PUBLIC HEARING 711 Janson Staton, Applicant/Gary A. Moore, Reputed Owner - 839 Spring Street Ext. - TM #25.-1- 15 - Proposed Auto/Small Engine Repair Shop The Public Hearing was opened a 7:30 p.m. by Chairman Ed Neuhauser. The Board Secretary read aloud the Legal Notice as published; proof of publication has been placed on file for the record. Chair Neuhauser then recognized Mr. Moore who explained that the applicant was seeking approval for his son-in-law, Jayson Staten, to operate an auto/small engine repair shop at this location, as shown on the sketch accompanying the application. Chair Neuhauser asked the public in attendance if there was anyone who wished to speak on the matter; there was no one. With everyone being heard who wished to be heard, Chairman Neuhauser closed the Public Hearing at 7:35 p.m. REGULAR MEETING The Regular Meeting of the Town of Groton Planning Board was called to order by Acting Chair Monica Carey at 7:35 p.m. APPROVAL OF MINUTES - 20 MARCH 2O14 A motion was made by Member Monica Carey to approve the Minutes of the 20 March 2014 Planning Board meeting, as submitted. The motion was seconded by Member Barbara Clark, with the vote recorded as follows: Ayes: Chairman Neuhauser Nays: None Member Carey Member Clark Member Baxendell Member Wyllie Member Morey Member Maloney Hahn Motion carried. Moore, Reputed Owner - 839 Spring Street Ext. - TM #25.-1- 15 - Proposed Auto/Small Engine Repair Shop The Board reviewed the Final Site Plan for the proposed repair shop whose operating hours would be from 7:30 a.m. to 5 p.m., Monday thru Friday, and from 8 a.m. to noon on Saturdays; closed Sundays. It was noted by the Board that there is to be no outside storage of vehicles/junk. With no further discussion, a motion was made by Member Clark that the Town of Groton Planning Board declares itself as Lead Agency under SEQRA for the proposed repair shop. The motion was seconded by Member Maloney Hahn, with the vote recorded as follows: Ayes: Chairman Neuhauser Nays: None Member Carey Member Clark Member Baxendell Member Wyllie Member Morey Member Maloney Hahn Motion carried. This becomes Action #24 of 2014. As requested by Chair Neuhauser, the Board Secretary then read aloud Part II of the Short Environmental Assessment Form. Negative responses were obtained to all questions in Part II. A motion was then made by Member Monica Carey that, based on the information and analysis of the SEQR concerning this application, the Town of Groton Planning Board has determined that the proposed action will not result in any significant adverse environmental impact, resulting in a Negative Declaration. The motion was seconded by Member Bret Wyllie, with the vote recorded as follows: Ayes: Chairman Neuhauser Nays: None Member Carey Member Clark Member Baxendell Member Wyllie Member Morey Member Maloney Hahn Motion carried. This becomes Action #25 of 2014. With no further discussion, a motion was made by Member Carey to approve the Final Site Plan for the proposed auto/small engine repair shop as requested, with no outside storage allowed and with operating hours from 7:30 a.m. until 5 p.m., Monday thru Friday, and from 8 a.m. until noon on Saturdays. The motion was seconded by Member Mark Baxendell, with the vote recorded as follows: Ayes: Chairman Neuhauser Nays: None Member Carey Member Clark Member Baxendell Member Wyllie Member Morey Member Maloney Hahn Motion carried. Space II (dba Millbrook Associates), Applicant/Reputed Owner - Salt Road - TM #30.- 1-12.2 - Proposed Minor Subdivision Chairman Neuhauser recognized the applicant who was seeking approval of a Minor Subdivision, subdividing a 1.2±-acre parcel for a single-wide mobile home for farm employee use, as shown on the sketch accompanying the application. The applicant displayed the survey map to the Board; the parcel would have 200 feet of road frontage. With no further discussion, a motion was made by Member John Morey that the Town of Groton Planning Board declares itself as Lead Agency under SEQRA for the proposed repair shop. The motion was seconded by Member Wyllie, with the vote recorded as follows: Ayes: Chairman Neuhauser Nays: None Member Carey Member Clark Member Baxendell Member Wyllie Member Morey Member Maloney Hahn Motion carried. Page 3 of 4 (T)Groton Planning Board Minutes of Public Hearing&Regular Meeting 17 April 2014 Lesley Tillotson (dba Flow Yoga), Applicant/Richard & Georgie Tillotson, Reputed Owners - 823 Champlin Road -TM #27.-1-45.2 - Proposed Home Occupation (Yoga Classes) Chair Neuhauser recognized Lesley Tillotson who was seeking approval to conduct yoga classes in the first-floor former living room and dining room areas of this presently vacant residence, as indicated in the "Business Plan" which accompanied the application. Classes would be for all ages, with no definite schedule, and Monday night or Wednesday morning. There would be no Sunday classes. Morning classes are planned to start from 9 to 9:30, and evening classes at 6 p.m. Each class is approximately 1.25 hours. When asked about parking, it was noted that there is a wide gravel driveway, and additional gravel could be put behind the house, if needed. There was room enough to easily park ten vehicles without using available overflow area. Class size could be as high as five or six persons. They hope to have a sign eventually, and will conform with zoning regulations. With no further discussion, a motion was made by Member Carey to approve the Preliminary Site Plan for the proposed Home Occupation (yoga classes), as requested, and set a Public Hearing for 15 May 2014 at 7:30 p.m. The motion was seconded by Member Wyllie, with the vote recorded as follows: Ayes: Chairman Neuhauser Nays: None Member Carey Member Clark Member Baxendell Member Wyllie Member Morey Member Maloney Hahn Motion carried. This becomes Action #30 of 2014. OTHER BUSINESS Member Clark reported that she had attended the March 241h workshop for Planning Board members. ADJOURNMENT At 8 p.m., a motion was made by Member Clark to adjourn the meeting. The motion was seconded by Member Maloney Hahn, with all members present voting in favor. J E.
