At 7:31 p.m., Chairman Ed Neuhauser opened this Public Hearing by reading the notice as published
in the Groton Independent and The Shopper. Proof of Publication has been placed on file for the record.
Chair Neuhauser recognized Jennifer Metzgar, representing the applicant who was seeking approval to
construct a new building on this site as an expansion of his business. (Reference is made to this
Board's Minutes of 18 October 2012 for a complete description of what is being proposed.)
Chair Neuhauser then asked if there was anyone from the public who wished to comment on the
proposed new building; there was no one who wished to speak.
With everyone having been heard who wished to be hears,
Chairman Neuhauser closed the Public Hearing at 7:33 p.m.
REGULAR MEETING
The Regular Meeting of the Town of Groton Planning Board was called
to order by Chairman Edward Neuhauser at 7:335 p.m.
APPROVAL OF MINUTES - 18 OCTOBER 2012
A motion was made by Member John Morey to approve the Minutes of the 18 October 2012
Planning Board meeting, as submitted. The motion was seconded by Member Bret Wyllie, with
the vote recorded as follows:
Ayes: Chairman Neuhauser Nays: None

Member Baxendell Absent: Member Carey

Motion carried.

OLD BUSINESS
Mitch Metzgar, Applicant/Reputed Owner (dba Peg Mill Bed & Breakfast) - 470 Locke Road - TM
#16.-1-4.813 - Final Site Plan Review for Proposed New Detached Building
Chairman Neuhauser acknowledged receipt of an email from Stan Birchenough of the NYSDOT, dated
10/19/12, to Robin Cargian, Town Deputy Clerk, stating that he had "no concerns" regarding this
application. The Chair also acknowledged receipt of al 1/15/12 letter he had received from the
Tompkins County Department of Planning pertaining to this matter; the letter stated that the Planning
Department had determined that the proposed building would have no negative inter-community or
County-wide impacts.
With no further discussion, a motion was made by Member Barbara Clark that the Town of Groton
Planning Board declares itself as Lead Agency under SEQRA for a proposed detached building to
accommodate the kitchen/dining expansion. The motion was seconded by Member Morey, with
the vote recorded as follows:

Motion carried.
This becomes Action #72 of 2012.
Chairman Neuhauser then read aloud Part II of the Short Environmental Assessment Form. Negative
responses were obtained to all questions in Part II. A motion was then made by Member Mark
Baxendell that, based on the information and analysis of the SEQR concerning this application,
the Town of Groton Planning Board has determined that the proposed action will not result in
any significant adverse environmental impact, resulting in a Negative Declaration. The motion
was seconded by Member Clark, with the vote recorded as follows:
Ayes: Chairman Neuhauser Nays: None

Motion carried.
This becomes Action #73 of 2012.
With no further discussion, a motion was made by Member Clark to approve the Final Site Plan for
the new detached building to accommodate kitchen/dining expansion, as requested. The
motion was seconded by Member Baxendell, with the vote recorded as follows:

NEW BUSINESS
R. Charles Wright, Applicant/Reputed Owner - 570 Old Stage Road - TM #20.-1-20.5 - Minor
Subdivision
Chairman Neuhauser recognized the applicant who explained to the Board that he was seeking
approval to subdivide his 8.38±-acre parcel into two parcels, one containing 2.3± acres and one
containing 5.7± acres. Mr. Wright advised that his son will be building a house on the larger lot.
After very little discussion, a motion was made by Member Baxendell to waive the Public Hearing
for the proposed Minor Subdivision. The motion was seconded by Member Morey, with the vote
recorded as follows:
Ayes: Chairman Neuhauser Nays: None

Member Baxendell Absent: Member Carey

Motion carried.
This becomes Action #75 of 2012.
With no further discussion, a motion was made by Member Morey that the Town of Groton

Laura Mainville, Applicant/Reputed Owner - 380 Cobb Street - TM #24.-1-3.9 - Preliminary Site
Plan Review for Proposed "Psychic Tyme"
(Note: Reference is made to this Board's Minutes of 19 July, 16 August, 20 September, and 18 October
2012 for details on the first application.)
Chairman Neuhauser stated that the Board had received Mrs. Mainville's new application which
greatly reduced parking spaces, etc. She stated that she just wanted the Board to allow her to
continue her work as a psychic and have additional room for a licensed massage therapist. Member
Clark commented that she thought the applicant had "pretty well spelled out" everything she planned
to do.
A motion was then made by Member Clark to approve the new Preliminary Site Plan for the
proposed business (Psychic Tyme), with no more than eight (8) parking spaces allowed. The
motion was seconded by Member Morey, with the vote recorded as follows:

Motion carried.
This becomes Action #79 of 2012.
Chair Neuhauser asked the applicant if cars would turn around in the driveway and not back out onto
the road. She affirmed that was what she planned.
With very little discussion, a motion was made by Member Baxendell to set the Public
Hearing/Special Meeting for the proposed "Psychic Tyme" for 7:30 p.m. on 28 November 2012.
The motion was seconded by Member Wyllie, with the vote recorded as follows:

OTHER BUSINESS
• Planning Board Continuing Ed - Planning Board members who attended the TC3 workshop
thought it was worthwhile; Chair Neuhauser felt the earlier one was better.
• CEO Coats- Nothing new at this time.
• Planning Board Member Interviews - Four candidates for this Board's vacancy were
scheduled to be interviewed; only Lisa Maloney Hahn and Dan Cerretani were present. Chair
Neuhauser stated that they would be interviewed after the meeting was adjourned, giving the
other two (Peggy Merrill and Kenneth Thompson) the opportunity to be interviewed at the next
meeting on 28 November 2012.
ADJOURNMENT
At 8 p.m., a motion was made by Member Clark to adjourn the meeting. The motion was seconded by
Member Morey, with all members present voting in favor.
