REGULAR MEETING The Regular Meeting of the Town of Groton Planning Board was called to order by Acting Chair Monica Carey at 7:30 p.m. APPROVAL OF MINUTES - 19 SEPTEMBER 2013 A motion was made by Member Lisa Maloney Hahn to approve the Minutes of the 19 September 2013 Planning Board meeting, as submitted. The motion was seconded by Member Mark Baxendell, with the vote recorded as follows: Ayes: Acting Chair Carey Nays: None Member Clark Member Baxendell Absent: Chairman Neuhauser Member Wyllie Member Morey Member Maloney Hahn Motion carried. This becomes Action #109 of 2013. OLD BUSINESS - NONE NEW BUSINESS Christopher Neville, Applicant/Reputed Owner - NYS Route 38 (Locke Road) - TM #121.-1-4 - Proposed Minor Subdivision Acting Chair Carey recognized Rick Neville, Jr., representing the Reputed Owner, Christopher Neville, who was seeking approval of a Minor Subdivision, dividing a 4.48±-acre parcel from the main parcel containing 21± acres as shown on the sketch accompanying the application. The new lot was going to be given to a nephew to build his house on. Rick stated he did not understand why he had to come before the Planning Board. Acting Chair Carey explained the reasons for having Planning Board approval, one of which was landlocked parcels. Mr. Neville remained adamant that the application was being handled wrong; he had done his homework, he said. He was advised to take his concerns to the Town Board. Page 1 of 2 (T)Groton Planning Board Minutes of Regular Meeting 17 October 2013 With no further discussion, a motion was made by Member Barbara Clark that the Town of Groton Planning Board declares itself as Lead Agency under SEQRA for the proposed Minor Subdivision. The motion was seconded by Member Maloney Hahn, with the vote recorded as follows: Ayes: Acting Chair Carey Nays: None Member Clark Member Baxendell Absent: Chairman Neuhauser Member Wyllie Member Morey Member Maloney Hahn Motion carried. This becomes Action #110 of 2013. As requested by Acting Chair Carey, the Board Secretary then read aloud Part II of the Short Environmental Assessment Form. Negative responses were obtained to all questions in Part II. A motion was then made by Member Baxendell that, based on the information and analysis of the SEQR concerning this application, the Town of Groton Planning Board has determined that the proposed action will not result in any significant adverse environmental impact, resulting in a Negative Declaration. The motion was seconded by Member Wyllie, with the vote recorded as follows: Ayes: Acting Chair Carey Nays: None Member Clark Member Baxendell Absent: Chairman Neuhauser Member Wyllie Member Morey Member Maloney Hahn Motion carried. This becomes Action #111 of 2013. With no further discussion, a motion was made by Member Baxendell to waive the Public Hearing and approve the proposed Minor Subdivision, as requested. The motion was seconded by Member Barbara Clark, with the vote recorded as follows: Ayes: Acting Chair Carey Nays: None Member Clark Member Baxendell Absent: Chairman Neuhauser Member Wyllie Member Morey Member Maloney Hahn Motion carried. This becomes Action #112 of 2013. ADJOURNMENT At 7:45 p.m., a motion was made by Member Clark to adjourn the meeting.
