The Regular Meeting of the Town of Groton Planning Board was called to order by Chairman Edward Neuhauser at 7:30 p.m. APPROVAL OF MINUTES - 16 FEBRUARY 2012 A motion was made by Member Barbara Clark to approve the Minutes of the 16 February 2012 Planning Board meeting, as submitted. The motion was seconded by Member John Morey, with the vote recorded as follows: Ayes: Chairman Neuhauser Nays: None Member Carey Member Clark Member Baxendell Absent: Member Gloster Member Morey Member Wyllie Motion carried. This becomes Action #19 of 2012. OLD BUSINESS None. NEW BUSINESS Thomas & Sarah Brown, Applicants/Reputed Owners - Cortland Road (NYS Route 222) - TM #20.-1-36.12 - Boundary Line Change/Minor Subdivision Chairman Neuhauser recognized Thomas Brown who explained to those present that he wanted to sell the 47.07± A. portion of his property which was on the northwest corner of Cortland Road and Salt Road, as shown on a portion of the tax map accompanying the application. The remaining portion of this tax map parcel was located on the opposite side of the aforementioned roads, also as shown on the map. Mr. Brown advised that he was selling the portion to another farmer and it would remain in agriculture. With no further questions from the Board, a motion was made by Member Monica Carey that for the purpose of the State Environmental Quality Review concerning this application, the Page 1 of 4 (T)Groton Planning Board Minutes 19 April 2012 Town of Groton Planning Board hereby declares itself as Lead Agency. The motion was seconded by Member Bret Wyllie, with the vote recorded as follows: Ayes: Chairman Neuhauser Nays: None Member Carey Member Clark Member Baxendell Absent: Member Gloster Member Morey Member Wyllie Motion carried. This becomes Action #20 of 2012. Chairman Neuhauser read aloud Part II of the Short Environmental Assessment Form. Negative responses were obtained to all questions in Part II. A motion was then made by Member Clark that, based on the information and analysis of the SEQR concerning this application, the Town of Groton Planning Board has determined that the proposed action will not result in any significant adverse environmental impact, resulting in a Negative Declaration. The motion was seconded by Member Carey, with the vote recorded as follows: Ayes: Chairman Neuhauser Nays: None Member Carey Member Clark Member Baxendell Absent: Member Gloster Member Morey Member Wyllie Motion carried. This becomes Action #21 of 2012. With no further discussion, a motion was made by Member Mark Baxendell to approve the Boundary Line Change/Minor Subdivision as requested. The motion was seconded by Member Wyllie, with the vote recorded as follows: Ayes: Chairman Neuhauser Nays: None Member Carey Member Clark Member Baxendell Absent: Member Gloster Member Morey Member Wyllie Motion carried. This becomes Action #22 of 2012. Craig Bush, Applicant/Reputed Owner - Lick Street - TM #20.-1-26.22 - Boundary Line Change & Minor Subdivision Chairman Neuhauser recognized the applicant who explained to the Board that he owned this 12± A. parcel and wanted to subdivide it into one 8± A. parcel (to be sold), and one 4± A. parcel which he would retain, all as shown on the map accompanying the application. CEO Gary Coats reported that he had written to the Village of Groton informing them that the parcel in question appeared to have a Village waterline on it. No response had been received from the Village. With no further questions from the Board, a motion was made by Member Morey that for the purpose of the State Environmental Quality Review concerning this application, the Town of Groton Planning Board hereby declares itself as Lead Agency. This becomes Action #25 of 2012. OTHER BUSINESS • Courtroom Exit Door - Chair Neuhauser read a statement from the Town Clerk regarding the security of Town Hall regarding, in particular, keeping the courtroom's exit door onto the parking lot completely shut so it is locked. • Planning Board Activity - CEO Coats reported that there will be more items coming before the Board — subdivisions, Site Plan Reviews, etc. • Antique Shop on Peru Road - CEO Coats reported that this shop will be opening this coming weekend. • John Beck - CEO Coats advised Board that this matter has now been settled in Court and all illegal signage has been removed. Page 3 of 4 (T)Groton Planning Board Minutes 19 April 2012 • Groton City Bridge - CEO Coats advised the Board that this bridge has been condemned and there are no $$ to repair it. ADJOURNMENT At 8 p.m., a motion was made by Member Clark to adjourn the meeting. The motion was seconded by Member Morey, with all members present voting in favor. ca ' E.
