The Regular Meeting of the Town of Groton Planning Board was called to order
at 7:36 p.m. by Chairperson Barbara Clark.
APPROVAL OF MINUTES — 19 JUNE 2008
A motion was made by Member Monica Carey to approve the Minutes of the 19 June 2008
meeting of the Town of Groton Planning Board, as submitted. The motion was seconded by
Member Mary Gloster, with the vote recorded as follows:
Ayes: Chair Clark Nays: None
Member Carey
Member Donlick Absent: Member Baxendell
Member Gloster
Member Haines
Member Neuhauser
Motion carried.
This becomes Action #27 of 2008.
OLD BUSINESS
None.
NEW BUSINESS
Mark G. & Janine Gunn, Applicants/Reputed Owners - 263 Devlen Road - TM #15.-1-4.2 -
Boundary Line Change
Chairperson Clark recognized Attorney Jim Henry, representing the applicants who were seeking
approval of a Boundary Line Change. Attorney Henry explained that a recent survey had revealed the
applicants' driveway encroached upon the adjacent property (TM #15.-1-4.4), as shown on the map
accompanying the application. The applicants were now purchasing a small piece of land from the
encroached-upon neighbor and simply wanted to add this piece to their own tax map parcel.
Chair Clark acknowledged that "under 6 NYCRR Part 617.5(c)(10), (12) or (13) of the State
Environmental Quality Review Law, the proposed action is a Type II action and is determined not to
have a significant impact on the environment, or is otherwise precluded from environmental review
under the Environmental Conservation Law, Article 8."

With no further discussion, a motion was made by Member Gloster to approve the Boundary Line
Change, as requested. The motion was seconded by Member Carey, with the vote recorded as
follows:

Member Haines
Member Neuhauser
Motion carried.
This becomes Action #28 of 2008.
OTHER BUSINESS
• Chairperson Clark stated she had received a letter from the Tompkins County Department of
Assessment regarding a map filed by Mitch Metzgar. The letter has been placed on file for the
record. Mr. Metzgar's application for a subdivision came before this Board at their June 2008
meeting. The details of that meeting, and why a subdivision request was not approved, are
contained in the Minutes; Chair Clark will ask Deputy Clerk Lane to forward a copy of those
Minutes in response to the Department of Assessment's letter.
• Chair Clark advised the Board members of upcoming meetings being conducted by County
Planning on the County's energy future.
• Chair Clark acknowledged and thanked Member Gloster for emailing her regarding sustainable
community grants which were available for rural development.
ADJOURNMENT
At 7:50 p.m., a motion was made by Member Carey to adjourn the meeting. The motion was seconded
by Member Ed Neuhauser, with all members present voting in favor.
