REGULAR MEETING
The Regular Meeting of the Town of Groton Planning Board was called to order
at 7:30 p.m. by Chairman Ed Neuhauser.
APPROVAL OF MINUTES — 18 MARCH 2010
It was noted that although Member Carey was indicated as "Absent" at the top of page 1, she was
indicated as voting "Aye" in each action. Member Carey was, indeed, absent, but her name should be
changed to Member Gloster in all Aye votes throughout the Minutes. Member Carey is correctly listed
in each vote as being Absent.
A motion was made by Member Mark Baxendell to approve the Minutes of the 18 March 2010
Planning Board meeting, as corrected. The motion was seconded by Member Theresa Donlick,
with the vote recorded as follows:
Ayes: Chair Neuhauser Nays: None
Member Baxendell
Member Carey
Member Clark
Member Donlick
Member Gloster
Member Haines
Motion carried.

NEW BUSINESS
Keith Lattin, Applicant/Reputed Owner- 823 Old Stage Rd. - TM #19.-1-4.11 - Preliminary Site
Plan Review- Proposed MVR Shop
Chairman Neuhauser recognized the applicant who explained that he was seeking approval to open a
Motor Vehicle Repair Shop to repair cars in his existing garage. He explained that he did operate this
business in July 2003, but took another job and ceased doing business; he now wants to re-open his
shop. Member Barb Clark asked Mr. Lattin if he is proposing to have the same operation as before,
and he responded in the affirmative. With regard to parking, the applicant stated that he had parking
for about 20 vehicles, but he did not need that many; his previous permit had 12.
CEO Gary Coats explained that there had been no problems with Mr. Lattin's previous operation; CEO
Coats stated he will inspect the business before it opens.
After a brief discussion, a motion was made by Member Monica Carey to approve the Preliminary
Site Plan for the proposed Motor Vehicle Repair Shop. The motion was seconded by Member
Mark Baxendell, with the vote recorded as follows:

Motion carried.
This becomes Action #19 of 2010.
A motion was then made by Member Baxendell to set a Public Hearing at 7:30 p.m. on 20 May
2010 for the proposed Motor Vehicle Repair Shop. The motion was seconded by Member Janice
Haines, with the vote recorded as follows:
Ayes: Chair Neuhauser Nays: None

Motion carried.

OTHER BUSINESS
PowerPoint® Presentation -Vincent Patriarco &Jerry Contento
Chairman Neuhauser recognized Mr. Patriarco and Mr. Contento who made a slide presentation
regarding the future development of the Dusty Keyes property on Salt Road. The presentation was for
a proposed Construction & Demolity Debris Processing & Recycling Facility. Mr. Patriarco introduced
Bernard Thoma of Thoma Development Consultants. He stated that Attorney Patrick Snyder of
Cortland was also involved in the facility; Mr. Snyder was not also an attorney, but he was also an
Environmental Engineer.

The proposed facility was only for construction and demolition debris. Items covered in the slide
presentation were:

OTHER MATTERS
Review (Draft) Land Use Code
• Supervisor Morey commented that lots of comments, both good and bad, had been received
regarding the revised Land Use Code. There may still have to be another public hearing and
also a SEQR review. Mass gatherings is of great concern; people said it was too restrictive.
There will be a meeting on Tuesday night regarding this. Code should be evaluated every year.
Member Carey added that the County made some valid comments.
As the hour was becoming late, a motion was made by Member Mary Gloster to postpone
the planned review of the draft Town of Groton Land Use Code until the 20 May 2010
meeting of the Town of Groton Planning Board. The motion was seconded by Member
Donlick, with the vote recorded as follows:

Hydrofracking
• Supervisor Morey stated that hydrofracking (use of hydraulic fluids in natural gas drilling
process) should be limited in the Town.
ADJOURNMENT
At 8:12 p.m., a motion was made by Member Haines to adjourn the meeting. The motion was
seconded by Member Gloster, with all members present voting in favor.
