REGULAR MEETING
The Regular Meeting of the Town of Groton Planning Board was called to order by
Chair Edward Neuhauser at 7:30 p.m.
CHAIRMAN'S REMARKS
Chairman Edward Neuhauser announced at the outset, "For the public, I'd like you to know that
during these meetings you are to remain in your chair unless requested to approach the Board by the
Chair and the Chair alone. So please stay in your seats during the meeting unless I ask you to come
forward. For the Board, if you want someone to come forward, please ask me and then well move
ahead. For the Board itself, while I am completing an Agenda item, I would like to hold off on moving
to anything else until I've opened the next Agenda item."
APPROVAL OF MINUTES - 19 JUNE 2014
A motion was made by Member Barbara Clerk to approve the Minutes of the 19 June 2014
Planning Board meeting, as submitted. The motion was seconded by Member Monica Carey,
with the vote recorded as follows:

Motion carried.

OLD BUSINESS
McLean Fire District, Applicant/Reputed Owner- 2 Stevens Road - TM #38.-8-9 - Continued Site
Plan Review- Proposed Fire Station Expansion
Chair Neuhauser asked if there was any update on the progress of this project. Kristie Robinson,
representing the Fire District, stated that she had supplied the Town with a letter from the NYSDEC
indicating they had no jurisdiction regarding the project; the letter has been placed on file for the
record. At last month's Planning Board meeting, the Board also requested written comments from the

Army Corps of Engineers; Ms. Robinson stated they had received nothing from them, so she called
them and indicated that they, too, had no jurisdiction; but in order to receive a formal letter, they
asked Ms. Robinson to submit some information, which she has done. They seemed disinterested and
told her their replay was a "low priority" but the letter would eventually be provided.
Chair Neuhauser reported that the Town sent the application to the Tompkins County Planning
Department; they have not responded as yet. The Town, he stated, will also be contacting the County
Health Department.
Chair Neuhauser then asked Ms. Robinson if she could explain what the "permissive referendum"
notice was that the applicant put in the official paper on July 8th. She explained that this was
required in order to move funds from one account to another to allow payment of invoices, e.g.,
engineering consultants, cost of fill, cost of survey, etc.
Chair Neuhauser stated that going ahead with this review will have to wait until the rest of the
information is received.

Ryan Walczak, Applicant/Reputed Owner - 1031 Cortland Road (NYS Route 222) - TM #28.-1-3.2
- Preliminary Site Plan Review - Proposed Parking Area for Heavy Equipment
(Note: This item appeared on last month's Agenda, but was postponed until now at the request of the
applicant.)
Chairman Neuhauser recognized the applicant who explained that he had purchased the subject
property from the then-owner who had obtained "the proper permits from the State to get the culvert
in, driveway, and sign." What he was looking for, he stated, was to create a parking lot/storage area
for his machinery used in his excavating business: dump trucks and equipment that is not being used,
in addition to miscellaneous materials (pipe, etc.). Long-term he would like to build a shop, but that
would be "down the road." Wants it to be a "commercial lot" to use for his business. No utilities will
be needed.
Chair Neuhauser explained to the applicant that the Board needed to receive input from the Tompkins
County Department of Planning, and that a Public Hearing would be held before the Final Site Plan
Review was completed.
With no further discussion, a motion was made by Member Clark to approve the Preliminary Site
Plan for the proposed heavy equipment parking area, with a Public Hearing to be held on 21
August 2014 at 7:30 p.m. The motion was seconded by Member Bret Wyllie, with the vote
recorded as follows:

NEW BUSINESS
George lis Brenda Talbot, Applicants/Reputed Owners - 461 Cortland Road (NYS Route 222) - TM
#121.-1-11 - Proposed Minor Subdivision
Chairman Neuhauser recognized Mrs. Talbot who explained she wished to separate the house, barn,
and shed out of her 61±-acre property, placing them on a 5±-acre lot as shown on the map
accompanying the application.
After a very brief discussion, a motion was made by Member John Morey that the Town of Groton
Planning Board declares itself as Lead Agency under SEQRA for the proposed Minor Subdivision.
The motion was seconded by Member Clark, with the vote recorded as follows:

Motion carried.
This becomes Action #49 of 2014.
Chair Neuhauser then read aloud Part II of the Short Environmental Assessment Form. Negative
responses were obtained to all questions in Part II.
A motion was then made by Member Carey that, based on the information and analysis of the
SEQR concerning this application, the Town of Groton Planning Board has determined that the
proposed action will not result in any significant adverse environmental impact, resulting in a
Negative Declaration. The motion was seconded by Member Baxendell, with the vote recorded as
follows:

Motion carried.

With no further discussion, a motion was then made by Member Clark to approve the Minor

At 7:52 p.m., a motion was made by Member Clark to adjourn the meeting. The motion was seconded
by Member Wyllie, with all members present voting in favor.
