REGULAR MEETING
The Regular Meeting of the Town of Groton Planning Board was called
to order by Chairman Edward Neuhauser at 7:30 p.m.
APPROVAL OF MINUTES — 29 NOVEMBER 2012
A motion was made by Member Monica Carey to approve the Minutes of the 29 November 2012
Planning Board meeting, as submitted. The motion was seconded by Member Bret Wyllie, with
the vote recorded as follows:
Ayes: Chairman Neuhauser Nays: None
Member Carey
Member Clark Absent: Member Baxendell
Member Morey
Member Wyllie Abstain: Member Hahn
Motion carried.
This becomes Action #84 of 2012.
OLD BUSINESS - None
NEW BUSINESS
Floyd Kyes & Rich Teeter, Jr., Applicants/Christine Kyes, Reputed Owner - 956 Salt Road - TM
#17.-1-4 - Minor Subdivision
Chairman Ed Neuhauser recognized Floyd "Dusty" Kyes who was seeking approval of a Minor
Subdivision. Dusty stated he has a chance to sell 15.6± A. out of this 117±-acre parcel. He further
stated that he had been at this location for 46 years where he has operated a trucking company and
salvage yard.
The applicant said that he had retained a surveyor (Klumpp) to prepare the required subdivision map.
Member Carey asked if the subdivided parcel to be sold included the barn, and Dusty responded that it
did, along with two water tanks that were there. He indicated the barn as the "warehouse," but
followed by stating that the "falling-down barn" will remain on the remainder 102± acres. If this

subdivision is approved, he stated that he will retain lifetime use of the "Quonset hut" where he does
his mechanical work.
The gravel drive was discussed. Although he said it would change direction and he will own it. Rich
Teeter, Jr. will be the new owner of the 15.6± acres.
Chair Neuhauser acknowledged that this application was forwarded to County Planning, but they have
not responded with their comments at this time.
At the conclusion of a brief discussion, a motion was made by Member Carey to approve the
Preliminary Site Plan for the proposed Minor Subdivision, as submitted, with a Public Hearing
set for 7:30 p.m. on 17 January 2013. The motion was seconded by Member Wyllie, with the
vote recorded as follows:

Motion carried.
This becomes Action #85 of 2012.
Chair Neuhauser advised the applicant to contact the Town Clerk regarding the fee for advertising the
Public Hearing.
ADJOURNMENT
At 7:45 p.m., a motion was made by Member Barbara Clark to adjourn the meeting. The motion was
seconded by Member John Morey, with all members present voting in favor.
