REGULAR MEETING
The Regular Meeting of the Town of Groton Planning Board was called to order by
Chairman Edward Neuhauser at 7:30 p.m.
APPROVAL OF MINUTES - 18 JULY 2013
A motion was made by Member Monica Carey to approve the Minutes of the 18 July 2013
Planning Board meeting, as submitted. The motion was seconded by Member Lisa Maloney
Hahn, with the vote recorded as follows:
Ayes: Chairman Neuhauser Nays: None

Motion carried.

OLD BUSINESS - NONE
NEW BUSINESS
Robert & Diane Costa, Applicants/Reputed Owners - 730 Stevens Road - TM #31.-1-19.12 -
Proposed Minor Subdivision
Chairman Neuhauser recognized Diane Costa who was seeking approval to subdivide a 1-to-1.5±-acre
lot out of this 19.16±-acre parcel, as shown on a portion of the tax map accompanying the application,
for her daughter to place a modular home thereon. Instead of the road frontage of 130 feet and 170
feet on each side of the proposed lot, she stated she would like to change it to 150 feet on each side.
The subdivided parcel indicated road frontage of 200 feet.
With no further discussion, a motion was made by Member Maloney Hahn that the Town of Groton
Planning Board declares itself as Lead Agency under SEQRA for the proposed lot. The

motion was seconded by Member Bret Wyllie, with the vote recorded as follows:

This becomes Action #75 of 2013.
Chairman Neuhauser then read aloud Part II of the Short Environmental Assessment Form. Negative
responses were obtained to all questions in Part II.
A motion was then made by Member John Morey that, based on the information and analysis of
the SEQR concerning this application, the Town of Groton Planning Board has determined that
the proposed action will not result in any significant adverse environmental impact, resulting in
a Negative Declaration. The motion was seconded by Member Mark Baxendell, with the vote
recorded as follows:

Member Maloney Hahn
Motion carried.
This becomes Action #76 of 2013.
With no further discussion, a motion was made by Member Carey to waive the Public Hearing and
approve the proposed Minor Subdivision, as requested. The motion was seconded by Member
Baxendell, with the vote recorded as follows:

Jeffery Lucas, Applicant/Freda Lucas, Reputed Owner - 505 Locke Road - TM #15.-1-21 -
Proposed ECHO Housing Unit
Chairman Neuhauser recognized the applicant who was seeking approval to place a small ECHO
housing unit (13 ft. by 66 ft. singlewide mobile home) on his property to be used as a residence by his
grandmother. A new septic system would be installed; drinking water provided by existing artesian
well which would be shared with the existing home on this parcel. Chairman Neuhauser advised the
applicant that this was considered a temporary structure and must be removed when it is no longer
needed by his grandmother.

With no further discussion, a motion was made by Member Morey that the Town of Groton
Planning Board declares itself as Lead Agency under SEQRA for the proposed ECHO housing unit
(mobile home). The motion was seconded by Member Wyllie, with the vote recorded as follows:

OTHER MATTERS
• Cell Towers: Chairman Neuhauser reported that the Federal government was taking "cell towers"
out of the local purview, so the Town will have "less and less say."
• CEO Coats advised that next month's agenda should include two subdivisions and some
boundary line changes.
• It was noted that the "Porta-Potty-Place" needs to conform to the Board's requirements. CEO
Coats will advise the Board regarding this at next month's meeting.
• CEO Coats stated that the recently approved cell tower will be up by Christmas.
ADJOURNMENT
At 8 p.m., a motion was made by Member Maloney Hahn to adjourn the meeting. The motion was
seconded by Member Morey, with all members present voting in favor.
