TOWN OF GROTON ZONING BOARD OF APPEALS
PUBLIC HEARING
Held at the Town Hall
Groton , N . Y ,
Tuesday - July 29 , 1975 - 8 PM

Mr . Hoy opened the hearing at 8 : 20 PM .and read aloud
the Notice of Public Hearing on the application of
Mr . and Mrs , D . Jacobs for a variance of the zoning
ordinance as published in the Journal and Courier on
July 16 , 1975 , a copy of which is attached hereto
and made a part of these minutes .
G . Hoy : Are you familiar , Floyd , with the parcel of land ? It ' s the second
one up from the fire station .
F . Fouts : On the west side of the road ?
G . Hoy : Yes . Mr . and Mrs . Jacobs would you like to make a statement as
to why you want the variance ?
Mrs . Jacobs : We need this variance for the purpose of putting up a mobile home
for my motheri: law , temporarily , so my daughter can move in with
her and take care of her and still be able to attend school as
there isn ' t room for her in our home ,
D . Snell : Mrs . Jacobs is on a kidney machine , - - she has to go to Syracuse three
nights a week for $ 6 . Ob night so can ' t take care of her mother - in -
law as hasn ' t got the room .
Mrs . Jacobs : This would be a temporary deal , - -we don ' t intend to leave the mobile
home there , - - it ' s just to have it to take care of her .
G . Hoy : Have you decided on the size of the trailer ?
Mrs . Jacobs : We want one fairly short , - - around 50 ft . we thought .
Mr . Jacobs : With 2 bedrooms .
G . Hoy : Will you have to have the Health Department check the sewage
system over ?
Mr . Jacobs : I would imagine so as it ' s 10 years or more since there was a
trailer there . It was all approved at one time but I imagine

Mr . Jacobs : it would have to be checked over .
G . Hoy : Yes , I imagine you would have to open it up . Maybe if you had
good records so they knew what was in there you wouldn ' t have
to . Usually when they write up a plan they draw it up and give
you a copy of it .

Mrs . Jacobs : Bossard was the one that had it in there .
G . Hoy : Possibly they would still have it on file .
Mrs . Jacobs : Yes , they must have a record .
D . Snell : I had a little experience with a trailer on Pleasant Valley Road .
There had been one there a few years before that and the fellow
wanted to put one in and I told him to check with the Health
Department and Donahue of the Health Department phoned me and
said he can ' t until they go out and try it . That ' s what he told
me but they may do something else now , I don ' t know .
G . Hoy : Could you tell us , roughly , what the distances between the house
on one side and house on the other side - - looks to me like you
have it in the center , - -42 ft . from the road which is farther
back than the houses . Could you tell us the distance between
the houses and trailer ?
Mr . Jacob : Right , - - on say a 50 ft . trailer there would be , - - I . would say , - -
at least 40 -45 ft . in between the houses with that size because
they had a 60 ft . one in there , didn ' t they ?
Mrs . Jacobs : Yes , I think so .
D . Snell : The main thing is distance from another ' s property line .
Mr . Jacobs : That belongs to Benton .
G . Hoy : And it would be almost in the center , which .would be 40 ft . from
their residence . Where is the property line ?
Air , Jacobs : Their house and garage - - line comes right up to the garage .
D . Snell : How far would it be from their lot line ?
Mr . Jacobs : We could vary it quite a ways and - - I think we could get it 40 -45
ft . away from it .
D . Snell : 25 ft . is all that ' s required from .a property line .
Mr . Jacobs : That would be easy , - - to get that .
G . Hoy : Is there anything else you -.would like to ask , Floyd ?
F . Floyd : I don ' t remember exactly where it is , - - it seems I do remember a
trailer there years ago .
G . Hoy : Well now there ' s just . a service pole there .

Mrs , Jacobs : There ' s also a cement base to put it on and so forth .
G . Hoy : If no more questions , then I ' ll close the hearing ,
The hearing was closed at 8@30 P . M .
Mr . . Hoy then convened a meeting with all
persons listed as present for the hearing
remaining .
F . Fouts : Do the other fellows understand ?
G . Hoy : Yes , we talked a little about it at the last meeting we had .
F . Fouts : Does the Planning Board do anything about this ?
G . Hoy : No , they submit a request to Dana to put a trailer in and as
long as didn ' t have a lot large enough for it they then have
to come before us for a variance .
D . Snell : What I do is reject it because they haven ' t got the footage and they
take it to the Appeals Board .
F . Fouts : I see . Well , - - as long as it ' s just temporarily , - - there has
been . a trailer in there .
G . Hoy : That ' s what Dick said over the phone . Can ' t see any problem as
this is under hardship conditions ,
D . Snell : You could have it put in the minutes that when she passes on it
would be taken out .
Mrs . Jacobs : That ' s the way my mother wants it . As long as it ' s my mother - in-
law it ' s fine .
G . Hoy : Well , when we make the motion then - why don ' t - we make it as long as
she ' s living in it - will pass it but - when she doesn ' t occupy it any
more it will have to be taken out then ,
Mrs . Jacobs : Yes ,
G . Hoy : Would you like to put that into a motion ,
Mr . Fouts made the motion in . accordance with the above minutes
which was seconded by R . Bell and the motion . carried .
Mr . Fouts made a motion that the meeting be adjourned which
was seconded by R . Bell and the motion carried .
The meeting adjourned at 25 to 9 PM.
