BOARD MEMBERS : PUBLIC PRESENT ( * Denotes Members Present ) George Totman , Chairperson * Lyle Raymond , ZBA Chairperson Monica Carey * Tracy Smith , Tompkins County Department Cecil Twigg * of Planning George VanSlyke Veryl Rankin Jeff Lewis * Sheldon Clark George Totman began the meeting at 7 : 55 p . m . At the last meeting , we went up to Section 351 . Up to this point , we improved the definitions and got up to Land Use Activities . At the last meeting , we decided instead of going by the symbols that are being used in the current book, we would go by what is allowed in certain zones . We ended the last meeting by stating that we would begin tonight ' s meeting with the Land Use Activities and how we want to categorize them . Does everyone agree with me on this? Board members were in agreement . G . TOTMAN : Okay . The way this will be " coded " is that we will place the initial abbreviation next to the activity where it is allowed . If there is no initial abbreviation , it is not allowed . This will make it more simplistic . Do you want to add anything , Tracy? T . SMITH : You may want to settle the definitions between commercial and industrial before coding all these activities . Do you think they should coincide with one another or be totally individualized? You mentioned in the Comprehensive Plan that you recommended doing districts that were exclusively for commerical or industrial use . L . RAYMOND : I think we should get rid of the Industrial Zone . One reason is businesses that come into the Town will want to make their own decisions on where they want to go , when , in fact , we will be making that decision . A second reason is that having looked back 20 years , nothing has really happened . A third reason is that the current property owners in the Industrial Zone that want to sell their property and are told that they cannot sell it for anything but industrial , what are they going to do? We are lucky that the Town has not been taken to Court on something like that . If a large industry comes in , you will have a PUD anyway . C . TWIGG : I am inclined to agree with Lyle . Some families getting ready for retirement do not have 20 years to wait . They want to unload their property . ( Gave examples of the Talbotts and Hunters . ) G . TOTMAN : What is their status there? It is my understanding that the definition of a planning board is to plan for the future of the Town . J . LEWIS : What you have is a retirement Village . If you do not " try" to get this Town industrialized , it will never be . G . TOTMAN :. " We really do not have a lot of medium density in the Town of Groton . Cortland is coming more out this way . If you have medium density ( houses closer together , public water , smaller lots ) , do you call gardening crop farming ? TOTMAN : Who is going to ask for a permit for crop farming ? Why don ' t we just cross this off? What do you think? ( Talking about special permits . ) M . CAREY : I agree with scratching it off . Board Members decided to allow crop farming in all four districts . G . TOTMAN : Before we go any further , I would like to ask the members of the Board for their permission or vote to include Lyle Raymond ' s vote in with our final voting to make it complete . How do the rest of the Board members feel about this? Board members were in agreement to include Lyle ' s vote in with their final voting . G . TOTMAN : Okay . Lets go on . The Board is instructed to add two new definitions : ECHO Housing and Accessory Apartments . The asterisk means that it requires a site plan review . The meeting ended at 10 : 15 p . m . Each activity is subject to all of the general and special regulations related to the Basic District in which the land use activity is located.
