REGULAR MEETING The Regular Meeting of the Town of Groton Planning Board was called to order by Acting Chair Monica Carey at 7:30 p.m. APPROVAL OF MINUTES — 20 FEBRUARY 2014 A motion was made by Member John Morey to approve the Minutes of the 20 February 2014 Planning Board meeting, as submitted. The motion was seconded by Member Lisa Maloney Hahn, with the vote recorded as follows: Ayes: Acting Chair Carey Nays: None Chair Neuhauser Member Clark Absent: Member Baxendell Member Morey Member Wyllie Member Maloney Hahn Motion carried. This becomes Action #9 of 2014. OLD BUSINESS - NONE NEW BUSINESS Janson A. Staton, Applicant/Gary A. Moore, Reputed Owner- 839 Spring Street Ext. - TM #25.- 1-15 - Preliminary Site Plan Review- Proposed Minor Auto & Small Engine Repair Shop Acting Chair Carey recognized the applicant and owner who explained to everyone that they were seeking approval to open up a minor auto and small engine repair shop in their existing pole barn. They proposed to repair lawn mowers, grass trimmers, chainsaws, and also change oil and tires on motor vehicles. There will be no outside storage or junk vehicles. Parking, Mr. Moore reported, is more than adequate. They plan on being open from 7:30 am. to 5 p.m. Monday thru Friday, with maybe a half-day on Saturday. They were not sure. In response to the Board's questions, they stated that oil/fluids will be taken offsite to a recycling center. Vehicles for repair would be kept inside the garage, as would small items for repair. With no further discussion, a motion was made by Member Barbara Clark to approve the Preliminary Site Plan for the proposed Minor Auto lis Small Engine Repair Shop, as requested, with a Public Hearing scheduled for 17 April 2014 at 7:30 p.m. The motion was seconded by Member Bret Wyllie, with the vote recorded as follows: Ayes: Acting Chair Carey Nays: None Chair Neuhauser Member Clark Absent: Member Baxendell Member Morey Member Wyllie Member Maloney Hahn Motion carried. This becomes Action #10 of 2014. Wendy Thompson, Applicant/Reputed Owner - 80 Sincerbeaux Road - TM #s 32.-1-20.2 20.1 - Boundary Line Change Acting Chair Carey recognized the applicant who was seeking approval to combine the above-stated two parcels into one parcel as shown on the maps accompanying the application. With no further discussion, a motion was made by Member Wyllie that the Town of Groton Planning Board declares itself as Lead Agency under SEQRA for the proposed Boundary Line Change. The motion was seconded by Member Maloney Hahn, with the vote recorded as follows: Ayes: Acting Chair Carey Nays: None Chair Neuhauser Member Clark Absent: Member Baxendell Member Morey Member Wyllie Member Maloney Hahn Motion carried. This becomes Action #11 of 2014. As requested by Acting Chair Carey, the Board Secretary read aloud Part II of the Short Environmental Assessment Form. Negative responses were obtained to all questions in Part II. A motion was then made by Member Clark that, based on the information and analysis of the SEQR concerning this application, the Town of Groton Planning Board has determined that the proposed action will not result in any significant adverse environmental impact, resulting in a Negative Declaration. The motion was seconded by Chair Ed Neuhauser, with the vote recorded as follows: Ayes: Acting Chair Carey Nays: None Chair Neuhauser Member Clark Absent: Member Baxendell Member Morey Member Wyllie Member Maloney Hahn Motion carried. This becomes Action #12 of 2014. This becomes Action #13 of 2014. James Houston, Applicant/Reputed Owner- 832 Spring Street Ext. - TM #s 25.-1-16.1 lis 16.2 - Boundary Line Change Acting Chair Carey recognized Marlin Houston, the applicant's father, who explained that his son was seeking approval to combine the above-stated two parcels of land into one parcel, as shown on the attachments to the application. With no further discussion, a motion was made by Member Maloney Hahn that the Town of Groton Planning Board declares itself as Lead Agency under SEQRA for the proposed Boundary Line Change. The motion was seconded by Member Morey, with the vote recorded as follows: Ayes: Acting Chair Carey Nays: None Chair Neuhauser Member Clark Absent: Member Baxendell Member Morey Member Wyllie Member Maloney Hahn Motion carried. Space II (dba Millbrook Associates), Applicant/Reputed Owner- Old Stage Road -TM #19.-1-24.1 - Minor Subdivision Acting Chair Carey recognized Cheyenne Cute, representing the applicant who was seeking approval to subdivide a 1.25±-acre lot from his 110±-acre parcel to be sold to Cheyenne and Jesse Cute, as shown on the map accompanying the application along with a Bill of Sale dated 3/10/14. The proposed lot will have 204± feet of road frontage and it borders the west property line of the Cute property. With no further discussion, a motion was made by Member Morey that the Town of Groton Planning Board declares itself as Lead Agency under SEQRA for the proposed Minor Subdivision. The motion was seconded by Member Wyllie, with the vote recorded as follows: Ayes: Acting Chair Carey Nays: None Chair Neuhauser Member Clark Absent: Member Baxendell Member Morey Member Wyllie Member Maloney Hahn Motion carried. This becomes Action #19 of 2014. Cheyenne lis Jesse E. Cute, Applicants/Ronald W. Space II (dba Millbrook Associates), Reputed Owner- 1045 Old Stage Road -TM #s 19.-1-24.3 lis Part of 24.1 - Boundary Line Change Acting Chair Carey recognized Cheyenne Cute, who was seeking approval to combine this newly subdivided 1.25±-acre lot (purchased from Mr. Space) with their Tax Map Parcel #19.-1-24.3 as shown on the map accompanying the application, making their total acreage 4.5± acres With no further discussion, a motion was made by Member Clark that the Town of Groton Planning Board declares itself as Lead Agency under SEQRA for the proposed Boundary Line Change. The motion was seconded by Member Morey, with the vote recorded as follows: Ayes: Acting Chair Carey Nays: None Chair Neuhauser Member Clark Absent: Member Baxendell Member Morey Member Wyllie Member Maloney Hahn Motion carried. Board members who had signed up for this: Maloney-Hahn, Ed Neuhauser, and Jim Morey (possibly). • New Town Council Member, Kelly Smith, was introduced.
