PLANNING BOARD PUBLIC PRESENT ( * Denotes Members Present ) Tracy Smith ,, Tompkins County Department of Planning George Totman , Chairperson * Lyle Raymond ,, Zoning Board of Appeals Monica Carey * Chairperson Cecil Twigg Verl Rankin George VanSlyke Sheldon Clark George Totman began the meeting at 7 : 45 p . m . with introduction between Tracy Smith and Lyle Raymond . G . TOTMAN : The sole purpose of having this meeting tonight is to start rewriting ordinances from the Town of Groton Land Use & Development Code ( LU&DC ) . I purposely asked Lyle to be a part of this meeting to help rewrite the ordinances because a lot of the problems with the ordinances lands in the lap of the Zoning Board of Appeals . Being the body that handles all the complaints stemmed from this , they should really have a strong part in helping us rewrite it . We do not have a fourth complement here tonight . For the sake of the minutes ,, this is something that is not going to be resolved overnight or with one or two meetings . It can easily add up to six months before completion . My goal is to have it completed sometime in the summer . We have scheduled the first Thursday of each month at 7 : 30 p . m . to work on these . I would like to suggest maybe even meeting in addition to these regular meetings to go over things . This would be done on a voluntary basis . Not only will the time go by faster but also make better use of Tracy ' s time . We are working with a contract with the County in a fixed-dollar factor . The more we can do with the time we have ,, the faster she can complete the project . Even though we do not have a quarum here tonight ,, we can go back to the Planning Board for approval . Where do we start? Why don ' t we let Tracy Smith guide us . T . SMITH : Develop an outline on how you want things organize and go section by section in detail and add what you feel is needed . L . RAYMOND : Do you have any certain criteria? T . SMITH : Not, not at this time . L . RAYMOND : These are my thoughts ( see attachment ) . C . TWIGG : Started with Section 107 .
