The Public Hearing was opened a 7:30 p.m. by Chairman Ed Neuhauser. The Board Secretary read
aloud the Legal Notice as published in The Shopper on 7 May 2014; proof of publication has been
placed on file for the record.
Chair Neuhauser then recognized the applicant who explained to those present that she was seeking
approval to conduct yoga classes in the first-floor former living room and dining room areas of this
presently vacant residence.
Chair Neuhauser asked the public in attendance if there was anyone who wished to speak on the
matter; there was no one.
With everyone being heard who wished to be heard, Chairman Neuhauser closed the
Public Hearing at 7:33 p.m.
REGULAR MEETING
The Regular Meeting of the Town of Groton Planning Board was called to order by
Chair Edward Neuhauser at 7:33 p.m.
APPROVAL OF MINUTES - 17 APRIL 2014
A motion was made by Member Monica Carey to approve the Minutes of the 17 April 2014
Planning Board meeting, as submitted. The motion was seconded by Member Lisa Maloney
Hahn, with the vote recorded as follows:

OLD BUSINESS
Lesley Tillotson (dba Flow Yoga), Applicant/Richard & Geordie Tillotson, Reputed Owners - 330
Champlin Road - TM #27.-1-45.2 - Proposed Home Occupation (Yoga Classes)
Chairman Neuhauser acknowledged receipt of an email from Deborah and James Underwood of 392
Champlin Road who wanted to know if a business in a rural residential area would affect their
property taxes. They also were concerned about traffic and the potential for accidents in this "limited
site (sic) area..." They suggested the possibility of another location on the subject property. Chair
Neuhauser responded that the Planning Board has nothing to do with property taxes.
With no further discussion, a motion was made by Member Barbara Clark that the Town of Groton
Planning Board declares itself as Lead Agency under SEQRA for the proposed Home Occupation.
The motion was seconded by Member Maloney Hahn, with the vote recorded as follows:

This becomes Action #32 of 2014.
As requested by Chair Neuhauser, the Board Secretary then read aloud Part II of the Short
Environmental Assessment Form. Negative responses were obtained to all questions in Part II.
A motion was then made by Member Monica Carey that, based on the information and analysis
of the SEQR concerning this application, the Town of Groton Planning Board has determined
that the proposed action will not result in any significant adverse environmental impact,
resulting in a Negative Declaration. The motion was seconded by Member Mark Baxendell, with
the vote recorded as follows:

Motion carried.
This becomes Action #33 of 2014.
With no further discussion, a motion was made by Member Carey to approve the Final Site Plan
for the proposed Home Occupation (yoga classes) as requested, with no onstreet parking allowed.
The motion was seconded by Member Mark Baxendell, with the vote recorded as follows:

NEW BUSINESS
William B. Rady, Applicant/Reputed Owner - 322 Smith Road - TM #25.-1-4 - Proposed Doi
Kennel &Training Center
Chairman Neuhauser recognized the applicant who was seeking approval to construct a 15,000 SF
indoor training center for dogs, focusing on obedience, rally, tracking and, possibly, guide dog training,
all as explained in the narrative accompanying the application. In the future, he and his wife would
like to host an annual agility competition sanctioned by the American Kennel Club. Smaller events
may occur on a monthly basis. Events would run from 8 a.m. to 6 p.m. Training of dogs is done by 9
p.m. Parking would be on a graveled 120 ft. by 100 ft. lot; more space is available on the 73± A. if
needed. Portable toilets would be used in the beginning. Vendors would also be present at events.
Dogs would not be housed there as it is not a boarding kennel. In the future, they would like to train
rescue/guide dogs that would be housed there while in training. Approximately 15 acres would be
utilized for the proposed business, "Paws for Thought."
Mr. Rady stated that his long-term plan is to build his home there.
With no further discussion, a motion was made by Member Maloney Hahn to approve the
Preliminary Site Plan for the proposed dog kennel and training center, with a Public Hearing set
for 19 June 2014 at 7:30 p.m. The motion was seconded by Member Carey, with the vote
recorded as follows:

CEO REPORT TO PLANNING BOARD
CEO Gary Coats reported that across from area where Beck signs are, an area has been
graded there. Excavating equipment (Balczak ??) is going to be stored there. No junk
yard, no parts laying around, all equipment in running condition.
McLean Fire Department is planning an addition to the station. Bob Walpole will probably
do the presentation to the Board.
Salt Road Cell Tower - CEO Coats surprised it's not up yet. Foundation is in,just need to
place the tower.
John Beck has placed more signs. Nothing will be done until next Town Board meeting.
Flag lot subdivision coming in sometime on Clark Street Extension (Mike Klimaczewski ??).
ADJOURNMENT
At 8:15 p.m., a motion was made by Member John Morey to adjourn the meeting. The motion was
seconded by Member Baxendell, with all members present voting in favor.
