28 - Preliminary Site Plan Review for Proposed Craft Store
Chair Barbara Clark opened the Public Hearing at 7:30 p.m. The Legal Notice, published on 12 March
2008, was read aloud by Board Secretary Joan Fitch; Proof of Publication has been placed on file for
the record. Particulars on the proposed application are contained in the Minutes of the 21 February
2008 Town Planning Board meeting.
Chair Clark acknowledged that no written comments had been received regarding the proposed craft
store. Applicant Melissa Sholar explained briefly what she would like to do (to operate a small craft
business from an 18 ft. by 40 ft. single-story building the applicants wished to construct on their
property at the location shown on the site plan accompanying their application. The height of the
proposed structure would be 14 feet, and it would occupy the present location of a shed which will be
demolished). Board members had no questions.
Chair Clark asked if there was anyone present who wished to speak on the subject application; there
was no one.
With everyone being heard who wished to be heard, the Public Hearing
was closed at 7:35 p.m.
REGULAR MEETING
The Regular Meeting of the Town of Groton Planning Board was called to order
at 7:36 p.m. by Chairperson Barbara Clark.
OLD BUSINESS

28 - Preliminary Site Plan Review for Proposed Craft Store
Chairperson Barbara Clark acknowledged receipt of a letter from the Tompkins County Department of
Planning, dated March 17, 2008, which stated they had determined that the proposed craft store had
no negative intercommunity or county-wide impacts; a copy of this letter has been placed on file for
the record. However, the Department commented that the Site Plan for the project needed to include

the locations of the existing well and septic system. Mr. Keelhar showed the Board members present
where these items were located on the property; he also stated that he had indicated these locations to
his contractor, and "they're quite a ways from the new shop."
At the conclusion of the discussion, a motion was made by Member Monica Carey to approve the
Final Site Plan for the proposed retail craft store, as requested. The motion was seconded by
Member Janice Haines, with the vote recorded as follows:

Member Donlick
Member Haines Absent: Member Gloster

Motion carried.
This becomes Action #14 of 2008.

OTHER MATTERS
New Board Member Welcomed
Chair Clark introduced everyone present to the new Planning Board member, Theresa Donlick, and
welcomed her to her new position.
APPROVAL OF MINUTES — 21 FEBRUARY 2008
A motion was made by Member Neuhauser to approve the Minutes of the 21 February 2008
Town of Groton Planning Board meeting, as submitted. The motion was seconded by Member
Baxendell, with the vote recorded as follows:
Ayes: Chair Clark Nays: None

Member Carey
Member Haines Absent: Member Gloster
Member Neuhauser Abstain:Member Donlick
Motion carried.
This becomes Action #15 of 2008.
OTHER MATTERS #2
Continuing Education
Chair Clark gave Board members a handout on upcoming training sessions sponsored by the Cortland
County Planning Department.

ADJOURNMENT
At 8:22 p.m., a motion was made by Member Haines to adjourn the meeting. The motion was
seconded by Member Neuhauser, with all members present voting in favor.
