Parcel 2) as shown on the
survey map ("Map Showing Lands of Mathew E. Allen," dated 7/16/14, by James J. Denkenberger,
PLS) accompanying the application. Parcel 2, improved with a house and garage, will be sold, and
Parcel 1 will be used at a later date for a new home.
At the conclusion of the applicant's description, a motion was made by Member John Morey that
the Town of Groton Planning Board declares itself as Lead Agency under SEQRA for the proposed
Minor Subdivision. The motion was seconded by Member Mark Baxendell, with the vote
recorded as follows:
Ayes: Chairman Neuhauser Nays: None

Member Wyllie
Member Morey Absent: Member Clark
Member Maloney Hahn
Motion carried.
This becomes Action #52 of 2014.
Chair Neuhauser then read aloud Part II of the Short Environmental Assessment Form. Negative
responses were obtained to all questions in Part II.
A motion was then made by Member Baxendell that, based on the information and analysis of
the SEQR concerning this application, the Town of Groton Planning Board has determined that

the proposed action will not result in any significant adverse environmental impact, resulting in
a Negative Declaration. The motion was seconded by Member Bret Wyllie, with the vote
recorded as follows:

Member Morey Absent: Member Clark

Motion carried.
This becomes Action #53 of 2014.
With no further discussion, a motion was then made by Member Lisa Maloney Hahn to waive the
Public Hearing and approve the Minor Subdivision, as requested. The motion was seconded by
Member Morey, with the vote recorded as follows:
Ayes: Chairman Neuhauser Nays: None

Motion carried.
This becomes Action #54 of 2014.
ADJOURNMENT
At 7:37 p.m., a motion was made by Member Wyllie to adjourn the meeting. The motion was seconded
by Member Maloney Hahn, with all members present voting in favor.
