The meeting was called to order at 7:30 PM by Acting Chair Mary Gloster.
Tammy L. Thomas, Applicant/RO - Bossard & West Groton Roads - TM #15-1-43.2 - Major
Subdivision
Acting Chair Gloster recognized the applicant's daughter, Rain, who explained that this was the
same subdivision that was approved by the Board on 15 May 2003. The map, however, was never
filed as required.
A map was provided indicating the proposed lots, Al, A2, B, and C. A buyer is purchasing Al
and B, and the other two lots will be for sale. Acting Chair Gloster explained that since this is a
new application, and it is a major subdivision, there will have to be a public hearing scheduled
for the next regular Planning Board meeting on 20 May 2004. She also advised Ms. Thomas
that a subdivision map prepared by a Licensed Land Surveyor was required and should be
brought with her to the public hearing.
Acting Chair Gloster stated that when the subdivision was approved in 2003, there were
abandoned vehicles on the property and they were to be removed. Ms. Thomas stated that she
thought these vehicles had been removed, but would verify same. CEO George Senter stated
that he was going to be doing a "cruise of the area" for abandoned/junk vehicles during the
month and would check the property at that time.
A motion was then made by Member Brad Albro to give preliminary approval of the proposed
Major Subdivision, with a Public Hearing set for 20 May 2004 at 7:30 PM. The motion was
seconded by Member Tom Guihan, with the vote recorded as follows:

Harold & Trudy Bernhardt, Applicants/ROs - West Groton Road - Part of TM #22-1-15 -
Boundary Line Change/Revised Subdivision Map
Acting Chair Gloster recognized Robert Walpole, Realtor, representing the Bernhardt's who were
seeking approval of a Boundary Line change which would add 1± acre (approximately 50 feet) to
the 4± acre parcel to be conveyed to Parsons (as indicated on the sketch accompanying the
application). Mr. Walpole stated that the survey work still needed to be done, and the owners
would revise the subdivision to make a total of four lots instead of three. The fourth parcel would
be what was left over from the entire parcel. The original subdivision was approved November
2003.
Mr. Walpole stated at this time he was asking for a boundary line change and then would return
with a revised subdivision map. A public hearing would be required, he stated, but the
paperwork would not be ready for the May Planning Board meeting.
Member Mark Baxendell stated he saw no problem with adding 50 feet to the parcel, as indicated
on the sketch, with the revised subdivision to be presented at a future meeting when a public
hearing would be held.
At the conclusion of the discussion, Acting Chair Gloster read the following statement into the
record: "Under 6 NYCRR Part 617.5(c)(10), (12) or (13) of the State Environmental Quality Review
Law, the proposed action is a Type II action and is determined not to have a significant impact on
the environment, or is otherwise precluded from environmental review under the Environmental
Conservation Law, Article 8."
A motion was then made by Member Albro to approve the Boundary Change, as requested. The
motion was seconded by Member Janice Haines, with the vote recorded as follows:

This becomes Resolution #15 of 2004.
Jeffrey Cronk, Applicant/RO - 207 Bossard Road -TM #14-1-17.3 - Boundary Line Change
Acting Chair Gloster recognized Realtor Robert Walpole, representing the owner who was seeking
a boundary line change. Mr. Walpole explained that Mr. Cronk wanted to acquire a 13.05± parcel
adjacent to his land (shown as TM #14-1-17.4 on the tax map accompanying the application) to
be added to his existing parcel. Combining the two parcels would make one parcel of 26.5±
acres. Mr. Walpole stated he was seeking preliminary approval at this time and would return
with the new survey map for final approval at a later date.
At the conclusion of the discussion, Acting Chair Gloster read the following statement into the

adjacent TM #14-1-17.4). The motion was seconded by Member Albro, with the vote recorded as
follows:

Approval of Minutes - 18 March 2004
A motion was made by Member Janice Haines to approve the Minutes of the 18 March 2004
Planning Board meeting, as submitted. The motion was seconded by Member Baxendell, with
the vote recorded as follows:

Motion carried.
This becomes Resolution #17 of 2004.
OTHER MATTERS
Comments from Geri Rapp - Resident
• Lived in West Groton for 25 years and wishes to become involved in the Town.
• Many violations of Zoning Ordinance in West Groton.
• Will be attending most future board meetings in the Town.
• Concerned about neighborhood and how it will be developed.
• Advised by Acting Chair Gloster to report violations to the Town's Code Enforcement
Officer; also suggested she attend Comprehensive Planning meeting in May.
• CEO Senter suggested to Mrs. Rapp that she may wished to seek membership on one of
the boards in the Town.
Resignation of George Senter, CEO
• CEO Senter announced that he was resigning his position with the Town as of 30 June
2004. Everyone appreciated George's service to the Town and said he would be a hard
CEO to replace.
• Planning Board wished to go on record that they would like CEO Senter to sit in on any
interviews conducted for the position.
ADJOURNMENT
At 8:20 p.m., a motion was made by Member Baxendell, seconded by Member Haines, to adjourn
the meeting. All Board members present voted in the affirmative.
